To Mary Hamlin, Hartford

This is Brook Hamlin, your brother. I am sure that you
will rejoice to hear from me after I have gone for the last two
months and you will probably know that the government is
tracking me down from the news that spread to other country
and all the wanted poster all around the state. I know it will be
hard for you to hear this, but you are the only one that I can
think of at this time. Now, take a deep breath and I will tell
you what happens after all this time.
Things are getting complicated around me so if you are
reading this, it means I am already dead. I hope you remember
I was talking to you on the phone before the state meeting last
time. It was an ordinary day that I was about to attend the
meeting with the government council except I was late due to
some traffic issues. When I arrived and walked inside, the
hallway was quiet and empty, it was such a deserted feeling
for me. While I was walking to the meeting room, I saw three
ministers were talking in one corner and they were talking
about something and if I am not wrong, I believe that it is the
secret that the government kept from us, the citizens.
Everything will be just fine if they did not turn to my direction
and unluckily, they saw me. That moment I realised, you are
right. I should have not moved here. I think it is the time I
should tell you everything about Erangel.
To be specific, this state is located near the Black Sea on the
abandoned military island, which has approximately 640
square kilometres. There are about 500,005 citizens in the
state based on 2017 census and the average age of the
population is around 33.5 years old. The state has the absolute
power to control over their own territory, laws, and their
affairs, which means, there are no other nations that have a
power over the state and it also has a power to control over the
100 meters range from the land to the sea. The state received
the recognition from the international community as a member
of United Nations.
But let’s move on to something more interesting about
this state. We have 2 main traditions that we enjoy celebrating
and participate in. One of them is the food giving day. On this
day in November, people in each family will cook their special
house recipe and give that food to their neighbour to try them,
sounds fun isn’t it? Another one might not as intrigued as you
think but for us, we give the priority to this a lot because we
don’t really have a chance to do what we want that much so
this day is the day we could be ourselves the most. Since
1950, on every second week of September, the government
allows people to do whatever they want if those actions do not
harm others, yet they have to wear the traditional dress so that
they could participate in this events and this become a
tradition over 68 years.
 I enjoy looking at all those colour changing trees
outside my window. They are so fascinated and I sincerely
hope that I could be here longer. Besides nature, these
beautiful towns make me feel delightful to live here too. I
think that this state has the best public utilities because the
government provide for us and all we need to do are paying
tax. Even though the amount of taxes are high, we get full
services from the government. For example, transportation,
electricity, gas, and etc. I would say that this state is one of the
best economics comparing to other states. The government
have complete power to command the state’s economy which
means individuals will not be associated in the economic field
and there will be no free market. We will have to pay tax to
the government in order to get the full services and welfare
from the government. People in this state will have no gap
between social classes so we will have the equal resources
which I think it is a good thing. The citizens are expected to be
educated, by paying taxes, they could go to school for free. As
a result, this state is very well organised and the societies are
also peaceful because people in the government know what
they are doing, as they have a smart way to administer the
state. Well, you know, some citizens might curious when
sometimes the government did the complex things and that is
so hard to understand, even for me, but the overall appeared to
be great.
 You might think that why this such fun and beautiful
state can cause me to escape from it, the answer is so simple.
The central government in this state has all the power to
control and manage many things. Moreover, the state’s type of
government is kind of different from other systems because
the small group of people who have a high education will be a
part of the government or you can simply call it as an
intellectual class rule. The citizens in the state will have to
obey the order from the government and they have no power
to argue or give the opinion unless they have the IQ score at
least of 143, which I am one of them. It is a good thing that I
shall have the right to vote for the administrator to work in the
government. But as you know, this system limits the
separation of power because it is just the group of government
that has a sovereignty. People have less freedom to do things,
as they cannot question the government or own the business.
Talking about separation of power, the government is
divided into many different sectors and it separates power to
deal with various types of ministry. The state also tends to
have little separating powers to citizens by letting some of the
citizens to participate in the government activities as I told
you, yet that is not enough because it will only count 1/5 of the
whole election, which means the government holds 4/5 of the
power to elect the candidate. The opposition can try to rebel
against the current government. It also leads to the argument in
the different ideas of decisions making. This way, the citizens
will not gain any benefit due to the unlimited power of the
government.
 I know you have learnt some history and I bet you are
familiar with their ideas. As the government wants people to
live peacefully together and have no conflict, their ideas in
political are used to inspire the way of government because
they believe that human is nevertheless a selfish creature who
can find their way to not get caught. Therefore, the
government is the place that will punish the one who commits
the crime by sending them to the prison. In the meantime, the
government also believes that they could improve their moral.
The government focuses more on educated people who did the
wrong things to learn more about morals in the prison.
From all the information about the government that I
have told you, you can now guess that this government is
authoritarianism. The government has no limitation of power
because it holds all the power to itself. It has the power to
decide whether something is right or wrong and it also
regulates every aspect of the public and private department.
The citizens cannot choose freely so this made the state lack
mobilising ideas from people. The advantage of this can be the
faster in the lawmaking process, transportation, and other
development projects because there will be less opinion to
object the ideas.
 Now, this is the secret that I just want you to know that
it is all about corruption. One of the biggest disadvantages of
the government is that it could lead to a corruption in its own
government. Those three administrators were talking about
raising the tax amount because our state is in a trouble. The
government used all the taxes that the citizens paid and do the
chemical experiments to develop the biological weapons and
they will sell them to the great power countries. However, this
project failed. This means that the government does not use
the money for improving the state but uses those budget for
the experiments. This is why I think that our state’s GDP is not
growing and lately, the kids do not go to school every day
because the protest from the teachers that their salaries are
lesser than they used to get.
I have to do something to fix this, but how? The
government’s power is so powerful and I know that I will soon
be gone from this world. I ran away from the meeting because
I know that my mistake is not going to be solved by sending
me to the prison, as the government will not let me go and tell
other people about it. This secret will still be a secret and
nobody is going to know it. I am so concerned about what will
happen to this state in the future. But I believe that they will
find the better way to solve this for good and benefit both
ways, the citizens and government.
 I know they are coming for me and I don’t have

you will do well. I might have to say this again but this is
probably the last time. Don’t forget to take care of yourself
