ExpressPoll Tablets will be in utilized for the
November 6, 2018, General Election
Governor Bentley signed Act #2016-317 the 10" day of May, 2016, allowing
the use of Electronic Poll Books (“EB”) in lieu of the printed list of qualified voters _.
to be used through a pilot program in Alabama.
Cullman County Commissioners: Kenneth Walker, Chairman, Garry *
Marchman, Commissioner and Kerry Watson, Commissioner, along with Probate
Judge Tammy Brown entered into an agreement in 2016 for Cullman County to be
one of the counties to utilize the electronic poll books through the statewide pilot
program. She assigned three (3) different precincts throughout the County to use
electronic poll books for the November 8, 2016, General Election. The following
precincts were chosen: Bolte-White Grove Church, Center Hill Community Center
and Cullman County Health Department. The inspectors at each precinct using the
electronic poll books raved positive results and recommended to the Probate Office
Election Department, Judge Brown and to all election workers to continue the use
of the electronic poll books for future elections.
Probate Judge, Tammy Brown, continued to search for a company to provide
electronic poll book equipment for future elections that would be user friendly, not
only to the election worker, but to the voter. But there were bigger questions: How
safe was the voter information in the electronic poll books? What system provided
for a failsafe data recovery procedure? What were the steps in programming the
“EPB"? How was funding to be obtained? One of the most important concerns for
Judge Brown was to make sure that all election workers were trained and felt
comfortable using the “EPB”. Judge Brown called meetings and demonstrations
with probate employees, election workers, county department heads and different
companies. After careful consideration, the company chosen to provide “EPB”
service to Cullman County is Election Systems & Software, LLC (“ES&S”).
At a regular County Commission meeting held the 12" day of June, 2018, the
Commission approved to purchase seventy (70) ExpressPoll Tablets, includinghardware and software with “ES&S”. After careful review the Electronic Pollbook
Sales Order agreement was signed the 4" day of September, 2018.
The work began for the Probate Office to provide space for the seventy (70)
ExpressPoll Tablets, training for all office election employees and training for all
election workers. We've had a very short time limit to complete all the work with
the “EPB” and all the other election duties and responsibilities but working _
together as a team; the Probate Office Election Employees completed the work
necessary so that for the November 6, 2018, General Election, the ExpressPoll
Tablets will be utilized at all Cullman County precincts. -
The ExpressPoll Tablets are compatible with the statewide voter registration
system, this provides functionality for quickly and accurately uploading voter
history into the statewide voter registration list. Probate Judge Tammy Brown
believes that these ExpressPoll Tablets are secure with uploads and downloads of
voter election information.
She ask voters not to be intimidated by the ExpressPoll Tablets. Instead of
signing the voter’s name in an actual book, the voter will now sign the tablet with
the guidance and instruction from the election worker. Most people do not like
change, but with technology moving at a rapid rate of speed, we must move
forward to keep up.
