Update from Your Chief Steward October 2018

TABLE OF CONTENTS
I know the hot topic being discussed amongst the Membership is the
recently ratified contract. As most of you know, the Collective Update from the Council Page 1
Bargaining Agreement for FY 2018 to FY 2020 was ratified on
October 3, 2018. I have received a number of questions about when Dealing with NOIs Page 2
the contract will go into effect, when the increase will be seen in our
checks, and when will the back pay be issued. Unfortunately, the only
answer I can provide is that the contract will not take effect until it is
voted on and approved by the City Council and the Mayor. Once the
mayor approves the contract, our pay checks should be adjusted
within two to three pay periods.

I have received information from Chairman Bigelow that the Union


has won the Prior Law Enforcement Group Grievance for prior DC
Government service, however, the Union did not prevail in Prior
Government Service Grievance for Federal Service (FIRs). MPD has
not appealed the decision regarding the Prior Law Enforcement
Service Group Grievance at this time.

Members from various CID Units have received emails from CID
officials outlining overtime restrictions when investigating cases. I
strongly recommend when a member believes he/she needs to work
overtime when investigating a case that he/she sends an email to the
appropriate official, with a brief outline of what steps need to be

I have filed two contractual grievances already
concerning members being forced to pay NOIs
attached to MPD cruisers. Both grievances are
awaiting an arbitration hearing. Hopefully the hearing
will be soon and the arbitrator will rule in our favor.
Please do not appeal the ticket on MPD’s behalf
without first speaking with a Shop Steward. As MPD
has made claims that once the member presented an
7DDU Detectives interview officers on an active crime scene
appeal they have taken ownership of the NOI.
I realize this is very frustrating and it is demoralizing

Unfortunately MPD vehicles are not exempt from


Photo Radar NOIs like DCFD is. It is becoming more
and more common that members are receiving NOIs
and are being told to pay them to avoid serious
discipline.

It is my position as the CID Chief Steward that my


MPD Detectives examine a body found in a car circa 1970’s
