PROCEEDINGS OF THE COUNTY BOARD OF EQUALIZATION

June 11, 2018

The County Board of Jackson County, Minnesota met as the County Board of Equalization, in the Jackson County
Courthouse Board Room, 405 Fourth Street, City of Jackson, Minnesota, on June 11, 2018. The following members were
present: Kim Hummel, Don Wachal, Catherine Hohenstein, Jim Eigenberg, Scott McClure, Commissioners, and County
Auditor/Treasurer, Kevin Nordquist.

Staff Present: Jason McCaslin, Jackson County Assessor; Heidi Moss, Jackson County Deputy Assessor; Robert Stewart
and Chad Benda, Jackson County Appraisers; and Steve Duncan, County Coordinator.

Chair Wachal called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance.

Motion was made by Commissioner Hummel and seconded by Commissioner Hohenstein to adopt the agenda. The
motion carried unanimously.

The Board of Equalization was sworn in by Assessor McCaslin.

Assessor McCaslin gave an overview of the 2018 Assessment.

Parcel R03.004.2500 (Parcel ID, per agenda, had a scrivener’s error), Kjell & Joel Turner, owners. Assessor
recommended changing the house grade from 4.5 to 3.5, thus reducing the property’s value from $151,100 to $148,300.
Motion was made by Commissioner McClure and seconded by Commissioner Wachal to adopt Board Action 18-156
accepting the County Assessor’s recommendation, as presented. The motion carried unanimously.

Parcel R08.112.0700, Jon Thaemlitz, owner. Assessor recommended changing the house grade from 6.0 to 5.0, adjusted
the depreciation from 31% to 48%, added additional physical depreciation (foundation wall) of 20% and removed the
value from a deck and patio. These actions reduce the property’s value from $173,900 to $116,000. Motion was made by
Commissioner Hohenstein and seconded by Commissioner Hummel to adopt Board Action 18-157 accepting the
County Assessor’s recommendation, as presented. The motion carried unanimously.

Acted on under unscheduled issues, Parcel R16.008.0500, Michael & Ronda Sammons, owners. Assessor recommended
changing, due to a clerical error where the contributory value of camp sites was maintained in both the land and extra
feature values, the valuation maintained in the land value to the valuation maintained in “Extra Features” , thus reducing
the property’s value from $233,000 to $200,000. Motion was made by Commissioner Hummel and seconded by
Commissioner Eigenberg to adopt Board Action 18-158 accepting the County Assessor’s recommendation, as presented.
The motion carried unanimously.

As there were no members of the public in attendance with unscheduled appeals or questions , Motion was made by
Commissioner Hohenstein and seconded by Commissioner Eigenberg to adjourn at 7:24 p.m. The motion carried
unanimously.
