1 INTRODUCTION

Labour is a prominent issue today. The country has recognized its importance
in the industrial system. The need and importance of labour welfare is being
increasingly appreciated throughout the world.

The concept has a clear objective of uplifting the workmen and providing
them wholesome and congenial life. In the modern industrial world the policy of ‘hire
and fire’ has lost its recognition. And with industrial growth, the relation between the
employer and employee also has taken a new turn. And labour welfare has become
sine qua non of each and every industry today.

The industrial progress depends upon satisfied labour force and in this
connection, the importance of labour welfare measures were adopted as early as in
1931, when Royal Commission on labour stated that “the benefits undergo these
nomenclature are of great importance to the worker. The scheme of labor may be
regarded as a wise investment, which usually brings a profitable return in the form of
great efficiency”.

Our constitution embodies certain human values, cherished principles,


recognized and upholds the dignity of man. The directive principles also recognize the
welfare of working class almost all labor legislation aim at promoting the general
welfare of labourers and improving the living condition.

The concept of labour welfare is dynamic since it bears interpretation which is


different from country to country, from place to place and even in the same country
according to its value system, social institution, degree of industrialization, and
general level of social economic development. It is also molded according to the age
group, socio-cultural background, marital status and educational levels of workers in
various industries. Still an obligation is cast on the government as well as the
employees to improve the lot of working messes.

In this modern era capital, technology and labour are the three pillars on which
any economy can rest. Labour is most pivotal as the capital and technology are the

creation of labour. Unfortunately Indian employers do not give much importance to
labour and they fulfill only legal requirements and no more. They think it as a liability
and not investment. But labour contributes to efficiency and productivity in the long
run and labour welfare helps for good and harmonious relation and also the
development of physical and mental health. Industrial production and profit will go up
if proper attention is paid towards labour welfare.

With this idea in mind an analytical study is made in this paper about the
implementation of labour and safety measures provided for the employees of CAMPO
chocolate manufacturing unit situated at Puthur.

1.2 CONCEPT OF LABOUR WELFARE AND SAFETY.

“The term welfare as applied to industrial workers is one which must


necessarily be elastic, bearing a somewhat different interpretation in one country from
another according to the different social customs, the degree of industrialization and
the educational development of the workers”

The concept of labour welfare is very comprehensive and includes various


types of activities undertaken for the economic, social, intellectual or moral benefit of
the labor community. The term ‘welfare’ suggests many ideas, meaning and
connotations, such as the state of well-being, health, happiness, prosperity and the
development of human resources. Since the word ‘labour’ means any productive
activity, it has both positive and negative sides associated with it. On the positive side,
it deals with the provisions of opportunities which enable the worker and his family to
lead a good life socially and personally as well as help him adjust in the social
transition in regard to his work life, family life, and social life. On the negative side,
labour welfare functions in order to neutralize the baneful effects of large scale
industrialization and provides a counterbalance to the undesirable social consequences
and the labour problems which have evolved in the process of this transition.

Welfare work in any industry should aim at improving the working and living
condition of workers and their families. The concept originated in a desire for a
humanitarian approach to ameliorate the suffering of the working class.

Increasing number of accidents involving workers has drawn our attention
towards safety measures in the factories. Accidents not only affect workers loosing
their livelihood but also employers in terms of compensation to be paid to the
workers. Accidents are a significant cause of dispute between workers and
management. With the coming in of new set up of industries e.g., steel production,
engineering, fertilizers, chemicals and petro-chemicals, oil refining etc., and
increasing use of machine power, industrial complexities in terms of process of
production have increased. This has given rise to hazards and risks. Safety measures
are to be adopted against such risks and hazards. The Factories Act, 1948 has laid
down certain measures for the safety of workers employed in the factories. In this
lesson, we shall study about the safety measures in factories

1.3 DEFFINITIONS OF LABOUR WELFARE


Labour welfare has been defined in various ways, though no single definition
has found universal acceptance.
According to N M Joshi, “welfare work covers all the efforts which employers
make for the benefit of their employees over and above the minimum standards of
living working conditions fixed by factories Act, and over and above the provisions of
social legislation providing against accident, old age, employment and sickness”

1.4 MEANING OF SAFETY MESURES.


Safety measures which are provided in the Factories Act, 1948, are
considered to be minimum in terms of adequacy. Such measures are required to be
effectively implemented. In addition to implementing safety measures provided in the
Factories Act, there is also need for providing training in safety to workers, and
installing safety equipment in the factories. Employers should take the initiative in
providing training in safety to employees. Workers’ unions should take interest in
safety promotion. Periodic training courses in accident prevention can be organized.
Safety should become a habit with employers and the workers alike.

1.5 PROBLEMS FACED BY INDIAN LABOURERS
In their work life the Indian labourers have to face a lot of problems. They have to
put in long hours of work in unhealthy surroundings. The high rate of labour
absenteeism, prey to alcoholism, gambling and other vices etc, are also rampant. This
can be set right by providing good housing, provision for health and family care, of
canteens where healthy, balanced diet is made available in congenial surroundings.
No doubt, condition of Indian laborers is poorer than that of western countries.
They require a lot of inducement and better working conditions. Industrial harmony is
maintained only when they feel that they are adequately remunerated for the work and
treated fairly by employers.
Good education and training facilities for workers, entertainment and recreation
facilities, family planning and child welfare facilities, and maternity care facilities
will assist workers in a variety of ways.

1.6 NEED FOR LABOUR WELFARE AND SAFETY MESUARES


IN INDIA
India, being a developing country, which is still going through the process of
economic development, it is somewhat easier to counter act the baneful effects of the
industrial revolution. The need for labour welfare was strongly felt as far back as in
1931. It has become essential because of the very nature of the industrial system.
Because of the socio- economic conditions and problems, which is the result of
industrial society, the need for labour welfare is realized.
 It seeks to ensure to the worker, who has no capacity to bargain with
capital on equal terms, a fair return for his labour.
 It also seeks to prevent industrial accidents with in the working
environment.
 It seeks to build a prominent working condition and prevent disputes
between employer and employees.

1.7 STATEMENT OF THE PROBLEM

The present study can be entitled as’ A STUDY ON EFFECTIVENESS OF


LABOUR WELFARE AND SAFETY MESUARES AT CAMPCO LTD, The study
was conducted at ‘CAMPCO LTD’ to study about the effectiveness of labour
welfare and safety measures in CAMPCO ltd.

1.8 OBJECTIVES OF THE STYUDY

To find out compliance of labour welfare and safety measures adopted by


Campco and also to suggest for improvements.

 To analyze the various welfare facilities among the workers.

 To be familiar with the rules and regulations regarding safety and various Acts
enacted by the factories Act.

 Examine the satisfaction level of employees regarding labour welfare and safety
measures.

 To know the socio-demographic profile of the respondents.

 To analyze the satisfaction of these welfare facilities among the workers.


 To analyze the awareness of various facilities to the workers.

1.9 SCOPE OF THE STUDY


This study is limited to employees of CAMPCO chocolate factory puthur.
This research is undertaken in order to find out the implementation of labour welfare
and safety measures. This study will be used as a tool to improve the condition of
safety measures and labour welfare within the factory.

1.10 IMPORTANCE OF STUDY


Since labour welfare has an important, positive and dynamic role to play in the
industrial society, particularly in developing countries, a proper organization and
administration of welfare facilities can play a vital role in promoting better working

conditions and living standards for industrial workers and also increasing their
productivity. Indirectly it is helpful to the employees also therefore the study is
important from the point of labors as well as employers. Since it will help the former
it improves their living conditions and the later to have more productivity.

1.11 LIMITATION OF THE STUDY

Since labour welfare and safety is a dynamic concept and I have taken
only fifty employees of Campco, the whole area of labour welfare can’t be
enlightened.

 The employees of CAMPCO work in all three shifts; this made difficulty for the
investigator to approach employees other than general shift in order to collect the
information.

 The time is main factor; it is difficult to get information because the campco
puthur had little time to spend with me because of busy schedule.

 This study is limited to operating level workers and non-managerial employees.

 Some employees hesitated to answer the questionnaire.

 Sample size is very small and therefore no true picture come

 2.1 INTRODUCTION TO INDUSTRY

Chocolates began during the times of the Mayas and the Aztecs when they
beat cocoa into a pulp and made bitter frothy chocolate out of it. They first became
popular in Europe in a highly unrefined form. Then the Hershey Food Company was
the first to bring out chocolates in the currently popular solid form. The main
ingredients of chocolate is cocoa grown mainly on equatorial zones and of the
consumers looks for variety he goes in for some of that company’s own sugar milk
solids and permitted emulsifiers. Cocoa constitutes nearly 40% of the total raw
material cost. The following report studies the chocolate industry in India and in
particular the position of the chocolate brand - Cadbury. The brand name chosen is
the umbrella brand as it was felt that the corporate name is recognized as a brand and
not so much as an individual product. The study focuses on the marketing and the
advertising, employed by Cadbury in the context of the Indian macro environment
and industry structure. The advertising strategy is studied with respect to Cadbury's
business and marketing objectives. The strategies adopted are then analyzed for each
product offering. Considering the strategies of Cadbury's major competitor follows
the analysis, nestle India ltd. to get an understanding as to where Cadbury's stands.
The report initially focuses on an examination of the industry environment and the
product class. The product then goes on to analyze the corporate, marketing and
advertising strategies adopted by the selected company and its main competitor. It
concludes by looking at the future challenges for the industry and the company.

2.2 HISTORICAL BACKGROUND OF INDUSTRY

The Maya Indians, an ancient whose descendents still live in Central America,
who first discovered the delights of cocoa as long ago as 600 AD.

The Yucatan Peninsula, a tropical area in what is now southern Mexico, where wild
cocoa trees grew, was where the Maya lived. They harvested cocoa from the rain
forest trees, and then cleared areas of low land forest to grow their own cocoa trees in
the first known cocoa plantations. A drink called “chocolate” from roasted cocoa

beans, water and a little spice, was their most important use but cocoa beans were also
valued as currency.

Because cocoa beans were valuable, they were given as gifts at various
ceremonies. The Maya had many complicated religious beliefs with many Gods.
EChuah, the merchant god, was closely linked with cocoa and cocoa fruits were used
at festivals in honor of this god. Merchants often traded cocoa beans for other
commodities, cloth, jade and ceremonial feathers.

Maya farmers transported their cocoa beans to market by canoe or in large baskets
strapped to their backs. Wealthy merchants traveled further employing porters to carry
their wares as there were no horses, pack animals or wheeled cart in Central America
at that time. Some ventured as far as Mexico the land of Aztees, so introducing them
to the much priced cocoa beans.

The word “chocolate” is said to derive from the Mayan “xocotal” .The Mexican
Indian word ”chocolate” comes from a combination of terms choco (“foam”)and at
(“water”); early chocolate was only consumed in beverage form.

2.3 GROWTH OF INDUSTRY.


By the 1990s, chocolate has proven its popularity as a product, and its success
as a big business. Annual world consumption of cocoa beans averages approximately
600000 tons, and per capita consumption greatly on the rise. Chocolate manufacturing
in the United States is a multibillion -dollar industry.

From the three original chests of cocoa beans that Cortes exported to Spain
in1519, the world exports in 1977 were 1.5 million metric tons, one fifth of which
went to the USA. Evan with this massive amount the USA only ranks 10th in the
world for consumption: 4.5kg per head per annum, far behind the number one
consumers; the Swiss with 9.5kg per annum.

Chocolate is a recipe product and different traditions and tastes have


developed in different countries of the world. Plain chocolate is the most popular on
the continent and their chocolate has a higher level of cocoa solids giving it a much

stronger flavor. Milk chocolate is the preferred choice in the UK, while the Americans
favor dark chocolate with the smoky flavors of South American beans.

Another important difference between the recipe traditions of continental


and UK chocolates is the kind of milk used. Continental manufacturers use dried milk
powder, often mixed with whey powder while in the UK the very best milk chocolate
is made with fresh milk .It is the special flavors produced when fresh milk, cocoa
mass and sugar are cooked together in the first stages of the chocolate making
process. These figures will soon and maybe already have changed due to the new
European laws that restrict what can and cannot be called “chocolate”.

3.1 INTRODUCTION TO THE COMPANY

The Central Areca nut and cocoa Marketing and Processing Co-operative
limited (CAMPCO), was born and registered on 11 July 1973 under the section 7 of
the Karnataka co-operative Act of 1959 and with section of 4(2) of multi unit co-
operative Act 1942 and subsequently it amended its bylaws and some are the
registered the under the multi state co-operative society Act 1984 certified number
1/11016/42/87/1 &M dated 8th December 1988.

The younger of 30 years old with vigor and valor, it had taken giant steps in its
toddling stage itself to fulfill the growers aspiration undisputedly, CAMPCO can
claim the credit of establishing the areca and cocoa market. The CAMPCO
encouraging the growers to grow cocoa as an intercrop to areca nut as cocoa has an
international market.

The principles of buyer of cocoa till 1980 suddenly stopped buying cocoa
during the peak cocoa season due to slump in international cocoa price. To safeguard
the interest of its growers CAMPCO had to enter into Indian cocoa market also.
Cocoa was bought in from of wet beans from the farmers. The CAMPCO has been
furnishing the cocoa growers with cocoa saplings to the tune of 100000 at free cost to
promote the cultivation of cocoa. Adopting scientific methods of fermentation and
drying. CAMPCO could successfully expert quality cocoa beans to European
countries. Perceiving the future necessity of cocoa products and market strategy for
cocoa, with the supporting nod from the central government of Karnataka and Kerala,
CAMPCO had curved a niche by establishing a biggest chocolate factory in South
East Asia, located in Puttur – taluk headquarter located 50Km away from the coastal
city Mangalore.

CAMPCO set with active support of Karnataka and Kerala government. The
government of Karnataka constituted an expert committee which recommended to the
state government either on the public or cooperative sector with the blessing of the
government of Karnataka and Kerala. The Central Areca nut and Cocoa Marketing
and Processing Co-operative Limited popularly it is known as CAMPCO. CAMPCO
is co-operative area extends to the state of Karnataka and Kerala government produce

nearly 72 per cent of the total production in the country. The average yield is 14.5per
cent quintals in Karnataka 7.0per cent quintals in Kerala as against the Indian million
people all over India are engaged the production processing and trade.

Cocoa cultivation is of recent origin in India, being an inter crop it has


a great potential for growth in the vast plantation of areca and coconut in southern
state of Kerala, Karnataka, Tamil Nadu and most recently in a few places of Andhra
Pradesh. CAMPCO through its good efforts over the years had been able to install a
sense of confidence in the cocoa cultivators through its procurement policy that has
ensured reasonable prices to them. In purport of this, CAMPCO has decided to
establish cocoa liquor, butter and powder processing facilities and chocolate
manufacturing plant as an extension of its activities for achieving its overall corporate
objective of safeguarding the interest of cocoa growers with better economic return.

3.2 HISTORICAL BACKGROUND OF THE CAMPCO.

The growers of Areca also cultivating Cocoa as an intercrop, initially the


manufacturers of Cocoa based products encouraged the growers, but then
international price of Cocoa crashed, they restored to imports leaving the Cocoa
growers in lurch. The “CAMPCO” Central Areca nut and Cocoa Marketing and
Processing Co-operative Ltd are a co-operative society. The growers appealed to their
governments for help and these governments in turn requested CAMPCO to help out
the farmers by buying their produce. CAMPCO thus went into Cocoa business in
1980. The government of Kerala has extended exemption from sales tax on the
turnover of Cocoa beans made by CAMPCO and withdrew the exemption with effect
from 1-1-94. The Karnataka government has extended sales tax benefit on Cocoa
beans turnover to all co-operative societies in Karnataka.

3.3 VISION

CAMPCO is a fine and successful implementation of the vision and values of


all great founders of this country, like Mahatma Gandhi.

 To open at least one sales depots in each state.


 To enter the retail market for areca nut and product like supari,
pan masala etc by establishing units.
 To maximize output without sacrificing quality, good quality
control, maximizing quantity, reducing the cost, improving the
efficiency etc.
 To increase its sales by advertisement.
 Capture international market by latest technologies.

4.1 LABOUR WELFARE AND SAFETY MEASURES

CAMPCO is one of the largest chocolate manufacturing units in south Asia.


The business of the unit is conducted through different departments. The unit is a
factory running 24 hours. There are workers who are working under different shifts.
The unit also employs contract labourers whose number changes according to need
who are mainly employed in the packing unit.

Following is in brief analysis of the labour welfare and safety measures


provided to the employees of CAMPCO and information has been obtained through
interaction with the Human Resources Department, the employees under various
department namely Administrative, Production, Store, Quality control, Maintenance,
Security personnel, Members of Trade Unions and also contract labourers, through
interview method interaction is made with employees regarding the safety and welfare
measures provided for them. The service rules of CAMPCO are also analyzed.

Generally CAMPCO chocolate factory Puthur, recruits employees above 18


years who may be of SSLC, PUC, ITI, BSC candidates and provide them training on
safety policies they will be exposed.

The CAMPCO provides certain welfare measures to its workers. The


welfare measures motivate the workers and it increases the profit of the company.

4.2 WORKING HOURS AT CAMPCO

As per the information revealed by the employees of CAMPCO there are four
shifts including general shifts of eight hours per day.

The shift is made in made in such a way that it is not overlapping.

The timings of the 4 shifts are as follows:-

 1st Shift : 6 a. m. to 2 p. m
 2nd Shift : 2 p. m. to 10 p. m
 3rd Shift : 10 p. m to 6 p. m.
 General Shift : 9 a. m. to 5.30 p. m.

4.3 LABOR WELFARE AT CAMPCO

In CAMPCO, employee welfare is the foremost concern the employer hears,


especially the grievances of the employees and there is a cordial relationship between
two which itself shows that labour welfare is the prime concern of Campco. Along
with management, government, non -governmental and trade union too contribute
towards employee’s welfare.

After employees have hired, trained and remunerated, they need to be retained
and maintained to serve the organization. Better welfare facilities are designed to take
for the wellbeing of the employees. The general go not result in any monetary benefit
to the employees. Government, non government agencies and trade union too
contribute towards employee’s welfare.

STATUTORY WELFARE MEASURES

Campco provides the safety measures as mentioned under the Factories Act,
1948. Around 50 welfare measures are taken for the safety of the employees. The
statutory welfare measures are,

4.3(a) EMPLOYEE’S SAFETY MEASURES

1. Fencing of machineries
Since the chocolate manufacturing unit requires huge machines, which are dangerous
while on motion, they are properly fenced. As observed and also as revealed by the
employees of production unit, due to proper fencing of these machines, there are no
cases of major accidents in the unit.
2. Protection for eyes and ears
Safety glasses are provided for those who are exposed to danger so that their eyes
could be protected. The employees of the production unit are also provided with
protection wears for ear since that have to expose to the heavy sound of machines.

3. Inspection of machineries
Proper inspection is made about the condition of the machine and weekly
inspections are made this regard by the experts or whenever it is required.
4. Operation of machineries
Only trained persons are allowed to repair the machines while on motion and
no young person is allowed to touch it while it is moving.
5. First Aid Boxes
First aid boxes with sufficient sterilized dressings including ointments for burn,
tablets, potassium permanganate etc. are kept in the charge of it.
6. Fire extinguishers
To protect against fire all the necessary measures are made. Fire extinguishers are
kept at appropriate places.

4.3(b) FACILITIES PROVIDED FOR THE EMPLOYEES


1. Sitting facility
In CAMPCO workers are required to work for long hours by standing.
Therefore arrangements are made for sitting in the factory. Company
provides the workers with the rest rooms consisting of chairs. Sitting
facilities are provided to those who are obliged to stand while on their duty.
2. Washing facility
To improve the health and to maintain hygienic condition of the
company and the employees. Workers are provided with wash rooms and hand
dries so as to avoid moisture.
3. Toilet facility
In CAMPCO sufficient number of toilets and wash basin are provided both
to employees and visitors. Toilet facilities are provided for the employees
separate enclosed rooms are provided for both men and women workers for
this purpose. Sanitary conditions are maintained and sweepers are employed in
the establishment for this purpose.

4. Drinking water with Cooler facilities
Drinking water with cooler facility provided to the employees. It is kept in
such a place that majority of workers may have access to it. Water coolers are
provided in different locations.

5. Canteen facility
In CAMPCO contractor runs a canteen. He sells food staff prepared in the
canteen at the rate fixed by company at various timings. They provide meals,
tea and coffee to every employee at half rate. The coupons are supplied for all
the workers. It consist of separate portion for women workers. Hygienic
conditions are maintained in the canteen.

6. Rest room
Rest rooms at Campco consist of sufficient seating arrangements for the
workers. Separate rest rooms are provided for women workers.

4.3(c) FACILITIES PROVIDED FOR WOMEN EMPLOYEES

Certain facilities are provided for the women employees at CAMPCO. The
women employees are allowed to work only in general shifts. Following are some
facilities provided for women employees.

1. Rest rooms
The women employees are provide with separate rest rooms. It is provided so
that they may relax during their break for rest or meal. No doubt, it helps to reduce
fatigue and contributes to the comfort and efficiency.
2. Toilet facilities
Separate toilet facilities are provided for women employees it helps to
maintain clean sanitary and hygienic work environment.
3. Provision for maternity leave
One of the earliest conventions adopted by ILO was maternity protection
convention in 1919. It ensures that a women worker would be able to sustain
herself and her baby during the period immediately before and after her delivery.

The eligible women workers are entitled for maternity leave as per the rules of
CAMPCO. Those women workers, who are covered under the Employees State
Insurance Act, are entitled for the benefit under the Maternity Benefits Act.

4.3(d) MEDICAL FACILITY

Medical benefit is payable when an insured person has to stop work due to his
poor health conditions. Cash benefit is designed to replace in whole or in part the lost
earnings’

Medical benefits provided to employees are mentioned in the service rules


of CAMPCO

For outpatient treatment, medical reimbursements of Rs 2000 per year are


provided which is disbursed in two equal installments that are during September and
March.

Inpatient treatment allowances are provided for the employees .Employees is


entitled for reimbursement of one month. Basic pay plus dearness allowances of
Rs7500 per year whichever is less.

For major diseases and accidents like brain operation, surgeries pertaining to
heart ,cancer and kidney trance plantations etc the executive committee will decide
the amount of compensation subject to the maximum of Rs1lakh as decided by the
committee.

Facilities are provided for self or two children .But these facilities can be availed
only after exhausting the benefits available under med claim scheme. This will not be
available towards cost of spectacles, contact lenses and hearing aids, vitamin and
tonic, dental treatment, maternity benefit, general debility, rundown condition,
naturopathy treatment.

4.3(e) ALLOWANCE AT CAMPCO

The CAMPCO provides certain allowances to its workers. The


employees are en titled for various kinds of allowances, namely

1. House rent allowances


The employees at CAMPCO are entitled for house rent allowances. For
this purpose such employees who has not owned any houses in his name living in a
rented house is entitled for the benefit.

2. Vehicle maintenance allowance

For this purpose employees are divided into different categories. The
employees who own a car, motorcycle, scooter or moped are eligible for the benefit.
They are entitled for the benefit at the rate of Rs 600 for car, Rs 300 for motor cycle
and Rs 200 for moped.

3. Washing allowance
The employees are entitled for washing allowance at the rate of Rs 100 for
washing their cloths.

4. Conveyance allowance
Conveyance allowance at 6% of basic pay is paid to orthopedic ally
handicapped workers.

5. In charge allowance
It is paid to the branch managers of office in charge of various branches.
Those who work as an in charge are entitled for in charge allowance of Rs 100.

6. Shift Allowance
Shift allowance at the rate of Rs 10 per day and Rs 15 per night is available
for the night shift employees.

7. Allowance for copper sulphate wing


The employees under this wing are eligible for Rs.100 per month as
chemical allowance.

4.3(f) ADVANCES AT CAMPCO

As revealed by the employees, CAMPCO provides various kinds of


advances to the employees.

1. Festival advances
Festival advances allowed in prescribed manner. Employees are
eligible for festival advances on occasions like Makara Sankranthi, Chandramana
Ugadhi, Souramana Ugadhi, Vishu, Srikrishna Janmashtami, Ganesh Chathurthi,
Deepawali, Onam, Easter, Christmas, Bakrid and Ramzan.

2. Pay advances
Certain pay advances are provided for the employees. For example,
pay advanced for purchase of vehicle with certain condition. The employee taking
advances for purchase of motor car should be a permanent employee and rendered
five year continuous service and also drawing basic pay of rupees hundred per
month.

3. House building or purchase advances

The employees who are building houses and also those who purchase
houses are entitled for this.

4.4 NON STATUTORY MEASURES

4.4 (a) Housing facilities

Housing facilities are available for both married and bachelors. Around 60
houses are provided for the employees of CAMPCO. The houses are of good
condition and employees are availing the benefit of it.

4.4 (b) Transport facilities

CAMPCO does not provide for transport facilities as such. It does not provide
any company buses or any vehicle as such for the sake of its employees but
employees are entitled for allowance for their vehicles.

4.4(c) Recreational facilities

Recreation, which is leisure time activity, refreshes an individual mentally,


lessens the monotony and drudgery of his every day work, and develops his
personality on a whole some basis. Thus it becomes almost essential welfare
amenities in industrial centers CAMPCO too gives impotents to this. The employees
conduct the annual day celebration at CAMPCO and participate in various cultural
activities. The management also contributes to the same.

4.4(d) Uniform at CAMPCO


The uniform consists of white shirts with half sleeves and trousers.
Employees like operation and others how to wear sky blue shirts with full sleeves and
navy blue trousers. Shirts will have CAMPCO’s brand name on the left side of the
pocket. Three pairs of dress material charges are provided for the employees. Shoes
and socks are provided to all drivers, permanent attainders peons, watchman, and
other notified by the executive committee at approved rate ones in two years.

Standard uniform for the all workers and attendees employed in CAMPCO
are provided. In a factory all the workers are suppose to wear white shirts with half
sleeves and trousers. The employees like operators and other required to sky blue shirt
with full sleeves and navy blue trousers and the shirt also consist of CAMPCO brand
name on the left side pocket.

4.5 ROLE OF TRADE UNION IN CAMPCO

Trade union is formal association of employees, established to bargain


collectively to represent their members in their relationship with management and
negotiable on their behalf for establishing policy and specifying detailed working
condition and terms of employees.

In CAMPCO trade union plays an important role in meeting the legitimate


demand of the workers. In CAMPCO the workers have their union. The union is
affiliated to Hindu Mazdoor Saba (HMS). The relationship between the trade union
and employer’s cordial. As revealed by the employees, employer’s response to the
legitimate demand of the trade union has always been positive.

4.6 SOCIAL SECURITY MEASURES AT CAMPCO

Some social security measures at Campco includes:

1. Contribution towards Provident Fund

The employees are covered under this scheme. The employer also contributes
to the same.

2. Employee deposit linked insurance scheme

Every regular employee is covered under deposit linked insurance scheme


with LIC authorities.

3. Group savings linked insurance scheme

Employees who have completed 6 months of continuous service will be


enrolled in the group savings linked insurance scheme. Premium of 35% will be
borne by the employees and 65% will be contributed by the co-operative.

4.7 CONTRACT LABORS AT CAMPCO

Due to its inevitable nature of business, CAMPCO employs laborers who have
appointed on contract basis. The number of employees varies according to the needs.
It being the principal employer provides certain amenities to such workers.

1. Rest room are provided for such workers


2. Drinking water and other facilities are also provided
3. Such workers are provided with first aid facilities
4. No women workers are employed before 6 am and 7 pm

5. Wages are paid in the presence of the authorized supervisor of CAMPCO

6. It maintains register dealing with details of contract labour

7. Inspection by the factory inspector is conducted in this regard

4.8 OTHER WELFARE ACTIVITIES AT CAMPCO

Workshops are conducted from time to time in order to keep the workers
aware about certain risks occurring in the industry workers too participate actively in
such programs. Demonstrations are also made regarding the facing of danger in case
of fire, etc. In CAMPCO employers provide certain training to the workers so that
their efficiency may be increased. Some employees were sent to nestle industry to
study their working and training facilities are also provided.

5.1 RESEARCH DESIGN

frame work which provides the guidelines the rest of the research process. It is map or

 What sampling plan should be use
The research has to carefully decide and make a choice from the group of
alternative available to him.

5.2 METHODOLOGY
Research is a systematic process which will show the depth of the subject
studying and to understand the scientific body of knowledge. Research process is a
single entity, but it is multi phase work. Research methodology constitutes the base
and structure through which data is collected and interpreted. The project quality
depends upon method followed in collection of data. Methodology can be said as “the
perfect way which is chosen to study the subject” An enquiry would be neither valid
nor reliable if it is not done doing with certain methodological frame work.

5.2.1 RESEARCH APPROACH

The data was collected with the help of questionnaire. A questionnaire was
used as the research instrument which helped them to get relevant information from
employees at Campco.

5.2.2 TARGET POPULATION

It consists of employees of Campco especially permanent employees of


Campco Chocolate Factory Puthur.

Sample Size

The sample size has been fixed to 50 permanent employees of Campco,


keeping in mind the statistical consideration and practical difficulties.

Sampling unit

The main method adopted is sample survey method and observation method
sample survey is undertaken by collecting data from a sample group of people
representing the entire employees of Campco. Primary data was collected using a
questionnaire.

Sampling procedure

Sampling procedure depends upon the research objective to be accomplished


through the investigation the sampling procedure is basically divided into two

1. probability
2. non probability
3. For this project the probability sampling method was adopted as it is
based on the concept of random selection. Under this sampling design
every attribute as an equal chance of inclusion the sample.

To collect the primary data, questionnaire pertaining to the survey was
adopted. This helped in direct interaction with the respondents .The questionnaire
consisted mostly of close-ended questions. The entire questionnaire were prepared
and edited with the objectives of study.

 SECONDARY DATA
Secondary data was collected to know company profile; its consistency is
performance and achievements. This data was collected from internet and company
record to meet the obligations of the research study.

5.2.4 PLAN OF DATA ANALYSIS

The data collected from the questionnaire was analyzed in the following manner.

The data was transcribed from the questionnaire to prepared sweet for easy
analysis and table was constructed.

The tabulated data was analyzed systematically as per objectives of the study.

To analyze the data collected statistical techniques as percentage bar graphs,


frequency tables were used.

6.1 INTRODUCTION

This chapter deals with the analysis and interpretation of data collected for the study.
It has to be done in accordance with the outline laid down of the purpose. The
analysis of data requires a number of closely related operations such as establishment
of categories of raw data through coding, tabulation and then drawing statistical
inference.

Analysis and interpretation are central step in the research process involves
breaking down existing complex factor into simple parts and putting the parts together
in new arrangement for the purpose of interpretation. Thus the goal of analysis is to
summaries the data in such a way that they provide answer to the question that the
research interprets.

Interpretation is the research for the broader means of research findings through
interpretation the meaning and implementation becomes clear.

Analysis is not complete method interpretation cannot proceed without analysis


systematically. So as to arrive and findings through interpretation there are two
method to analyze collected data one method through graphical figure representation
and the other through table.

6.2 ANALYTICAL TABLE WITH EXPLANATION

To have a very clear understanding of the department. The statement will have to
be analyzed and interpreted. Data analysis is the process of identifying the strength
and weakness of the company with the help of information’s and data collected
through different methods like questionnaire, observation survey and personal
interview. The term interpretation means explaining the meaning and significance of

training program is good it will reduce industrial accident, 20% of respondence says
that it will affect partially and 2% of respondents said that they are not satisfied in the
training program it is not reduce industrial accident.

The reason may be that the 2% of employees are fresher, so they don’t know
that the activities of industry and usefulness of training.

With the help of this chart we can understand that 22% of employees are
satisfied with the working environment and they valued as excellent, 58% of
respondents say very well, 14% of respondents say that good environment, 6% of
employees say that satisfactory. But majority of employees said that they are satisfied
in working environment. The reason may be that in campco working environment is
hygienic and clean.

facilities. Here 82% of respondents are says that they are satisfied with those
facilities, 16% of respondents are says that they satisfaied partially and 2% of
respondents are says that they are not satisfied. The reson may be that here majority of
employees satisfied with priliminary facilities so we can find campco’s facilities are
very good.

respondents say that companies welfare facilities is good, they keep the industrial
relations, 8% of respondents say that they have no satisfied.

The reason may be that the lack of coordination and the misunderstanding
between the employers and employees.

7.1 FINDINGS

The main objectives of the study aim at finding on labour welfare and safety
measures at CAMPCO. To fulfill the objectives, the data has been collected through
questionnaire and it was analyzed in previous chapter. The analysis of data based on
empirical evidence and the observation made some findings.

By completing this project entitled “A STUDY ON LABOUR WELFARE AND


SAFETY MESUARES AT CAMPCO.” I found the following important information.

 It was found that the service rules of Campco are very good and they give
mare attention to improve employee’s welfare.

 It was observed that in campo’s working environment is very clean and


hygienic.

 It was observed that trade union play a main role in the factory, because here
all employees are join a single trade union that is Hindu Masthur Sabha
(HMS).

7.2 SUGGESTIONS

Labour welfare in an industry is the enrichment and growth of human


personality in the broader perspective. Each factory workers need sufficient safety
measures and labour welfare. As already seen in the previous chapters, the
constituents of labour welfare includes working hours, conditions, safety, industrial
health, etc. Thus Labour welfare measures should aim at enabling the workers to live
richer and more satisfactory lives.

Safety measures are those measures that will protect employees from some
industrial accidents. Labour welfare measures are not a substitute for wages. The
employer in an undertaking should always keep in mind that cultivation of labour
welfare measures will cultivate efficiency among workers and the employer in turn
will be the beneficiary.

It should be noted that here labour welfare and safety measures are not a substitute

CAMPCO shows that the labour welfare and safety measure undertaken by the unit is
satisfactory. Still, following are some of the suggestion for the improvement in the
existing system.

• Protecting the workers against any health hazard which may arise out of their work
or the condition in which it is carried on.
• Contributing towards the workers physical and mental adjustment in particular by
the adaptation of the workers to the job they are suited.
• Maintenance of the highest possible degree of physical and mental well being of the
workers
• Medical facilities should be provided to the workman, free of charge
• Equal pay for equal work should be ensuring irrespective of sex.
• Education facilities should be provided to all the workers.
• Training program should be made modern and practical.
• Every respondent should be insured by self and organization.
• Safety provisions should be applied for every employee in the organization.

7.3 CONCLUSION

India introduced liberal industrial policy which is aimed at stepping up industrial


growth promo timing modernization and technological up gradation to make
industrial competitive in both domestic and global market. In this perspective
enterprises have to improve their production and productivity which is possible with
the satisfaction of labour.

Even today’s scientific development of modern techno-production methods


higher productivity depends on workers. If they are rightly directed and fully used, if
would make a great contribution to the prosperity of the enterprises.

The high rate of labour absenteeism in Indian industries is indicative of the lack
of commitment of the part of the workers. This can be reduced to a great extent by
provision of good housing, health and family care, canteens, educational and training
facilities. Provision of welfare activities enables the workers to live a richer and more
satisfactory life and contributors to the productivity of labour, efficiency of the
enterprise and helps in maintaining industrial peace. Hence steps need to be taken on
a larger scale to improve the quality of life of the workers. As rightly observed
Mahatma Gandhi, “Labour can always vindicate itself if labour is sufficiently united
and self sacrificing. No matter how oppressive the capitalists may be … if labour
would only understand and recognize that capital is perfectly helpless without labour,
labour will immediately come to its own” thus proper attention may be given to
industrial workers so that may increase their efficiency, industrial production may go
up and ultimately the society at large may be the beneficiary
