Introduction
The Migrant and Bilingual Education office oversees the state and federal programs that
help migrant students and youth in our state meet high academic challenges by
overcoming obstacles created by frequent moves, educational disruption, cultural and
language differences, and health-related problems.

The Washington State Migrant Education Program provides services to migrant children
and their families. The program is federally funded as part of the Elementary and
Secondary Education Act, Title I, Part C.
The Transitional Bilingual Instructional
Program (state) and Title III (federal) TBIP and Title III provide funds to local education
agencies to ensure equal educational opportunities for students whose primary
language is other than English.

The new Proficiency Level Descriptors and English Language Proficiency Standards are
designed to be used by classroom teachers and ELL specialists alike. The new ELP
Standards provide correspondences to Mathematics, Science, and ELA Practices as
well as explicit correspondences to the Common Core ELA and Literacy Standards.
