I.

Introduction

Traffic management is the organization, arrangement, guidance and control of both stationary
and moving traffic, including pedestrians, bicyclists and all types of vehicles. Its aim is to
provide for the safe, orderly and efficient movement of persons and goods, and to protect and,
where possible, enhance the quality of the local environment on and adjacent to traffic facilities.
This book is an introduction to traffic management, written in laypersons' language, and
assuming no background knowledge of the subject. Various basic traffic characteristics relating
to road users, vehicles and roads, and traffic regulation and control, are discussed, including
some traffic volume and traffic flow considerations relevant to traffic management. For effective
traffic management, it is essential that the practitioner works from factual information. Road
inventory and statistical methods, and the more common types of traffic studies, including
traffic volume and composition, origin and destination, speed, travel time and delay, accidents
and parking are described. "Before and after" studies, and estimation of future traffic are also
covered. As a basis for logically applying traffic management techniques it is necessary to
develop a classification or hierarchy of all roads to ensure that the primary purpose of each of
them is defined, agreed and understood. A functional classification of roads suitable for traffic
management purposes, and a process for developing such a system is described. Several
chapters go on to discuss various aspects of traffic management, including signing and
delineation, pedestrian facilities, bicycle facilities, intersections, traffic signals, road capacity,
parking, roadside safety and roadway lighting. The objectives of local area traffic management
schemes, and a systematic process for developing them are described, and the various
techniques that may be used and the principles of design of traffic management devices are
summarised. The application of traffic management techniques to rural and urban arterial roads
respectively is discussed, emphasising the desirability of treating routes or networks as a whole
rather than simply focussing on isolated problem spots. Past and likely future trends in road
travel, and various techniques for travel demand management are described. While these sorts
of techniques are well known, and their use should be encouraged, they are unlikely to have
much effect on travel in Australia at least for the foreseeable future. The important area of traffic
enforcement and the associated aspects of education and encouragement are considered. Unless
traffic management is logically applied and consistently enforced, it will not be effective.
Enforcement must be considered an integral part of traffic management.

On October 21, 2018 around 8:00 in the morning an accident happened at Upper carmen
pacific street near SM uptown which involved a motor cycle (suzuki raider 150) drove by Mr.
Dua a 22 years old residence of macabalan punta puti Cagayan de oro city and a motor
vehicle (toyota revo tamaraw fx) drove by Mr. Angcon a 23 years old a residence of initao
currently boarding at Carmen max suniel street Cagayan de Oro City. According to the
witnesses, Romeo tangcawan and Carl lago saw the accident the driver of Suzuki raider 150
which is Mr. Dua took a speedy left turn entering pacific street under the influence of liquor
and hit the Toyota revo tamaraw fx while taking a backing.

In further investigation the motor cycle Suzuki raider 150 OR CR is expired and Mr. Dua the
driver of the said motor cycle doesn’t have a license to drive just a Student permit.

There was a traffic accident occurred.

 Who and what is involved?

A motor cycle Suzuki raider 150 owned and drove by Mr. Dua a 22 years old residing at
punta macabala Cagayan de Oro City and Motor vehicle Toyota revo tamaraw Fx owned and
drove by Mr. Angcon a 23 years old residing at initao but currently boarding at carmen
maxsuniel street Cagayan de Oro City.

 Where did it happen?

The said accident happened at Upper carmen pacific street near SM uptown

 Why did it happen?

The accident occurred because this Mr. Dua the driver of the Suzuki raider 150 took a speedy
left turn entering pacific street under the influence of liquor and hit the vehicle of Mr.
Angcon while having a backing.

VII. Findings

In our further investigation we found out that the said accident occurred because of the
effects of the liquor that’s why Mr. dua didn’t notice the speed of his motor cycle while
turning left also due of the effect of the alcohol he wasn’t able to manage the brake that
causes he hit the motor vehicle of Mr. Angcon. The OR CR of the motor cycle was already
expired and Mr. Dua doesn’t have license to operate the motor cycle. Mr. Dua is a 22 years
old a Criminology Intern Student of Capitol University and residing at punta macabalan
Cagayan de Oro City.

VIII. Conclusion

We therefore conclude that driving under the influence of the alcohol is dangerous and can
cause life, damage properties and also can causes injuries. Do not drive unless you have
license to operate and your motor cycle/motor vehicle is registered not expired.

IX. Recommendation

If drunk do not drive to ensure the safety and prevent damages. If possible hire taxi to drive
you home or let your un-drunk friend to drive you home. Take a sleep or rest for a while and
then drive slowly if possible.
