However, the contribution typically varies from store to store, and the designer of the public concourse rarely has control over the individual tenant spaces. This is an important consideration, since many mall concourses have become gathering places for retirees and other exercise walkers who arrive during pre-shopping hours. By necessity, many facilities find themselves concerned with providing appropriate illuminance levels for such mall walkers before the stores even open. Since it typically serves as an enclosed mall's main circulation artery, the concourse must provide adequate egress lighting during power outages and other emergencies. In these circumstances, although an average illuminance of 0.5 Ix (0.05 fe) can provide sufficient visibility for people to recognize obstacles and avoid collisions during an exit procedure, it is recommended that the minimum horizontal illuminance measured at the floor be at least 1 Ix (0.1 fe) at all points along the path of egress. Furthermore, itis recommended that the minimum maintained illuminance at the beginning of emergency operation be at least 10 Ix (I fe). Chapter 29, Emergency, Safety, and Security Lighting, discusses many considerations related to emergency egress lighting and exit signs in more detail. For example, Figure 29-1 illustrates the relationship between evacuation rates from cluttered spaces and corresponding mean illuminance levels at the floor. In addition, Figure 29-2 recommends ‘minimum illuminance levels for safety based on anticipated activity levels and hazard potentials.
