WATER AND POWER SECTOR DEVELOPMENT
Pakistan has a total 196.72 Million Acres area (MA) out of that 72.70 (MA) is cultivable.
The cultivated area (Irrigated & Barani) has come to 52.31 Million Acres, whereas 47.62
Million Acres is area under all sort of irrigation sources. (27 Million Acres is the area under
canal irrigation).

With large cultivable land base of 77 Million Acres (MA) of which only 27 Million Acres are
canal commanded, Pakistan still has the additional potential of bringing about 20.39 MA of
virgin land under irrigation.

Irrigated Agriculture is the backbone of Pakistan's economy which contributes 23% of GDP.
The Agriculture sector is the major user of water and its consumption will continue to
dominate the water requirements. Direct rainfall contributes less than 15 percent of the
water supplied to the crops. The major user of water for irrigation is the Indus Basin
Irrigation System. About 105 Million Acres Feet (MAF) out of 155 MAF of surface water is
being diverted annually for irrigation while around 48 MAF is pumped from groundwater.

With increased population, Pakistan is fast heading towards a situation of water shortage as
per capita surface water availability was 5260 cubic meters in 1951when population was 34
million, which reduced to 1038 cubic meter in 2010 when the estimated population is 172
million. The minimum water requirement to being a "water short country" is 1,000 cubic
meters. In the year 2012, Pakistan will be reaching a stage of" acute water shortage"

An annual average of over 35.2 MAF escapes below Kotri varying from 9 MAF to 92 MAF
and only 30.7 MAF from 1976-2010, which is mainly due to water shortage cycle. However
this surplus water in the river system is available in about 70-100 days of summer only
whereas for the remaining 9-months water shortage is observed which is met through
regulated supplies from Tarbela, Mangla & Chashma Reservoirs. To save and utilize
available water, construction of additional storage facilities is essential for sustainable
irrigated agriculture, which supports about 70% of the population of Pakistan.

It is an economically unsustainable fact that the total water storages capacity in the country
is only 15 MAF representing 13% of the total annual flows of 136 MAF. Countries in Asia,
Africa and the Americas have a storage capacity many times greater. To address this problem
the Government of Pakistan (GoP) is developing feasibility and detailed engineering studies
for nearly 20 MAF of water storage and 25,000 MW of hydel power. This is apart from
thermal power being developed by the private sector, Independent Power Producers (IPPs)
and the Government. Under the Presidential Initiative WAPDA has started the construction
of Medium Irrigation Dams in the country whereas Command Area Development will be
performed by PARC in collaboration with WAPDA and Provincial Governments by

introducing High Efficiency Irrigation Techniques like Sprinkle, Drip Irrigation. The land in
Command Area will be distributed among women for the poverty alleviation and Area
Development by Provincial Government under poverty reduction scheme.

To facilitate the process of economic development and to ensure greater social stabilization
in Pakistan, it is imperative that employment creation and poverty reduction issues are
addressed on priority. Additional water storages and power generation would form the basis
of this strategy during the next decade. (Mega and Medium Dams).

To achieve the above objectives the GoP through WAPDA and the private sector plans to
concentrate on the following water and power projects in the next few years: (i)
Construction of large dams including Diamer-Basha Dam for Public/Private Partnership (ii)
Construction of Hydropower Projects (iii) Construction of Medium/ Small Water Storage
Dams (iv) Construction of Canals (v) Construction of Transmission Lines for dispersal of
Power from Hydropower Project to Load Centres of National Grid. These projects would
create additional water storages, generate cheap indigenously developed electricity and
prevent flood damages. All these measures would also ensure food security, employment
generation and above all poverty alleviation. To facilitate in financing of Medium Irrigation
Dam Projects, an MOU has been signed with China EXIM Bank to extend US $ 700 million
credit to Pakistan.

OBJECTIVES
Development of 32 Medium Irrigation Dams across the country will help to
achieve following objectives:
l Storage of 4.9 MAF flood water.
l Irrigated agriculture development of more than one million acres of land
with high efficiency irrigation system to maximize benefits of available
land and water resources.
l Hydropower generation 52 MW.
l Socio-Economic uplift of remote areas of the country.
l Employment generation of about 43,000 jobs.
l Emancipation of women through allotment of developed irrigated land.

Darawat Dam Project
Darawat Dam is located across Nai Baran near Jhangri village in Jamshoro District. The dam
site is about 70 kms West of Hyderabad and 135 kms North East of Karachi and accessible
from Karachi - Hyderabad Super Highway. The command area falls in Thatta District.
l The President, Islamic Republic of Pakistan performed ground breaking of the project
on January 2, 2010.
l The Prime Minister, Islamic Republic of Pakistan and the Deputy Prime Minister,
Peoples Republic of China graced the contract signing ceremony of the project with
their presence on June 9, 2010 during later's visit to Pakistan. The contract was signed
by the Chairman WAPDA and the Chairman, Sinohydro Corporation Ltd.

Annual Benefits
On completion, the project will accrue Rs. 5,769 million per annum. These benefits relate to
agriculture, forestry, fisheries, flood mitigation, hydropower generation and carbon credit.

construction period of 36 months, while 128 (skilled and unskilled) employment
opportunities during its operational life.

Micro irrigation system based on drip and sprinkler irrigation system with hybrid seed
varieties would usher green revolution in the area by optimal use of land and water resources.

The project will also provide hydropower generation of 450 KW on completion.

The Ghabir Dam Project is proposed across Ghabir Kas about 60km from Talagang and 9
kms from Danda Shah Bilawal in District Chakwal of Punjab Province.

The Proposed Winder Dam Project is situated across Winder river about 100 km from
Karachi and 66 km from Uthal in District Lasbela, Balochistan. Quetta Karachi highway
passes near the command area and a metal road leads to the dam site.

on January 1, 2010.

opportunities during its operational life.

Financing of Medium Irrigation Dams
BACKGROUND
The Government of Pakistan assign highest priority to construction of storage reservoirs for
harnessing the potential of available land and water resources for socio-economic uplift of
people of remote areas of the country.

The construction of 32 Medium Irrigation Dams has been planned to achieve the objectives.
For financing of construction of these dams an MOU was signed between EAD and China
Exim Bank during Secretary General to the President's visit to China on 19th June, 2009 to
provide a credit line of US$ 700 million to WAPDA for building of 32 Medium Irrigation
Water Reservoirs / Dams in Pakistan. The Buyer's Credit Loan Applications for Winder and
Darawat Dam Projects were submitted to China Exim Bank by Economic Affairs Division
(EAD) on March 13, 2009. The Buyer's Credit applications regarding Ghabir and Naulong
Dam Projects are under submission to Exim Bank through EAD.

The fund requirements for construction of Dams, Structures and Conveyance Systems by
WAPDA and Command Area Development by Pakistan Agriculture Research Council
(PARC) of the five (5) dams has been shown in the statement enclosed. The contracts for
dams, structure and conveyance systems have been finalized. Construction of Darawat and
Ghabir Dams has been awarded to Chinese Contractors Sinohydro and Dongfang
respectively. The Chinese Companies would be preferred for award of contracts regarding
development of Command Area of the Dams.

POINTS TO PURUSE
The Ministry of Finance and Commerce (MOF COM) and Exim Bank China may please be
pursued for the following actions:

l To Finalize the scrutiny of Buyers Credit Applications already submitted to the China
Exim Bank and provide terms of the Credit.

l Size of Buyer's Credit may be enhanced from US $700 million to US $850 million to
cope with the 70% financing of the estimated capital cost of the Dams in question.
