16 Project description Magpie Hydel Construction Operation Industries Private Limited
* (MHCOIPL), Srinagar is established construction group
operating in Jammu & Kashmir, India. The company has
constructed and commissioned first IPP in the state under the
project activity.

The proposed small hydro project activity by MHCOIPL is a


Greenfield power project on the Madumati Nallah River, in the
district of Bandipore, Jammu & Kashmir state, India. The main

objective of the project is to generate zero-emission electricity


and contribute to climate change mitigation measures. The
installed capacity of the project is 10 MW, employing 2 units of
turbine, each with a rated capacity of 5 MW able to produce an
average annual total electricity generation of 74,460 MWh. The
electricity generated will be sold by the State Electricity Board
(NEWNE Grid), to PTC India Limited under a 25-year Power
Purchase Agreement (PPA). Thus, the electricity generated by
the small hydro power plant will displace part of the electricity
generated by the NEWNE grid dominated by the conventional
fossil fuel-fired power plants.

The purpose of the proposed project activity is to generate


renewable hydro electric power. The project activity involves the
installation of a 10 MW run-of-the-river hydroelectric project on
a perennial snow fed Nallah.

17 Technology to be Project activity is a 10 MW grid connected hydro power project

The technology of the project activity is environmentally safe
and sound as operates only on renewable hydro power and does
not have any polluted gas/ liquid effluent. There is no technology

49 Sustainable Ministry of Environment and Forests (MOEF), Govt. of India
* Development Criteria has stipulated the social well being, economic well being,
environmental well being and technological well being as the
four indicators for sustainable development in the host country
approval eligibility criteria for Clean Development Mechanism
(CDM) projects. The project activity meets all the criteria’s.

A* Social Wellbeing • The project activity, being located in a rural area will
lead to the development of the region
• It will generate employment opportunities during
construction, operation and maintenance of the project
• The project activity is giving 12% free power to the state
that the Government can use for subsidized distribution
to the households
B* Economic wellbeing • The project has created a business opportunity for local
stakeholders such as equipment suppliers, equipment
manufacturers, contractors, consultants (engineering,
human resources etc.).
C* Environmental wellbeing • Since the project uses renewable hydraulic energy for
the power generation, it does not lead to any emissions
in the environment
• The project conserves natural resources, reduces
pressure on the local environment to some extent, and
provides improved health and other environmental
benefits.
D* Technological wellbeing • The project activity is a clean technology demonstration
project, encouraging replication of same kind of project
activity across the region.

Hence, this project activity contributes to the sustainable


development criteria of the host country.

50 Local stake holders In order to have a clear vision and keeping up the satisfaction of

Notices were also displayed in the plant notice board as well as

proponent.
The local stakeholders are identified as those who face the
immediate effect due to the project activities which involves
effects on the local environment, social life and economics.

During the interaction of the corporate personal and plant

management, the stakeholders were identified as plant


employees, project contractors, and Athwatoo villagers.

During the meeting, it was briefed about the Kyoto Protocol,


environmental impacts, social impacts, economical impacts, and
other related impact, contribution of the project activity in the
sustainable development of the nation.
