1. CITIZENS' TIME
The Planning Commission provides this time for citizens wishing to share their ideas and concerns
with the Commission. This does not include comments on public hearing items as there will be
opportunity when we reach those agenda items. Citizens wishing to address the Planning
Commission should provide their name and residential address. Citizens' comments are limited to
three minutes unless a large number of citizens wish to speak; in which case, the time limit must be
reduced to accommodate all who wish to address the Planning Commission.
2. ANNOUNCEMENTS
This is a public hearing to allow the Commission to gather information from interested citizens on the
agenda items. Citizens may speak in reference to each item on the agenda for a time usually limited
to three (3) minutes. Commissioners and staff may ask questions of anyone attending the hearing.
Speakers are asked not to direct questions or comments to each other. Speakers are not allowed
additional time for rebuttal. This is a hearing, not a debate. Questions may be directed to
Commissioners and staff informally after adjournment or during office hours to the Community
Development staff.
3. Special Exception SPEX-18-009985 - Remington Technology Park - An Application for a
Category 20 Special Exception to Allow a Temporary Aboveground Water Treatment and
Storage Facility (PIN 6888-60-2817-000, Lee District) - The temporary private water system
is proposed to provide potable water and meet the fire flow requirements for the first data center
building in the Remington Technology Park; it will not be used for cooling purposes. The system will
use an existing on-site well and contain both aboveground water treatment and storage components.
The property is located at 6980 Helm Drive. (Remington Technology Park, Limited Partnership,

4. Comprehensive Plan Compliance Review - COMR-18-010197 - Riverside Preserve (PIN 6943-88-
4433-000, Marshall District) - The Applicant seeks a Comprehensive Plan Conformance
Determination for a proposed public park in accordance with Code of Virginia § 15.2-2232, which
requires a public hearing for the Planning Commission to determine whether the proposal is
substantially in accord with the adopted Comprehensive Plan. (Fauquier County Board of
Supervisors, Owner/Fauquier County Parks and Recreation, Applicant, Sponsor; Ben Holt, Planner II,
Staff)
5. A Zoning Ordinance Text Amendment to Enact Article 4, Part 11, Section 4-1100 et seq, Route
29/15 Corridor Overlay District (29/15CO) and a Zoning Map Amendment to Apply the Overlay
District to Defined Properties Along Route 29/15 at its Intersection with Route 605, and
Between Route 605 and the Prince William County Boundary Line (TEXT-18-010195) - This
Zoning Ordinance Text Amendment proposes to enact a Corridor Overlay District for the Route 29
corridor north of Warrenton in New Baltimore. Corridor Guidelines, providing specific standards for
development along the corridor, are an integral part of the Overlay District. (R. Holder Trumbo, Jr.,

6. A Zoning Ordinance Text Amendment to Article 11 Related to Wireless Telecommunications
Facilities - The Board of Supervisors adopted an Addendum to Chapter 9 (Public Facilities) of the
County's Comprehensive Plan related to Commercial Wireless Facilities on October 9,
2014. Implementation of the Amendment was postponed until the corresponding Zoning Ordinance
could be updated to be consistent with the Comprehensive Plan language. This Zoning Ordinance
Text Amendment will also bring the Ordinance into compliance with recent changes to related State
and Federal laws. The Board of Supervisors initiated this text amendment on November 8, 2018.

7. A Zoning Ordinance Text Amendment to Articles 3, 4, 5, 7, 10, 12 and 15 Related to Private
Streets - The purpose of this text amendment is to set a minimum design standard for private streets,
limit the number of lots accessing a private street, bond private streets not created to serve a family
subdivision or administrative subdivision, and develop more defined standards for applicants
requesting to waive the public street requirement. On July 17, 2017, the Planning Commission
initiated a text amendment to Articles 3, 4, 5, 7, 10, and 12 of the Zoning Ordinance related to private
streets. On September 20, 2018, the Planning Commission initiated a text amendment to Article 15 of
the Zoning Ordinance related to private streets. (Adrienne Garreau, Scott District, Sponsor; Marie

8. A Subdivision Ordinance Text Amendment to Sections 2-8, 10, and 17 Related to Private
Streets - The purpose of this text amendment is to revise the private street information to be
consistent with the Zoning Ordinance revisions including bonding private streets not created to serve
a family subdivision or administrative subdivision. On July 17, 2017, the Planning Commission
initiated a text amendment to Sections 2-8 and 10 of the Subdivision Ordinance related to private
streets. On September 20, 2018, the Planning Commission initiated a text amendment to Section 17
of the Subdivision Ordinance related to private streets. (Adrienne Garreau, Scott District, Sponsor;

9. A Design Standards Manual Text Amendment to Chapter 3 and Chapter 3 Appendix Related to
Private Streets - The purpose of this text amendment is to revise the private street information to be
consistent with the Zoning Ordinance revisions and update the ITE Trip Generation Table to the
10th edition. On May 17, 2018, the Planning Commission initiated a text amendment to Chapter 3
and Chapter 3 Appendix related to private streets. (Adrienne Garreau, Scott District, Sponsor; Marie

10. A Comprehensive Plan Text Amendment to Chapter 10 to Update the Private Street Policy and
Roadway Functional Classification - The purpose of this amendment is to update the road
functional classification and to revise the Private Street Policy to allow a gravel road surface for
private streets. On July 19, 2018, the Planning Commission initiated an update to the Transportation
Chapter of the Comprehensive Plan, Chapter 10. (Adrienne Garreau, Scott District, Sponsor; Marie
