 FUNCTION SWITCH OF AGRICULTURAL IN BANDUNG

Indonesian state is known as an agricultural country, which most of the population

works in the agricultural sector. Indonesia is also the most populous countries in the world
with a growing population is increasing from year to year. Increasing the number of
Indonesian population has led to increased demand for space of the building. Therefore, the
switch function of agricultural land into development land cannot be avoided anymore. This
is also reflected in Bandung and the surrounding region.
Land conversion is caused by several factors including the dynamics of urban growth
that fast which causes land conversion into residential areas, the younger generation of today
who choose to work in the field of industrial and office result in a lack of manpower in
agriculture, and weak government sanction in monitoring land conversion. Agricultural land
that used to function as a provider of basic foodstuffs society, now has switched its function
as a development land. The number of land use is causing shortages of basic foodstuffs which
may lead to increased prices of basic foodstuffs, especially rice in the region of Bandung.
This causes the scarcity make government need to import rice from other countries which
will certainly have an impact on Indonesia's trade balance. A sad reality considering
Indonesia, especially in Java much land is very fertile for agriculture which if managed
properly can meet the basic food needs of the country and also the welfare of farmers in the
country. Switching functions such land cannot be denied because of weak government
oversight of the owners of capital in the granting of construction permits for investors and
entrepreneurs.
This land conversion would have a negative impact on farmers and society of
Bandung. Farmers in Bandung can no longer depend on agriculture because of the decline in
income earned that forced the farmers to sell their rice fields to investors or entrepreneurs’
owners of capital. That caused a chain break livelihood that will increase the number of
unemployed, as well as the scarcity of basic foodstuffs will cause people Bandung difficult to
buy an expensive price that would increase the number of poor families in the region of
Bandung. Conversion of agricultural land is a consequence of increased activity and
population and development. Government policies are largely in favor of the agricultural
sector. This is evidenced by the increasing number of conversion of agricultural land into
non-agricultural land or development land whereas the agricultural sector is an important
sector in the national economy and the survival of the society. If the conversion of
agricultural land to be continue in the absence of the parties concerned in the protection and
rescue in fear farmland will decrease.
