VISION STATEMENT

The City of Alhambra shall be the premier family-oriented and economically prosperous
community in the San Gabriel Valley.

Addressing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures for
addressing the Council. Any person wishing to address the Council during the meeting must complete a Speaker
Request Card and submit it to the City Clerk.

When called upon by the Mayor, please step to the podium and give your name, address and organization or other
party you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes.

All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the
Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a
member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson except
through the Mayor.

Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall become
boisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting.

Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.
The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintaining
order and decorum at the Council meeting.

Persons Authorized to be Within Rail: No person, except City officials, their representatives, and newspaper
reporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

5. PROCLAMATION: CODE ENFORCEMENT OFFICER APPRECIATION WEEK –

Ratify the action of Mayor Maloney in proclaiming the second week of October, 2018 as
Code Enforcement Officer Appreciation Week in Alhambra. Mayor Maloney will
present the proclamation to Director of Community Development Marc Castagnola.

PUBLIC HEARING

6. FIRST AMENDMENT TO THE 2018-2019 ANNUAL ACTION PLAN FOR THE CDBG
PROGRAM - F2M18-38, N2M18-102, M2M18-147

This is the time and place set by Notice No. N2M18-102 for the City Council to hold a
public hearing to consider reprogramming and utilization of CDBG funds in Amendment
No. 1 to the City’s Action Plan. Staff is seeking authorization to reallocate funding for
Capital Improvements. These funds will be used for projects including, but not limited to;
new/replacement street improvements, sidewalk improvements, handicap ramps,

removal of architectural barriers that impede handicap access, public facility
improvements, and related items citywide. The City intends to use up to $600,000 of
unallocated CDBG funding to implement the program. The 30-day review period began
September 5, 2018 and concluded October 5, 2018. No comments from the public were
received.

Recommended Action: After receiving public testimony, the Mayor should close
the public hearing and, at the City Council’s discretion, approve the First Amendment to
the City of Alhambra’s 2018-2019 Annual Action Plan to reallocate CDBG funds.

CONSENT AGENDA (Item Nos. 7 - 18)

All items listed under the Consent Agenda are considered by the City Council to be routine and
will be enacted by one motion unless a citizen or Council member requests otherwise; in which
case, the item will be removed for separate consideration.

7. NIB: ALMANSOR COURT FIRE MONITORING SYSTEM PROJECT – F2M18-60,


N2M18-115

Staff recommends that Almansor Court update the current fire monitoring system.
Specifications and bid documentation have been completed and bids will be due on
November 1, 2018.

Recommended Action: City Council authorize staff to circulate a Notice Inviting


Bids to prospective contractors for the Almansor Court Fire Monitoring System Project;
and, direct staff to undertake the steps necessary to finalize Council’s action.

8. NIB: PURCHASE OF A TRAILER MOUNTED HYDRO-JETTER – F2M18-6B, N2M18-

The portable hydro-jetter is a vital piece of equipment for maintenance and emergency
situations for the Sewer Division. It is used daily by the sewer maintenance crew to clean
and maintain the City’s sewer system and is also used for “Hot Spot” cleaning that is
required to be completed every 90 days to prevent sewage back-ups and/or spillage.
The current hydro-jetter unit has experienced catastrophic failure. Therefore, staff
recommends it be replaced this fiscal year. Specifications have been prepared for this
purchase.
Recommended Action: City Council authorize the circulation of a Notice Inviting
Bids for the purchase of a trailer mounted hydro-jetter with bids due no later than 10:30
a.m. on November 1, 2018; and, direct staff to undertake the steps necessary to finalize
Council’s action.

9. AWARD CONTRACT: PURCHASE OF A ONE-TON SERVICE TRUCK FOR THE


UTILITIES DEPARTMENT – F2M18-6A, N2M18-85, C2M18-53, M2M18-148

On July 23, 2018, the City Council approved distribution of Notice Inviting Bids for the
purchase of a one-ton service truck for the Utilities Department. The two bids received
were opened by the City Clerk on August 30, 2018. The bid received from Advanced
Auto Body & Truck Equipment Company in the amount of $85,300 has been reviewed
by staff and was found to be lowest responsible bid in full compliance and conformance
with the bid specifications.

Recommended Action: City Council award a contract, subject to final language


approval by the City Manager and City Attorney, to Advanced Truck Body & Equipment
Company, the lowest responsive bidder, for the purchase of a one-ton utility service
truck in an amount of $85,300; and, direct staff to undertake the steps necessary to
finalize Council’s action. (M2M18-148)

10. AWARD CONTRACT: PURCHASE OF TWO HALF-TON TRUCKS – F2M18-6A,


N2M18-86, C2M18-54, M2M18-149

On July 23, 2018, the City Council approved distribution of Notice Inviting Bids for the
purchase of two Half Ton Trucks for the Utilities Department. No bids were received by
the bid submittal deadline date of September 13, 2018. After the bid submittal deadline,
staff solicited quotes from Colley Ford and National Fleet group. Staff reviewed both
quotes and found that National Fleet Group was the lowest bid and met all of the
specifications.

Recommended Action: City Council award a contract, subject to final language


approval by the City Manager and City Attorney, to National Fleet Group for the
purchase of two half-ton trucks in an amount of $59,996.62; and, direct staff to
undertake the steps necessary to finalize Council’s action. (M2M18-149)

11. APPROVAL OF A UTILITY EASEMENT FOR THE PROPERTY LOCATED AT 2400


SOUTH FREMONT AVENUE – F2M18-8, D2M18-2014, M2M18-150

Staff requests that the City Council accept a utility easement for the property located at
2400 South Fremont Avenue. As part of development of 2400 South Fremont, utilities
were placed on the property. A utility easement and right-of-way is required for
maintenance purposes. The drawing and legal description have been completed and
were approved by the City Engineer.

Recommended Action: City Council adopt Minute Order No. M2M18-150 as


follows:
RESOLVED by the Alhambra City Council as follows: This Council hereby
accepts that certain Easement (Deed No. D2M18-2014) from Western
Pacific Housing, Inc. granting to the City of Alhambra an easement and right-
of-way to construct, reconstruct, alter, replace, use, operate, inspect,
maintain, repair and remove sewer and water pipeline and appurtenances,
with all connections thereto, together with the rights of ingress and egress,
across, along, over, under, through and within that certain real property in the
City of Alhambra, County of Los Angeles, State of California, more
particularly described as follows:

That certain parcel of land situated in the City of Alhambra,
County of Los Angeles, State of California, being portions of
Lot A and Lot E per Tract 72226 filed in Book 1390, Pages 16
through 21, inclusive, of Maps in the Office of the County
Recorder of said County and more particularly described in
the Director of Utilities’ report dated October 8, 2018;

and, direct staff to undertake the steps necessary to finalize Council’s action.

12. AUTHORIZE RFP: MOBILE AUDIO AND VIDEO (MAV) SYSTEM – F2M9-81,
RFP2M18-19

Staff requests that the City Council authorize staff to circulate a Request for Proposals
for the purchase of a new mobile audio video system for the Police Department. Patrol
vehicle mobile and audio video (MAV) systems are a necessary component of modern
police work. The APD utilizes the MAV system to assist with contacts, complaints,
prisoner transport, courtroom testimony, and internal investigations.

Recommended Action: City Council authorize staff to solicit proposals for the
purchase of a new mobile audio video system for the Police Department’s fleet of
emergency patrol vehicles and motorcycles; and, direct staff to undertake the steps
necessary to finalize Council’s action.

13. NOTICE OF COMPLETION: 2017 HUD STREET AND ALLEY REHABILITATION


PROJECT – F2M17-48, C2M17-68, M2M18-151

On December 11, 2017, the City Council awarded a contract to All American Asphalt in
the amount of $1,537,770 for the 2017 HUD Street and Alley Rehabilitation Project.
The bid submitted by All American Asphalt for this project came in under budget;
therefore, a change order was issued on February 12, 2018 in the amount of
$703,218.60 for additional work to be added to the contract. Additionally, due to the
change in scope of the project, additional work was necessary to complete construction
(adjust additional utilities, additional striping, soil remediation in alleys, additional traffic
control, etc.) and a second change order in the amount of $30,438.05 was required. This
project has been inspected by staff and all work has been completed in accordance with
the City requirements and specifications. As such, it would be appropriate for the City
Council to accept this project as complete and instruct that the Notice of Completion be
filed with the County of Los Angeles Recorder’s Office.

Recommended Action: City Council accept the work of All American Asphalt for
the 2017 HUD Street and Alley Rehabilitation Project in the amount of $2,271,426.65 as
complete; direct the City Clerk to file a Notice of Completion with the County of Los
Angeles for recordation; instruct the Finance Director to release the five percent
retention 35 days from the date of recordation if no liens are filed; and, direct staff to
undertake the steps necessary to finalize Council’s action. (M2M18-151)

14. CREATION OF NEW JOB CLASSIFICATIONS, APPROVAL OF CLASS
SPECIFICATIONS, ADOPTION OF A RESOLUTION UPDATING THE CITY SALARY
SCHEDULE AND APPROVAL OF A SIDE LETTER RELATED TO CERTAIN
POSITONS IN THE ALHAMBRA CITY EMPLOYEES ASSOCIATION – F2M18-2,
R2M18-34, M2M18-152

Alhambra Municipal Code Section 2.48.070 (B) provides that before a class specification
becomes effective, it shall first be approved by the City Council. Class specifications for
Environmental Compliance Assistant - NPDES and Environmental Compliance Assistant
- Water Quality have been created to replace two currently budgeted existing job
classifications that did not fully describe the duties and requirements for these positions.
Creating these new job classifications will assist the City in recruiting and hiring
candidates who possess the knowledge and skills required to fulfill the needs of the
Department. Additionally, the job description for Program Coordinator has been updated
to more clearly describe duties and responsibilities as well as the physical demands and
work environment associated with this classification.

Recommended Action: City Council take the following actions: 1) approve the
creation of new classifications for the positions of Environmental Compliance Assistant -
NPDES, Environmental Compliance Assistant - Water Quality; 2) adopt the class
specifications for the aforementioned positions as well as for the position of Program
Coordinator as outlined and described in the Interim Director of Human Resources’
October 8, 2018 report on file in the office of the City Clerk; 3) adopt Resolution No.
R2M18-34 entitled: A Resolution of the Alhambra City Council approving an amendment
to the City of Alhambra Salary Schedule and pay rates; 4) approve that certain Side
Letter Agreement to Memorandum of Understanding between the City of Alhambra and
the Alhambra City Employees Association July 1, 2017 to June 30, 2019, a copy of
which Side Letter is on file in the office of the City Clerk as Contract Nos. C87-16A and
by this reference incorporated herein and made a part hereof as though fully set forth
herein; 5) direct the Director of Finance to transfer funding from the current positions of
Administrative Analyst and Environmental Compliance Manager to the positions of
Environmental Compliance Assistant - NPDES and Environmental Compliance Assistant
- Water Quality; and, 6) direct staff to undertake the steps necessary to finalize Council’s

15. AWARD CONTRACT: MOBILE AND PORTABLE RADIO REPLACEMENT


PURCHASE – F2M18-6B, C2M18-55, M2M18-153

Staff requests that the City Council award a contract to Motorola Solutions, Inc. of Los
Angeles for the purchase delivery and implementation of mobile and portable handheld
Fire Department radios and accessories. The Fire Department relies on a Motorola
based radio dispatch, radio signal and portable/mobile radio infrastructure for day-to-day
and emergency response radio communications. Motorola is the market leader in radio
communication systems and products for local, state and federal public safety agencies.

Recommended Action: City Council award a contract, subject to final language


approval by the City Manager and City Attorney, to Motorola Solutions Inc. for Los
Angeles, CA for the purchase, delivery and implementation of mobile and portable
handheld Fire Department radios and accessories in an amount not to exceed

$686,628.36; authorize the City Manager to execute a lease-purchase agreement and
related financing documents with Motorola Solutions, Inc. of Los Angeles; and, direct
staff to undertake the steps necessary to finalize Council’s action. (M2M18-153)

16. MINUTES

Recommended Action: City Council review and approve as submitted the Minutes
of the September 10, 2018 regular meeting of the Alhambra City Council.

17. PERSONNEL ACTIONS – F2M18-2

Recommended Action: City Council ratify the actions of the City Manager set forth
in that certain Personnel Actions document dated October 8, 2018, showing the various
appointments, classifications, salary changes, etc., since the last City Council meeting.

Recommended Action: City Council approve as submitted Final Check List


(195544 thru 195677) in the amount of $893,386.08 for the period ending August 31,
2018; Final Check List (195531 thru 195543) in the amount of $1,178,015.91 for the
period ending August 30, 2018 and Schedule of Wire Transfers in the amount of
$1,944,443.75 for the week ending August 24, 2018; Final Check List (195344 thru
195530) in the amount of $1,330,797.45 for the period ending August 24, 2018 and
Schedules of Wire Transfers in the amounts of $2,061,224.57, $1,785,025.11 and
$469,759.95 for the weeks ending August 17, 2018, August 17, 2018 and August 10,
