WAT 1 (25%) - Problem/Solution Text

Due: Friday Week 3 (in-class or online)

Write an argumentative text in which you discuss a problem within your field that is currently
taking place in a local context (Colombia, Bogota, the university) and then propose a solution.

The text should include four parts (situation, problem, solution and evaluation). Definitional
elements should be used in order to explain any important terms and/or concepts that may be
unfamiliar to an audience who does not have specialized knowledge about your field (i.e. the
teacher).

The text should be 400-450 words (3-4 paragraphs) and include examples of logical
connectors and relative clauses when appropriate.

COMMON CRIME IN COLOMBIA

One of the biggest problems that affect Colombian society is common crime. Delinquency is
defined, by the RAE, as the action to commit crime, and in Colombia this can be seen in the
many cases that happen daily of homicides, armed robberies, frauds, rape, and abduction.
Although this is a situation that Colombian people live daily, it tends to be easily forgotten and
the authorities usually do nothing about it. So far in 2018 different news has been heard that a
long time ago did not happen in the country. For example, the case of a pregnant woman that
was shot to steal her car and the dead of social leaders that had a significant increase in the last
years, approximately 45%. However, during the 2017 the authorities capture about 245.528
delinquents but just 10.000 of them were sent to jail by a judge. (Semana, 2018)

On the other hand, to understand better the problem is necessary to know the background.
Since the 19th century, Colombia has been characterized as a country marked by violence
because of the different confrontations between members of political parties that over the time
gave birth to the creation of groups outside the law as FARC and M19. During 1987 – 1992,
Colombia had the highest homicide rate between the most violent countries as Brazil, Mexico,
Venezuela, United States, among others. Therefore, the causes of criminality can be seen from
different points of view. First, it has been said that violence is something usual and that belongs
to Colombian society, which is in the genes, as consequence of the conflicts that the country
has experienced. Second, some studies show that one of the most significant causes is poverty,
the economic factors has been affecting because of the inequality, the lack of opportunities and
unemployment. Finally, the absences of the authority and law enforcement, the majority of the
caught criminals are released a few hours of being caught.
In order to mitigate the problem, one of the most effective solutions is improving the education
and the access to study. The education increases the opportunity to get a legal job and salary.
At the same time, schooling can affect people behavior and, at this point, home education by
the parents has also an important influence. In the same way, it is important the repression by
the authorities and hardening of sentences. Additionally, an alternative is increase the number
of police on the streets; particularly in Bogotá there is a police deficiency, per 10.000 citizens
there are only 238 polices. With this, would be expected that the rate of delinquency decreases
noticeably and the Colombian people do not have to live with fear anymore.
