T h i s S t a n d a r d h a s been p r e p a r e d f o r telecom-
m u n i c a t i o n equipment i n o r d e r t o comply w i t h t h e
Company p o l i c y of d e v e l o p i n g a set of i n d u s t r i a l
S t a n d a r d s t o c o v e r a l l s t r a t e g i c equipment. It i s
based upon Company and M i n i s t r y of Telecomrnunica-
t i o n r e q u i r e m e n t s , c e r t a i n s e l e c t e d recommendations
from e x i s t i n g i n t e r n a t i o n a l S t a n d a r d s , e x p e r i e n c e
of l o c a l c o n d i t i o n s and good e n g i n e e r i n g p r a c t i c e .

1. SCOPE
1.1 This Standard defines Company requirements for the
supply, accomodation and installation of telephone,
telex, sound, alarm, call, time, data and radio tele-
communication systems.
1.2 The locations for telecommunication equipment, inclu-
ding any extensions, are as follows:-
1.2.1 Telephone exchanges and office buildings.
1.2.2 Industrial buildings (plant, workshops, stores,
etc.), including those in hazardous areas.
1.2.3 Temporary buildings and offices.
1.2.4 Medical, health, sports and community services
buildings and housing.
1.2.5 External routes between communication centres.
1.2.6 Locations of all radio equipment.

1.3 The selection of types of telecommunication equipment


shall be determined by recognised International Stan-
dards, Ministry of Communications (Kuwait) Standards,
requirements of the Company Vocabulary and price consi-
derations.

Specification for Installation of Civil Plant for
Telephones (and Manual of Drawings) .
3. ---
PROCEDURE
3.1 General
3.1.1 The telecommunication requirements for proposed
new buildings and extensions shall be established
at the building design stage.
3.1.2 Telephone arrangements in particular shall in-
clude adequate built-in provision for possible
future modifications to locations and for addi-
tional telephones.
3.1.3 Modifications and additions to telecommunications
systems within existing buildings shall be de-
signed and installed as for new buildings and
extensions.
3.1.4 The parties concerned in the preparation of any
telecommunications systems shall be:-
3.1.4.1 Requesting/user department
3.1.4.2 Transport & Plant Department - Tele-
communicationsDivision
3.1.4.3 Engineering Department
3.1.4.4 Any other department connected with the
proposed installation.
3.1.5 It is imperative that the parties concerned reach
full agreement on all aspects of proposed systems
before plans for civil works and other services
are finalised.
3.1.6 Departments contemplating modifications to office
layouts shall consult Telecommunications Division
for approval before implementing the modifications.
3.2 Preparation
3.2.1 The requesting/user department shall determine
their telecommunications requirements for any
proposed new or modified building as completely
and as early as possible, with due allowance for
probable future modifications and additions.

3.2.2 Particulars to be provided include the follow-


ing: -
3.2.2.1 Building name and location
3.2.2.2 Layout drawings detailing the precise
required location of telephones or other
telecommunication equipment.
3.2.2.3 Basic specifications of equipment to be
installed.
3.2.2.4 Routes and details of proposed and any
existing building electrical and other
services.
3.2.2.5 Estimated programme of installation in
relation to the civil and other services
programmes.
3.2.3 Completed particulars shall be forwarded to Trans-
part & Plant Department - Telecommunications Di-
vision, with a copy to Engineering Department.

3 . 3 Developm&
3.3.1 Telecommunications Division shall, on receipt of
full particulars,review telecommunication require-
ments in conjunction with the requesting/user
.department. They shall advise that department
for adequate funds to be requested to cover ex-
ternal and lead-in works and materials.
3.3.2 Telecommunications Division shall then prepare
documents and drawings to include the following:-
3.3.2.1 Technical specifications for the pro-
posed contract, with details of equip-
ment to be supplied, indicating any
from Company sources.
3.3.2.2 Building entry duct details for incom-
ing cables.
3.3.2.3 Location and size of main telephone
distribution box/frame with any space
requirements, and location of any other
main telecommunica~ionequipment.
3.3.2.4 Location of distribution boxes, telephone
outlets and any other telecommunication
outlets.
3.3.2.5 Cable duct and route details, with any:
particular instructions on fixings, se-
paration from electrical and other ser-
vices or other special requirements.
3.3.2.6 Cable schedules, cable interconnection
diagrams and termination details.

3.3.3 Completed documents and drawings shall then be


given to Engineering Department for review and
inclusion in the building construction contract
documents .
3.4 Installation St Records
3.4.1 Telecommunications Division shall visit the
works under construction at suitable times for
the following: -
3.4.1.1 To check that the site is fully pre-
pared for telecommunication cables and
equipment installation to begin.
3.4.1.2 To ensure that the installation conti-
nues to proceed in accordance with this
and Related Standards.
3.4.1.3 Dependent on the conditions of contract,
to terminate some or all telecommunica-
tion cables, test and to ensure all
equipment is put into correct final
working order.
3.4.2 Commissioning of telecommunication equipment
shall be carried out as early as possible after
installation and maintained in regular use to
prevent deterioration.
3.4.3 In the event of any delay in commissioning, ade-
quate protection shall be applied to prevent
dust or damp ingress or other damage to telecom-
munication equipment and cables.
3.4.4 Any on-site telecommunication corrections or mo-
difications and all relevant as-built drawings
shall require the approval of Telecommunications
Division.
3.4.5 All subsequent modifications maintenance, faults,
repairs and estensions shall be recorded by Te-
lecommunications Division.
4. EQUIPMENT AND ACCOMODATION
4.1 Main Equipment
4.1.1 Telephone distribution frames hormally used for
more than 200 out1ets)and other main remote
type telecommunication equipment where required,
shall normally be accomodated in a separateroom
within buildings to be served, or in the base-
ment.
4.1.2 Rooms provided for main telecommunications eq-uip-
ment shall be adequately sized, dry,ventilated,
well lit,lockable and reasonably accessible.
There shall be adequate space for future addi-
tional similar equipment, and water sprinkler
systems shall be excluded.
4.1.3 Telex machines, visual display units and the
like shall normally be located in offices to
suit requirements.
4.1.4 Main telephone distribution boxes may be ins-
talled in a building plant room, together with
electricitv supply mains and other equipment,
provided conditions are as in clause 4.1.2.
4.2 - --
Distribution Boxes
Main (upto 200 outlets) and 'subsidiarybpto 20
outlets) distribution boxes shall be of an ap-
proved indoor wall-mounting type construction
in sheet steel, treated for anti-corrosion and
finished in hammer grey enamel. Boxes shall be
lockable with quick release catches and have an
adequate number of top and bottom cable entry
holes fitted with plastic seals.
Distribution boxes shall have adequate space for
wiring, cross connections, modifications aria ad-
ditions, and shall have circuits numbered from
left to right and from top to bottom wherever
possible.
Each distribution box shall have an internal
chart giving details of each cable and an exter-
nal identification label.
Subsidiary distribution boxes shall normally be
located near the centre of the area to be served,
be readily accessible, and positioned to cause
least disturbance to persons normally working
in buildings when access is required.
Rising ducts may be used to accomodate and con-
ceal distribution boxes and shall be provided
with hinged access doors adequately sized to
reach boxes, cables and any underfloor ducts.

4.3.1 Standard pattern telephones shall be used, as


provided for in the Company V~cabulary.
4.3.2 Telephones shall be accomodated in quiet, dust-
free areas wherever possible; or suitable pro-
tection shall be provided.
4.3.3 Wall-mounted telephones shall be accomodated
in recesses wherever possible.
4.3.4 Telephones outlets shall preferably be located
on the left hand side of users, and long cords
shall be avoided wherever possible.
4.3.5 Either intrinsically safe or flameproof tele-
phones shall be used in hazardous areas. Int-
rinsically safe telephones shall be labelled
to be clearly distinguishable from standard
telephones.
5. SAFETY REQUIREMENTS
5.1 Separation
5.1.1 Telecommunication cables shall be run at least
lm away from any high voltage cable. Higher
clearances may be specified for long parallel
runs and/or particularly high voltages.
Telecommunication cables shall normally be laid
at least 0.3m away from any low voltage cable,
unless a lesser distance is approved due to the
use of separate conduits or that of ducts or
trunking with separate compartments. Steel con-
duits and partitions between cables shall be
earthed. Insulated partitions shall be not less
than 6mm thick.
5.1.3 Mineral insulated low voltage concentric type
cables may be accomodated with telecommunication
cables in a common duct or trunking provided the
outer conductor of the low voltage cable is
earthed.
5.1.4 Different telecommunication circuits shall nor-
mally be run separately to avoid electrical in-
terference between circuits and possible identi-
fication problems, unless otherwise approved.
5.1.5 Different telephone circuits at 50V D.C. with 50/100~
A.C. bell circuits may be run together in com-
mon conduits or ducts, but higher voltages shall
normally be separated.
5.1.6 Further details of electrical separation require-
ments shall be derived from:-
5.1.6.1 Regulations for Electrical Installations
(l98l), Clauses 525-1 to 525-9.
5.1.6.2 CP 1022, Clause 4.8 (Segregation of Cir-
cuits).
5.1.6.3 Code of Practice CP 327, Part 3, Clause
801 (Segregation of Circuits).
5.1.7 Conduits and ducts containing telecommunication
cables shall not be laid less than 0.15m from
any other service runs, unless otherwise approved.
5.1.8 Partitions between telecommunication and elec-
tric supply circuits shall be maintained within
junction boxes, outlets and similar enclosures
and no live electrical conductors shall be ac-
cessible when compartment covers are removed.
5.1.9 Socket-outlets and plugs for telecommunications
systems shall not be interchangeable with those
for small power and lighting systems.
5.1.10 The minimum road kerb distance from telecommu-
nication cables shall be 3m.
5.2 Environment
5.2.1 Telecommunication c a b l e s and equipment s h a l l
n o t be i n s t a l l e d wherg c o n d i t i o n s i n c l u d e
t e m p e r a t u r e s above 70 C , w a t e r , h u m i d i t y , o i l ,
flammable g a s e s , vermin o r e x c e s s v i b r a t i o n ,
u n l e s s a d e q u a t e p r e c a u t i o n s a r e t a k e n t o coun-
ter t h e p a r t i c u l a r adverse conditibns,
5.2.2 The s e l e c t i o n of flameproof o r i n t r i n s i c a l l y
s a f e t y p e t e l e p h o n e s and r a d i o s s h a l l be de-
t e r m i n e d by the r e q u i r e m e n t s of p a r t i c u l a r h a -
zardous areas.

5.2.3 Due a t t e n t i o n s h a l l be g i v e n a t t h e d e s i g n s t a g e
t o t h e e f f e c t of d i f f e r e n t s e r v i c e s upon t e l e -
communication systems, d e s c r i b e d i n CP 41 3,

5.3 Earthinq
5.3.1 A l l m e t a l work of telecommunicat ion equipment
i n s a f e a r e a s , i n c l u d i n g d i s t r i b u t i o n frames,
boxes, d u c t s , t r u n k i n g , c o n d u i t and any c a b l e
s c r e e n s , s h e a t h s o r armouring s h a l l be bonded
t o g e t h e r and t o e a r t h .

5.3.2 I n t r i n s i c a l l y s a f e t e l e p h o n e c i r c u i t s s h a l l be
i s o l a t e d from e a r t h .

5.3.3 T h e c i r c u i t p r o t e c t i v e c o n d u c t o r f o r bonding
t e l e c o m m u n i c a t i o n equipment t o g e t h e r s h a l l be
s e p a r a t e from a l l o t h e r c i r c u i t p r o t e c t i v e
c o n d u c t o r s and s h a l l be of copper, p r q f e r a b l y
i n s u l a t e d of s i z e n o t less t h a n 1.5mm ,

5.3.4 Any c o n n e c t i o n s t o e a r t h f o r telecommunication


c i r c u i t s and b a t t e r y s y s t e m s w i l l be s p e c i f i e d
w h e r e required.

5.3.5 E a r t h i n g c o n d u c t o r s and e a r t h e l e c t r o d e s s h a l l
be p r o v i d e d s e p a r a t e l y from main b u i l d i n g
e a r t h i n g s y s t e m s , and t h e maximum r e s i s t a n c e
t o e a r t h s h a l l n o t exceed 0.5 ohms.

6. CABLING & WIRING


6.1 Telephone c a b l e t y p e s and s i z e s s h a l l be s e l e c t e d
from the Company Vacabulary t o s u i t t h e number of c i r -
c u i t s and number o f w i r e s p e r c i r c u i t , w i t h ample .
allowance f o r f u t u r e additions. O p t i c a l f i b r e c a b l e s
may be c o n s i d e r e d ,

6.2 P o l y t h e n e i n s u l a t e d , PVC s h e a t h e d c a b l e s s h a l l n o t be
u s e d due t o t h e p r o b a b i l i t y of c o r r o s i o n of w i r e con-
d u c t o r s.

6.3 Cables f o r i n t r i n s i c a l l y s a f e t e l e p h o n e c i r c u i t s s h a l l
n o t include any c i r c u i t s t o safe area t e l e p h o n e s o r
other electrical circuits.
6.4 A s e p a r a t e m u l t i c o r e t e l e p h o h e c a b l e s h a l l be r u n
from e a c h d i s t r i b u t i o n frame o r main box t o e a c h
s u b s i d i a r y d i s t r i b u t i o n box.

6.5 Telecommunication c a b l e s o t h e r t h a n f o r t e l e p h o n e s
s h a l l be i n a c c o r d a n c e w i t h equipment m a n u f a c t u r e r
r e q u i r e m e n t s , and t e l e p h o n e t y p e c a b l e s may be
approved.

6.6 Telephones w i r e p a i r s s h a l l n o t b e s p l i t and s t r a n -


ded c o n d u c t o r s s h a l l n o t b e used f o r telecornrnunica-
t ions.

6.7 Telephone s p e e c h c i r c u i t s s h a l l be r u n a s t w i s t e d
p a i r s w i t h w i r e s of n o t less t h a n 0-5mrn d i a m e t e r
and t h e y s h a l l b e r u n i n s e p a r a t e c a b l e s from r i n g -
i n g / t o n e c i r c u i t s.

6.8 Telephone r i n g i n g and t o n e c i r c u i t s s h a l l be r u n


a s t w i s t e d p a i r s w i t h w i r e s of n o t l e s s t h a n 0.9mm
diameter, w i t h o v e r a l l c i r c u l a r sheath.
6.9 Maximum r e a s o n a b l e c a p a c i t y and f l e x i b i l i t y s h a l l
be p r o v i d e d f o r i n t e r c h a n g i n g t e l e p h o n e l i n e s from
d i s t r i b u t i o n f r a m e s o r boxes t o s u b s i d i a r y d i s t r i -
b u t i o n boxes.
6-10 I n t e r m e d i a t e t e l e p h o n e d i s t r i b u t i o n boxes may be i n s -
t a l l e d a f t e r s u b s i d i a r y d i s t r i b u t i o n boxes where

6.11 Main t e l e p h o n e d i s t r i b u t i o n boxes s h a l l h a v e sepa-


r a t e t e r m i n a l s f o r incoming and o u t g o i n g c a b l e s ,
w i t h c r o s s connection f a c i l i t i e s .

6.12 A l l t e l e p h o n e l i n e s s h a l l have p r o v i s i o n f o r i s o -
l a t i o n a t e a c h d i s t r i b u t i o n box.

VERTICAL DUCTS
7.1 B u i l d i n g s h a v i n g two o r more f l o o r s h a l l b e p r o v i -
ded w i t h one o r more c o n c e a l e d v e r t i c a l d u c t s , e a c h
of which s h a l l be l o c a t e d c e n t r a l l y f o r telecommu-
n i c a t i o n and/or o t h e r s e r v i c e s d i s t r i b u t i o n a r e a s .
7.2 T h e number and l o c a t i o n of v e r t i c a l d u c t s s h a l l
n o r m a l l y be such t h a t no t e l e p h o n e o u t l e t p o s i t i o n
s h a l l h a v e more t h a n 30 metres of c a b l e from a v e r -
t i c a l duct.

7.3 V e r t i c a l d u c t s s h o u l d p r e f e r a b l y by t h e f u l l h e i g h t
of a b u i l d i n g from basement, w i t h a d e q u a t e c r o s s
s e c t i o n a l a r e a f o r c a b l e d i s t r i b u t i o n boxes and
o t h e r s e r v i c e s , b u t n o t l e s s t h a n 0.45m wide 0.15m
deep; and t h e y s h a l l b e p r o v i d e d a g a i n s t b u i l d i n g
permanent s t r u c t u r a l p a r t s and n o t p a r t i t i o n s .
7.4 V e r t i c a l c a b l e h o l e s s h a l l be p r o v i d e d t h r o u g h s t r u c -
t u r a l f l o o r s and c l e a r ways s h a l l b e i n c l u d e d i n
v e r t i c a l ducts t o h o r i z o n t a l ducts.
8. HORIZONTAL DUCTS
8.1 Horizontal ducts shall be run for distribution of tele-
communication and other cables from vertical ducts to
required outlets, using one or more of the methods des-
cribed in this Standard.
8.2 Underfloor type ducts are preferred and shall normally
be installed integrally with floor construction, with
due allowances at the design stage for other underfloor
services. Crossings shall be avoided wherever possible
to prevent having excessively thick floor screeds.
8.3 Particular care shall be taken when laying underfloor
duct sections to ensure that they are correctly jointed,
in line, with protected open ends and boxes, and screed-
ing to be laid over as soon as possible.
8.4 Underfloor duct sizes shall be of ample capacity for fu-
ture requirements. For corridors they shall not normal-
ly be less than 20 sq.cms area and outlet ducts not nor-
mally less than 12 sq.cms area. They may be provided
with twin compartments and be made of sheet metal, plas-
tic or steel, Covers and fittings shall be suitable for
the duct design and material.
8.5 Floor troughs may be built in, particularly for wood
block floors on thin screeds, when an adequate number of
access covers shall be provided, matching the floor . .
finish.
8.6 Skirting ducts of an approved type metalltimber or plas-
tic design may be installed to extend an underfloor duct
system, provided the number of building columns, bends
and doorways do not give an unsightly or over-complex
finish.
8.7 Skirting ducts may have partitions to accomodate elec-
tric power wiring, subject to the Safety Requirements of
this Stanpard. Power outlets shall be on short separate
sections of covers to facilitate independent telephone
wiring work at any time.
8.8 Wall ducts of a suitable type may be approved for surface
mounting or letting into walls at a specified height,
when underfloor ducts cannot be used, as in some exist-
ing or temporary buildings.
8.9 Suspended ceilings may also be used to accomodate tele-
phone cables when underfloor or other routes are not
available, Adequate access at key locations through
identifiable ceiling panels shall be provided.
9. CONDUIT ROUTES
9.1 Telephone w i r i n g may be run i n c o n d u i t which s h a l l
normally be n o t less t h a n 25mm d i a m e t e r t o accomodate
a maximum of s i x 4-pair o r e i g h t 2-pair c a b l e s , o r
20mm f o r fewer c a b l e s .
9.2 Conduit r u n s s h a l l normally be s u r f a c e mounted f o r i n -
d u s t r i a l l o c a t i o n s , embedded i n w a l l s f o r o f f i c e a r e a s
and e x t e r n a l l y s u r f a c e mounted f o r temporary/portable
buildings, u n l e s s otherwise specified.

9.3 General c o n d u i t requirements s h a l l be a s d e t a i l e d under


Conduit Systems i n E l e c t r i c a l Engineering Standard
381/0 20.
9.4 For temporary b u i l d i n g s and c a b i n s an indoor t y p e d i s -
t r i b u t i o n box s h a l l be mounted f o r t h e e x t e r n a l t e l e -
phone c a b l e .

9.5 Telephone w i r i n g f o r temporary b u i l d i n g s and c a b i n s


s h a l l normally b e i n e x t e r n a l c o n d u i t w i t h s u b s i d i a r y
d i s t r i b u t i o n boxes where r e q u i r e d and a j u n c t i o n box
l e a d i n g through t h e w a l l t o each t e l e p h o n e o u t l e t . Con-
d u i t may a l t e r n a t i v e l y be run i n t e r n a l l y where approved.

10. OUTLETS
------- & FITTINGS

10.1 Telephone o u t l e t s f o r l a r g e o f f i c e s s h a l l p r e f e r a b l y
be l o c a t e d above u n d e r f l o o r d u c t s and be f l u s h with
t h e f l o o r where p o s s i b l e .

10.2 Wall o u t l e t s f o r t e l e p h o n e s s h a l l p r e f e r a b l y be f l u s h
o r semi-flush t y p e and be p o s i t i o n e d 0.2m above f l o o r
l e v e l , located a t suitable positions, i n particular
below t h e c e n t r e of window bays.

10.3 F i t t i n g s f o r t e l e p h o n e o u t l e t s s h a l l be of approved
t y p e s and s h a l l p r e f e r a b l y be p r e f i x e d a t s e l e c t e d po-

11. DUCT SYSTEM LAYOUTS
11.1 General
11.1.1 Layouts f o r t e l e p h o n e d u c t s i n new b u i l d i n g s
s h a l l be based p r i m a r i l y upon t h e number and
l o c a t i o n of t e l e p h o n e s and o u t l e t s r e q u i r e d
and t h e u s e of an u n d e r f l o o r system.
11.1.2 The p o s i t i o n of v e r t i c a l d u c t s ( r i s e r s ) and
of d i s t r i b u t i o n boxes s h a l l be i n c l u d e d i n t h e
d e s i g n , and c o n s i d e r a t i o n s h a l l be given t o
t h e d e g r e e of f l e x i b i l i t y r e q u i r e d and r e s u l -
t a n t c o s t i n s e l e c t i n g t h e t y p e of l a y o u t .
11.1.3 Each l a y o u t s h a l l have p r o v i s i o n f o r e x t e n s i o n
and c a p a c i t y f o r a d d i t i o n a l f u t u r e a n t i c i p a t e d

p i l l a r s and/or a t t h e c e n t r e of window bays.
Each w a l l o u t l e t s h a l l be connected t o a junc-
t i o n boxes by 25mm c o n d u i t .
