ORDER:

The Engineer-in-Chief (Public Health) vide reference 1st read above, has stated
that the Government vide references 2nd and 3rd cited have accorded Administrative
Sanction for 10 Infrastructure Projects of various ULBs under IHSDP Scheme under
JNNURM for the year 2007-08 for a total project cost of Rs.14966.17 Lakhs and
further accorded Administrative sanction for 21 infrastructure projects of various ULBs
under IHSDP scheme for total project cost of Rs.18027.89 lakhs and further stated
that the Government have entrusted the execution of Stand Alone Infrastructure
Projects sanctioned and to be sanctioned by Government under Integrated Housing
and Slum Development Program to the Engineer-in-Chief, Public Health & Municipal
Engineering Department, Hyderabad.

2. The Engineer-in-Chief (Public Health), Hyderabad has further stated that the
Project Reports pertaining to the 31 projects of various ULBs were approved with
CSSR 2006-07 /2007-08. The cement and steel rates have increased sleepily during
the past one year. Further, the Project Reports were approved without the statutory
provisions such as VAT, Bankers Charges, Technical Personnel, Labour Cess,
Service Tax etc. Government of India have disallowed the provisions of VAT, Bankers
Charges, Technical Personnel, etc., as required in G.O.Ms.No.94 I&CAD dt.1-7-2003
for execution of projects in Andhra Pradesh. In view of the above, the total project
cost of individual ULB has undergone upward revision by 20 – 25 % and the revised
estimated cost of the Infrastructure Projects for the 31 ULBs works out to Rs.39928.54
Lakhs. and the increased Project cost shall be borne by the concerned ULB.
Accordingly, the ENC-PH has requested the Government to accord Revised
Administrative Sanction for the 31 No. Infrastructure Projects under IHSDP at a total
cost of Rs.38787.27 Lakhs against the original administrative sanction of Rs.32994.06
Lakhs for implementing the Schemes and requested to permit to reduce the scope of
the work in the individual ULB’s (sector wise) to accommodate the price revisions and
statutory provisions so that the cost of the project is restricted to the approved cost
and administrative sanction. The breakup details of the revised cost is as follows:

Original Administrative Sanction = Rs.32994.06 Lakhs

Increase due to revision of steel,
cement and SSR rates = Rs.1572.38 Lakhs
Increase due to Statutory provisions = Rs.4220.83 Lakhs

3. Government after careful examination of the matter and orders issued vide G.O.
4th read above hereby accord Revised Administrative Sanction for “Infrastructure
Projects in respect of following 31 projects of various ULBs under IHSDP Scheme
under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for the year
2007-08 for a total amount of Rs.38787.27 lakhs (Rupees Thirty Eight Thousand
Seven Hundred and Eighty Seven Lakhs and Twenty Seven thousand only) as per the
funding pattern among Central Government, State Government. and ULBs as follows:

4. The Managing Director, APUFIDC Limited, Hyderabad is requested to release

the Central and State share to ENC(PH), Hyderabad/ concerned ULBs as mentioned
above, for execution of stand alone infrastructure projects under IHSDP.

5. The Commissioners of above 30 ULBs are directed to implement the concerned

Urban Reforms Agenda and submit monthly progress reports to the MD, APUFIDC
Ltd., Hyderabad under intimation to Government.

6. The Commissioners of concerned ULBs and ENC(PH), Hyderabad shall deposit

the amount in a separate account Project wise as per Government of India guidelines
and ensure that there shall not be any diversion of funds at any circumstances.

7. The Commissioners of concerned ULBs and ENC(PH), Hyderabad shall submit

the expenditure particulars and Utilization Certificate and Monthly Progress Reports to
Managing Director, APUFIDC Ltd., Hyderabad.

8. The Commissioner and Director of Municipal Administration, Hyderabad, the

Commissioners of concerned ULBs, ENC (PH), Hyderabad and Managing Director,
Andhra Pradesh Urban Finance and Infrastructure Development Corporation Limited
shall take necessary action accordingly.
