Mumbai: A Sessions court
has granted bail to a 24-year-
old man accused of raping
his senior female colleague
since 2016, observing that
there was no reason for the
educated woman to wait for
two years to level the charges.
The court said that the
man cannot be held behind
bars on the grounds that he
would harm the complaint,
particularly when the wom-
an hasn’t explained why she
approached the police so late.
While the woman is married,
the man is younger to her by
four years.
According to court papers,
the complainant, a mechani-
cal engineer, and the man
were colleagues in a Bhan-
dup-based consultancy firm.
“From the contents of the
first information report [FIR],
it is revealed that it was a case
of love affair,” observed the
court as it granted the bail.
Citing documents before it,
the court took note of the fact
that the man had forced the
woman to abort pregnancy in
February this year. “But even
then, she kept mum and did
not report the incident which
clearly shows that it was a
mutual relationship and thus
he cannot be kept in jail,”

Akbar stays put,

New Delhi: Union minister
MJ Akbar termed allegations
of sexual harassment against
him “false, fabricated and
deeply distressing” and said
he was taking appropriate le-
gal action against his women
accusers. He hinted at a po-
litical conspiracy behind the
charges.
“The allegations of mis-
conduct made against me are
false and fabricated, spiced
up by innuendo and malice. I
could not reply earlier as I
was on an official tour
abroad,” Akbar, the Minister
of State for External Affairs,
said on Sunday hours after
returning from Africa.
Calling the accusations
without evidence “viral fe-
ver” among some sections,
Akbar said he will initiate
legal action against those
who have levelled allegations
of sexual harassment and
misconduct against him.
“Whatever be the case,
now that I have returned, my
lawyers will look into these
wild and baseless allegations
in order to decide our future
course of legal action.”

New Delhi: After over a
week of air quality swinging
between ‘poor’ and ‘very
poor’ on the measuring in-
dex, emergency response
measures will be pressed into
action today. These will in-
clude stopping use of diesel-
generator sets and the shut
down of Badarpur coal pow-
er plant — as mandated
under the Centre’s Graded
Response Action Plan
(GRAP) of 2017.
The notification states
that as the Capital’s air qual-
ity deteriorates during win-
ter between October 15 and
February 15, the GRAP meas-
ures have to be implemented
in correspondence with the
severity of pollution.

New Delhi: In a bid to “fa-
cilitate” honest and consist-
ent taxpayers, the govern-
ment is working on an ambi-
tious policy proposal that
will help them in availing a
variety of public services
and tax-related works on
priority, officials said on

They said that a committee
under the Central Board of
Direct Taxes — the policy-
making body for the Income
Tax Department (ITD) — is
working to chalk out the
broad parameters for extend-
ing such “courtesies” and
benefits to taxpayers who pay

The proposal will first be
vetted by the Finance Minis-
try and sent for final approv-
al to the Prime Ministers Of-
fice (PMO) before it is cleared
by the Union Cabinet.
As part of the larger plan,
they said, it is proposed that
honest taxpayers are empow-
ered to get “priority service”
while using public services at
airports, railways stations
and at tolls on highways.

New Delhi: Ahead of the elec-
tions season, the government
is exploring issuing an advi-
sory to social media firms,
especially WhatsApp and Fa-
cebook, to curb fake news.
There have been many
lynching incidents after viral
fake news messages/ru-
mours spread, mainly
through WhatsApp, which
has become an issue of con-
cern for the government.
“There is a line of thought
which mandates issue of an
advisory. But, we can also
make this a part of guide-
lines for social media firms,
which is already in the mak-
ing,” a senior official from
Ministry of Electronics and
IT told DNA Money.
Such fake news also forms
an opinion among people,
keeping in mind the elections
season — five state assembly
polls this year and the gen-
eral elections next year, the
official said. The advisory
may list out various dos and
don’ts for social media firms
to follow 48 hours before vot-
ing, which also marks the end
of election campaign, in the
respective states. “Voters
should not be influenced in
the critical time before vot-
ing,” another official said.

Khanna, as the voice of sage
Valmiki, the theatrical show

to the scenes and a 3-D effect to

Municipal Corporation issuing
notices to 48 households about
dangerous buildings, the number
of buildings identified as danger-
ous in North Delhi has reached to
229. However, the move came a
little late as seven lives were al-
ready lost after a building col-
lapsed in Ashok Vihar.
Before the monsoon, the
North MCD had found the build-
ing to be perfectly fine, but on
September 26 the building col-
lapsed and claimed seven lives.
Facing backlash over the verac-
ity of its earlier survey, the cor-
poration had ordered the ‘re-
survey’ and the fact that the
building was not declared dan-
gerous even after an inspection
is being probed by the vigilance
department.
The re-survey indicated that
another 48 buildings are a risk
to human life in northern Delhi,
raising a question on the kind
of vicinity residents have been
living in. Most people fear that
the apartment which they have
rented and where their families
live might be dangerous too.
“I have been living in Seelam-
pur area for over seven years
but after the incident of Ashok
Vihar we now fear that the
building we are living in, might
collapse one day,” said Pratyush

New Delhi: The Centre will
develop “model shelters” for
urban homeless in states,
which will provide several
facilities like RO water, play-
ground and television to oc-
cupants, an official said.
According to the Housing
and Urban Affairs Ministry, at
least two model shelters will
be developed in each state, in-
cluding in its capital, under
the Deendayal Antyodaya Yo-
jana - National Urban Liveli-
hoods Mission (DAY-NULM).
An official of the ministry
said model shelters will be
permanent with all basic
amenities for urban home-
less. He added that financial
assistance will be provided to
states and Union Territories
(UTs) for the same under the
mission.
The ministry said current-
ly there are 1,001 shelters op-
erational under the DAY-
NULM in he states and UTs.
“Two model shelters will
be developed in each states
and UTs, including the state
capital and a city having one
million plus population. “In-
structions have been issued
to states and UTs in this re-
gard,” the official said.
So far, six states have been

ment ministry has finalised
the eco-sensitive zone (ESZ)
or buffer protection areas
around the Gangotri Nation-
al Park, home of the holy
Gaumukh glacier and the
origin of River Ganga. The
finalisation of the draft ESZ
notification, without many
changes, will help in the con-
struction of the Chardham
all-weather road project,
which aims to improve con-
nectivity between the holy
Hindu shrines -- Gangotri,
Yamunotri, Kedarnath and
Badrinath.
The ESZ notification had
stated that new roads and
expansion of old ones would
be permitted in the park’s
ESZ beyond 1 km of the park
or ESZ boundary, whichever
is nearer, after due approvals
from state and central agen-
cies to meet the demands of
locals.

hat do we have to truly fear
about President Donald
Trump? Early October he
pulled off the successful re-ne-
gotiation of the North Ameri-
ca Free Trade area. Pundits
thought, with Canada refusing to bend,
it could not happen. Maybe the deal
now leans more in America’s direction,
but Trump has also given something
away: The right of Mexico and Canada
to sell their trucks and cars more easily
in the US. He said he’s a great “deal-
maker”, and so this time he is.
His trade tussle with China, which
looks to be a stand-off at the moment,
has not yet led to a breakdown in rela-
tions. Trump has been more than care-
ful to keep direct channels open to Pres-
ident Xi Jinping, even if in early Octo-
ber he became more openly critical and
personal. He has treated Xi much better
than he treated Prime Minister Justin
Trudeau of Canada.
Nevertheless, the fact is the Chinese

that Trump is a man with an ugly per-
sonality, as ugly in its way as Kim.
Sometimes one can imagine, if he
wasn’t constrained by law, he would ex-
ecute some of his enemies as Kim has
done.
His staff find he’s impossible to deal

After reading Bob Woodward’s new
one realises that Woodward gives little
space to Trump’s achievements, and his
interviews and re-creations of real-life
scenes are nearly all orientated in a
critical direction.
Woodward has painted a picture of a
sordid man, full of quite disgusting pro-
fanities and untruths that he aims at
his staff and many of those who do
business with him with hourly regular-
ity. (If the women in his “base” could
hear these, many would be shocked).
It’s a fine book, researched in the
most intimate and thorough way. One
doesn’t doubt its veracity. Quite a bit of
it we have read in the newspapers al-
ready over the last two years, but even
then Woodward gets deeper inside the
man, the policy-making, and how it’s
implemented. He’s the best fly on the
wall anyone could ask for.
There are, too, whole chapters where
Woodward writes about startling things
we’ve not known about. Again and
again, in order to keep the US on a sen-
sible course in its policies for trade, for-
staff have to secretly remove from his
desk papers waiting to be signed. This
choleric man is so seized up by the next
crisis or what appears as an affront that
he forgets he asked for them.
Time and time again, his staff are
courageous, offering the president clev-
er analysis, despite his constant put
downs. He tells them it’s bullshit and
that he’s held his views on this or that
for over 30 years and he’s not going to
change. Amazingly, they argue back,
and he lets them — up to a point. In his
way, he accepts a lot of talk-back and
even verbal insubordination, but then
gives the staffer hell.
There is insubordination behind his
back, too. On one occasion, when dis-
cussing President Bashar al-Assad of
Syria, Trump said to General James
Mattis, the Defence Secretary, “Let’s go
in, let’s fucking kill him.” “Yes”, Mattis
said, “I will get right on it.” He hung up
the phone. “We’re not going to do any of
that,” he told a senior aide.
When the North Korea crisis first

Ironically, as with North Korea lat-

hangs in the air. Who really wants such
a volatile, unhinged and amoral man to
have his finger on the nuclear button?

„„ What brings you to In-
dia?
I visited often as a foreign min-
ister and as a close friend of
India. My father Maumoon Ab-
dul Gayoom, the former presi-
dent of Maldives, was the one
who was the architect of mod-
ern democracy in the Mal-
dives. He was instrumental in
building a warm friendship
with India. I came here repre-
senting my father in informal
meetings. I had a number of
meetings and in particular was
pleased to be able to call on Ex-
ternal Affairs Minister Sush-
ma Swaraj. I have worked with
her on many issues. I believe,
with the new government com-
ing in the Maldives, it is time
to look to rebuild the trust that
was there between our coun-
tries. My hope is that the pres-
ident-elect does that when he
takes office. I hope issues be-
tween us get resolved.

avert disaster, global finance
chiefs have said.
The world economy is still
growing but faces an “unprec-
edented” combination of
threats, the International Mon-
etary Fund cautioned at an an-
nual meeting with the World
Bank in Bali this week.
Among them is growing
protectionism championed by
the Trump administration and
the intensifying trade-and-
currency battle between Wash-
ington and Beijing, which have
imposed tit-for-tat tariffs on
billions of dollars worth of
goods.
Opening the Bali talks, In-
donesian President Joko Wido-
do compared the dispute be-
tween the world’s two biggest
economies to the hit television
series “Game of Thrones”.
“Great houses, great fami-
lies, battle each other fiercely
to seize control over the Iron
Throne,” he said. But “con-
frontation and collision im-
pose a tragic price not only on
those who are defeated but also
on the winners”.
And IMF chief Christine
Lagarde warned of a “degree
of uncertainty that we have
not seen before” in interna-
tional trade.
Disaster can still be averted,
officials said at the Bali meet,
with reassuring talk from the
global financial elite that
growth remains strong -- the
IMF projects 3.7 per cent for
this year and the next -- and
could yet withstand the risks
gathering on the horizon.
And despite tensions, US
and Chinese officials in Bali
also sounded conciliatory

„„ What are the develop-
ments in your country?
The whole world has been
watching the events in my
country very carefully. While
the leadership of Abdulla Ya-
meen brought some develop-
ment, a lot of people lived in
fear and in an environment of
political persecution. Using
the court, he was able to lock
up and convict many innocent
people, including my father, for
whom, given his age and
health, it was a difficult time.
My mother, my brother,
my brother-in-law were
imprisoned. And many
other political figures
too. It was sad to see this
kind of situation in our
country. We were re-
lieved that the Maldivian peo-
ple’s decision was not to con-
done such kind of behaviour
and hold their leaders account-
able. I believe that this decision
and the will of the people
needs to be fully implemented.
Unfortunately, Yameen is a
sore and very bad loser. He is
refusing to accept it. He has
gone to the court. I am confi-
dent that justice will be done.
„„ What is your take on the
#MeToo movement? What
work have you done on the
issue?
It’s a very important, global
movement. I am glad to see
victims finding the courage
to speak up against the dis-
crimination. It is important
we join this movement. In my
own country, I have worked
on anti-domestic violence
legislations. A lot more work
is needed. I hope Maldives
will be a part of this global
movement. I wish the move-
ment every success.

dren living in India may have
a significant impact in lower-

the risk of other diseases, a
study has found. Researchers
from Macquarie University
in Australia conducted the
first ever meta-analysis of
Indian blood lead levels.
They found the burden of
disease to be significantly
larger than previously calcu-
lated, with negative out-
comes on intellectual disabil-
ity measures in children.
The research calculated
the pooled mean blood lead
level from data published be-
tween 2010 to 2018 to estimate
the attributable disease bur-
den in IQ decrement and Dis-
ability Adjusted Life Years
(DALYs). The DALY is a
measure of overall disease
burden, expressed as the
number of years lost due to
ill health, disability, and ear-
ly death. Previous studies
have estimated 4.6 million
lead-attributed DALYs and
1,65,000 deaths.
Chronic low lead exposure
has also been associated with
cognitive impairment, heart
issues, and premature mor-

a sharp rise in teen vaping,

ministration on Friday sent
letters to 21 electronic ciga-
rette manufacturers seeking
information to assess wheth-
er the products are being
marketed illegally.
An FDA rule banned the
sale of new e-cigarette prod-
ucts after August 2016 with-
out regulatory approval. In
September, Reuters reported
that startups and big tobacco
firms launched more than a
dozen new high-nicotine e-
cigarette products mimick-
ing the popular Juul devices
after the FDA imposed the
deadline.
The agency on Friday sent
letters to companies includ-
ing Reynolds American Inc, a
unit of British American To-
bacco Plc, which makes the
Vuse Alto device, asking for
evidence that the products
were on the market before the
August 2016 cut-off.

and Pastho to facilitate better
communication in frontier
areas, in order to boost their
intelligence capabilities.
The decision to enhance
soldiers’ linguistic skills is
born of growing require-
ments for better communica-
tion and intelligence gather-
ing for counterinsurgency
operations in Kashmir and
the North East.
