1st Speaker Necessity Speech

“Divided as different countries but united as one world.” Mr. Chair, respective opponents,
ladies and gentlemen of this house, a pleasant morning.

Imagine living in an enclosed country, where businesses, trading, and communication


takes place in it only. Imagine getting shut out of the world, there would be no kpop,
kdramas, cdramas, animes, and there are no such thing as communicating overseas.
But luckily, we don’t live like this because of globalization.

Manfred Steger gave the best scholarly description of globalization as the expansion and
intensification of social relations and consciousness across world-time and across world-
space. Expansion refers to “both the creation of new social networks and the
multiplication of existing connections that cut across traditional political, economic,
cultural, and geographic boundaries. Intensification refers to the expansion, stretching,
and acceleration of these networks.

With the topic given that Globalization either as a means of progress or simply a way of
profiteering, this house stands that globalization indeed leads to progress. I am Iennor
Aubrey Castandiello, 1st Necessity Speaker of side Progress, here to introduce the motion
of this debate.

Before I proceed to my constructive speech, let me first establish the parameters of this
debate. This debate shall be set in a global context regarding the economic relationship
between countries. Considering that globalization is a very complex phenomenon that
occurs on various aspects, it would be chaotic to debate it on all aspects. Therefore, in
order to maintain the spirit of the motion “Globalization: Progress or Profiteering?” this
debate shall focus on the economic aspect of globalization.

According to the International Monetary Fund (IMF), “economic globalization” is a


historical process representing the result of human innovation and technological progress.
It is characterized by the increasing integration of economies around the world through
the movement of goods and services across borders.

When 1st world countries that have rich companies hire workers from still developing
countries belonging to the 3rd world category, ethnoscape- the global movement of people
takes place. This ethnoscape is one of the different kinds of globalization according to
Arjun Appadurai. According to the Philippine Statistics Authority, the number of Overseas
Filipino Workers (OFWs) who worked abroad was estimated at 2.2 million, with Overseas
Contact Workers (OCWs) or those with existing work contact up 97.5% of them in the
period of April to September 2016. 7,979,716 of Filipinos were deployed overseas as
OFWs. Manpower and skilled professionals are two of the biggest exports of the
Philippines to the world. With a promise of better employment conditions and desirable
career paths, overseas jobs have become appealing to many Filipino professional. That
is why the number of professionals and skilled workers is growing relentlessly year-on-
year. The most in-demand jobs are still skilled workers. The opportunities for skilled
workers include carpenters, household service workers, and caretakers.

Team split: I as the Necessity speaker will be talking about the Necessity of Globalization.
My 2nd speaker shall be enumerating the various benefits of Globalization. And lastly, our
3rd speaker shall enlighten us on the practicability of Globalization.

Mr. Chair, there are certain burdens that must be fulfilled by both sides. It is the burden
of our side to prove to you- and we shall- that Globalization is a major key for economic
progress. On the other hand, in order for the opposing side to win this debate, they have
to magically be able to prove to us that Globalization is mainly for profiteering and that it
does not bring progress to countries.

Now with all that being said, let’s proceed to the definition of terms. First,
GLOBALIZATION: our side defines Globalization as the representation of global
integration of international trade designed to open economies domestically and
internationally to boost development in poorer countries and raise standards of living for
their people. Secondly, PROGRESS: our side defines progress as the process of
improving or developing something over a period of time. Therefore, we consider that
Globalization leads to progress when it improves or develops poorer countries and raises
standards of living of the people concerned.

Therefore, onto my first argument: Globalization is necessary for the collective prosperity
of nations. Interdependency, Mr. Chair; countries are empowered through
interdependency. This is present in international economic trade relations i.e. China and
Philippines engaging into trade wherein Philippines provides raw materials to China, and
China manufactures the resources into goods. Now under globalization, interdependency
is celebrated as countries coexist and through this coexistence, nations then achieve
collective prosperity where countries help each other achieve progress. Moreover, Mr.
Chair, globalization is also necessary for 3rd world countries to catch up and adapt to the
ever-changing global economic scheme. As I’ve explained earlier, globalization involves
rich countries hiring laborers from poor countries. Now this system is what benefits the
poor countries, as the provision of job opportunities to their workers allows those people
to earn money, thus giving them more purchasing power, therefore contributing to their
country’s economic growth. Just like how Overseas Filipino Workers working abroad
spend their money in the Philippines or send it to their families.

Now, Mr. Chair, in brief summary: Globalization is necessary for the progress of nations
both collectively and independently through interdependency and the provision of job
opportunities for the developing countries. I have fulfilled my role as a necessity speaker
and we shall now proceed. With all that being said, I can declare as early as now, that
side Progress have gained an advantage. Thank you. I am now ready for the interpellation.
