Affidavit of Probable Cause
DOUGLAS JACK CARTER
Date of Birth: 08/21/1986
Arrestee
On 11/01/2018 14:30 the defendant was arrested for the offense(s) of:
I believe there is probable cause to charge the defendant with these charges because:
Suspect is known to start fires and has been convicted of it in the last three years. The fire started this am was
in a habitable house with a total loss due to the fire. The suspect came on to the scene during the fire and was
watching fire fighters and assking questions. The suspect lives two houses to the North and the house he lit on
fire belongs to a familuy memeber. I attempted to make contact with the suspect for an interview by going to his
house and knocking on the door. We could see movement in the home and he refused to answer the door. A
search warrant was applied for and granted. Entry was made in to the home and suspect was located hiding in a
shed on the property. He admitted to knowing we were looking for him and said he was trying to hide from us.
I transpiorted the suspect to the Parwoan Police Department for an interview. He was advised of his miranda
rights and said he would talk with me. In the interview, he confessed to lighting the fire that destroyed the the
home. He was also a suspect in two other unknown orgin fires in the past month. Two different fires were started
around power poles and he was the suspect. In the interview the suspect admitted to lighting one of the power
pole fires and not the other.
The State Fire Marshall Investigators were called in and were able to locate accelerants used to start the house
fire. With that information I asked the suspect how he started it. He told me he dumped gas down a wall and lit
the fire with a wooden match. In a search of the home and property based on obtaining the search warrant, we
located the gas can used, wooden matches and siezed the clothes he was wearing.
Based on the suspects confession and locating the items used to start the house fire, I arrested the suspect on
the above charges.
I declare under penalty of perjury and under the laws of the State of Utah that the foregoing is true and correct.
