AN ACT Amending By-law Sec. 540.

BE IT ENACTED BY THE ASWSUV SENATE:

Sec. 1. The By-laws currently read:

540.00 SUPPLEMENTAL BUDGET PROCESS
540.01 The President shall have the authority to allocate the supplemental budget up to ten
percent (10%) of the total final budget of the total final budget of the previous year.
A. All supplemental funds not allocated by the President within the initial ten percent
(10%) of the previous final budget shall automatically go into a student building fund.
540.02 Any funds over ten percent (10%) of the total final budget of the previous year will be
allocated at the discretion of the ASWSUV Budget Committee.
A. The Budget Committee shall only allocate up to an additional five percent (5%) of
the total final budget of the previous year in supplemental funds.
B. All supplemental budget allocations proposals shall be submitted to the Chair of the
Budget Committee by the first (1st) Senate meeting of the start of the Fall Semester.
C. Supplemental budget recommendations shall be made to the Senate by the Budget
Committee by the second (2nd) Senate meeting of the Fall Semester.
D. When allocating additional supplemental funds the Budget Committee shall consider:
1. Growth of previous budgets
2. A detailed itemized proposal
540.03 All supplemental funds in excess of fifteen percent (15%) of the total of the previous year
shall automatically go into a student building fund.
540.04 All supplemental funds not allocated by the Budget Committee by the second (2nd) Senate
meeting of the Fall Semester shall automatically go into a student building fund.

Sec. 2. The By-laws shall be amended to read:

STATEMENT OF FACT:
This change is to make the supplemental budget process run more realistically. Prior to
this change, there have been permanent dates for the supplemental budget process. However, due
to its unpredictable time when supplemental funds are disclosed, the existing By-law Sec. 540
will prevent ASWSUV leaders from allocating the supplemental funds. With the change, the new
Sec. 540 will allow ASWSUV leaders to discuss and allocate the supplemental funds within the
new and realistic time frame.
