Supplement 21 of 28-12-2017, Supplement 22 of 31-12-2017, Supplement 23 of 19-1-2018 I hold it appropriate to
20 provide this Supplement 23 of 25-11-2018.

In recent weeks we had another gruesome killing in Bourke Street, this time with a gas bottle
having been also put on fire however one has to ask where will it end?
As I indicated for more than 20 years I have indicated that as I understood it there was intentions
25 to do mass killings using a gas tanker and while this has not so far eventuated as such it seem to
me slowly to work toward such horrific event.
.
While there has been involvement with those claiming some religious undertone, I however had
no such religious overtone some 20 years ago made known to me.
30 People are for all kinds of reasons are dissolutioned or otherwise with their lives and some may
just grab any kind of headline conduct that will get attention.
We have such a elaborate reporting system that many are scared away to even seek assistance
from professionals. Also, the usage of GPS and other surveillance systems means that this also
adds to that a person at times cannot seek help.
35 As we have seen during the year we have Members of Parliament who refused to cooperate with
the police or for that earlier with the Victorian Ombudsman and ordinary citizens then may
wonder why are there DOUBLE STANDARDS that if they do not cooperate then they can be
arrested, etc. when lawmakers themselves legislate that unsown statements cannot be accepted
as a person (accused) must then make any statement under oath/affirmation or none at all then we
40 have interesting times ahead of us if the same was to be applied to the persons involved in the
Red Shirt rort. Likewise will there be Members of Parliament who will refuse to assist the
coroner as to what they did do, if anything at all, when I urged them to install items in Bourke
Street Mall tram tracks as to avoid a possible attack?
Had bollards or other obstructions been installed in the tram tracks (As I understand exist in tram
45 tracks/bus lanes in other cities around the world) then the 20 January 2017 tragedy may have
been avoided.

I generally refer to “\I understand” as then I refer to my perception and not what some other
person actually may have stated. This also as whatever I were to claim a person has stated could
e denied by the other person and as such I could lose a connection and the person may then go
his/her own way. Hence, I never refer to identities of any person and it is known by others I
5 never do so without their prior consent.
Actually generally my wife doesn’t even know when I communicate with someone as I might
suddenly leave to go wherever. This is to protect her from others as she will not know any
details. After all when dealing with people who might at times be willing to kill it is for her
safety she is kept out of it. Neither does she have access to any of my computers some not held at
10 all at home, as such she has no way of finding out any details.
When dealing with people who so to say are temporary blinded due to the stress and are
aggrieved they are subjected to, it is important that they can trust a person they are
communicating with that whatever they may communicate is not going to be used against them.
15 Ordinary lifeline and other such services are often too risky for a person contemplating
suicide/murder or eve n mass murder to use. What they need in so to say their hour of need is a
person who is willing to listen to what they desire to communicate and perhaps assist them to
overcome their dilemmas.
20 I understood from some they like to eclipse what others may have achieved (in death and
destruction) before them so they can on their way out of this world make a name for themselves.
Also, it is for them a challenge that the more difficult it is to execute some plan the more
challenging it is to pursue it. As such, I view most terrorism laws are merely harming innocent
civilians rather than to appropriately combat terrorism.
25 I have at times that even when seeking to activate a simcard this is denied and afterwards I
discover that someone in an overseas call centre misspelled my name even so I spell it out such
as H for hotel, R for Romeo, etc. what the legislation really achieves is to assist prospective
criminals to use those overseas call centres as to obtain personal details of a person. What we end
up is not a reduction in crime but rather an escalation of crime. In my view if there was a serious
30 issue to combat crime, including terrorism, then overseas call centres not subject to Australian
laws should not be used.
As I have also written about at my blog is that we should confiscate any building used for
criminal purposes, not just regarding bikies, etc, but also any building that is purportedly used as a
35 religious building but is actually used to promote criminal conduct. It is not uncommon that former
churches are converted to residential accommodation facilities or Mosque, etc. As such, they are merely
buildings. I see therefore no issue in having a building that is used to promote violence against innocent
victims to be confiscated as part of a criminal conduct and be demolished. It is in that manner that those
who manage such a building are warned beforehand that they better do not allow the building in their care
40 to be used for criminal purposes or the promotion thereof. It is irrelevant if this involves a particular
religion because it should be applied to any religion which promoted violence. Also, any group that has a
not-for-profit status but allows the promotion of violence in the building by this proves not to be for the
good of society but contrary to it and so should be denied any not-for-\profit status.

45 QUOTE
Dr. QUICK (Victoria)-I do not propose to be as severe in my criticism of the provision of the honorable and
learned member (Mr. Symon) to-day as he was in his determined opposition to my proposed clause yesterday.
I would point out, however, two difficulties in the way of adopting his provision. The first is that there is no
definition of the status of "citizen." The clause does not say whether a citizen is a ratepayer of a state, an
50 adult male, or any member of the population of a state-men, women, children, Chinamen, Japanese,
Hindoos, and other barbarians. Who are the citizens of a state?
Mr. SYMON.-That depends upon the law of the state upon the subject.
Dr. QUICK.-So far as I am aware, there is no law in any colony defining colonial citizenship or state
citizenship. I am merely adopting the line of argument which my honorable and learned friend adopted
55 yesterday, in taking advantage of technical points.

END QUOTE

Hence, Section 116 of the Commonwealth of Australia Constitution Act 1900 (UK)
contemplated that criminal law can be used against anyone who purports to exercise a religious
5 conduct that within the provisions of criminal law is deemed unlawful.
We have Members of Parliament who are elected to be lawmakers who then are rorting the
system and at times claim they didn’t know what they were doing was unlawful. What kind of
message does this send out to ordinary citizens that those legislating themselves lacks to
10 understand the rule of law.
We can have an elaborate reporting system and so to say put listening devices in every home, if
that not already exist with our current systems of computers, tv, etc, (As at times reported in the
media) but what we need to address is that when a person sees no alternative but to commit
suicide, murder or even mass murder then we have failed to ensure there is a system in place that
15 can assist those to perhaps follow a different path.
.
When you provide treats in a juvenile centre for good behaviour rather than teach them that they
are under punishment and any ill behaviour and damage can result in additional incarceration
then surely the system is doing no more but to cause escalation of criminality. After all the
20 person who is supposed to be incarcerated as a punishment essentially is running the juvenile
system. When the prison system is as such, at least as I understand it, that criminals released are
committing crimes merely to be able to get back into the prison system being so to say better
looked after then senior citizens are then there is a clear law and other failure.
.
25 I understand from a video that the Russian Black Dolphin Prison is such that few, if any, former
inmates would desire to return to there.
We have also this system in placed that anyone charged with a serious crime can use an excuse
of mental illness, etc. It is by far overdone and weakens any legislative provisions to punish a
30 criminal when convicted of a crime. When a person uses drugs, alcohol, etc, then they by this
take the risk to be unable to use their senses appropriately and I view this is a self-inflicted harm.
It should then never be any excuse as to having c omitted some crime.
As my late father used to tell me and my siblings when we were children, even before we were
35 teenagers, never use alcohol and drive a motor vehicle because you could harm innocent road
users. He kept on hammering this message into us more than 70 years ago and well it stuck to
me. And I understand that Prime Minister Scott Morrison recently made comments as to people
of any religious group needed to take responsibility for what goes wrong with members in their
community.
40 In my view poring heaps of monies into any group to please them is not going to resolve the real
issue where someone is promoting some sort of violence. The core issue is to stop the promotion
of violence. Anyone who pursues to teach scriptures of the past in today’s society I view must be
acting responsible to indicate that certain issues cannot be applied/pursued in today’s society as
society has moved on from historical conduct that might then have been acceptable.
45
Those who died in the 20 January 2017 murderous rampage were all denied their rights to live a
life to the fullest as ordinary any human being is entitled upon.
Despite my warnings over the decades never has a single politician or for that law enforcement
authority sought to involve me to seek to come to some sort of appropriate system to at least
50 reduce the carnage. After all the more death and destruction the better for the politicians to have
excuses to legislate and law enforcement agencies to achieve increase of funding. A clear
example was the funding of ASIO sky-rocketing when it grossly failed to assess the real Iraq
issues. As such, for law-enforcement agencies it is essentially in their financial interest that
people are slaughtered.

We have the same with the Department of Human Services, who whenever a child in their care
dies it will claim that its staff is overworked, this when at the same time it is seeking additional
Children Court orders for other children to be placed in its care.
5
I understand that the person now convicted of slaughtering the 6 people in Bourke Street had
posted a video on the Internet (or someone else did so) about the wheelies he was doing many
years earlier similarly as was recorded he did in Flinders Street/Swanston Street intersection as a
DEATH BOX issue.

Obviously the so to say silent killer is a person who keeps away from authorities, including
certain professionals who might be able to assist but due to their requirement to report are
20 becoming inaccessible, and also have to refrain from talking to family members and friends
which means that of often it is like a bolt of lightning out of the blue. However, because of my
reputation to take on authorities, including judges, lawyers, politicians I built up a considerable
reputation to stand up for the underdog without charging for it.

will act honourably and pursue matters against those who failed to disclose financial issue and

Our democracy finds its roots in FAIR and PROPER elections but it now appears to me that the
35 Victorian Police takes far too much time to do the job that could have been expected from it to hold
certain people legally accountable!

I also understand from persons (as a common denominator) that they just don’t like it when
seeking assistance to be told to respect others, etc, and they are foolish to do what they are
contemplating. I always seek to avoid to become critical because this would rather a block or
45 some wall with the person. Hence, my issue is not to seek to cause conflicts but rather to see
them to discover for themselves what the appropriate alternative is.
I understood also from some persons that they just wanted a day in court to have their say. And at
times when they have even if they are unsuccessful (in the litigation) nevertheless I found they
were pleased to have had their day in court to put on record what they wanted to state.
50 I understand that the person now convicted of the killings on 20 January 2017 Bourke Street
incident likewise wanted to have his say in court.
The general issue by most was they wanted justice and where they are robbed to have this then
well they become so to say immune from whatever harm and suffering they may cause upon
55 others. When I have contact with a person even decades later they make known they really were
in some sort of trance that they saw the suicide/murder/mass murder as the rightful solution
whereas now they can’t belief they really were then in such a state of mentality.

Let’s be real about it we have politicians and lawyers who make all kinds of claim but really are
mainly interested in their positions to advance it and so what if those who seek assistance are so
to say left high and dry. This too is a common denominator in many countries as I understand
5 from others in other countries. And people are more and more dissolutioned by this.
.
As I have stated in the past judicial officers often stop an unrepresented person to have his/her
say in court and allow as lawyer no matter how much he/she lies to have the time they desire.
This is why the judiciary is on a path of self-destruction. The judiciary has assumed a role to be
10 part of the Government rather than to be impartial. Also the legal system is far too complicated
for the ordinary citizen to understand and this immediately disadvantage them. In a previous
case in 2016 I then pointed out to the trial judge the opposing party numerous violations of legal
provisions, the lies and deception, the breaches of court orders, etc, and His Honour made known
he was not dealing with that but had I made even one of those errors I would have lost the
15 appeal. While I as a senior citizen can handle this kind of DOUBLE STANDARD and gross
injustice I realize many ordinary citizens will be furious and may seek some sort of revenge in
particular when the effect of any orders can result in a destruction of their living conditions. The
building up becomes so much that reality is no longer existing to them nor the legal
consequences as to what they contemplate, even if surviving the event they planned. What is
20 missing is a process to have some valve to reduce the pressure in a person where the person can
seek assistance without risking to be reported and where the person who they seek assistance
from in effect does care and seek to understand what the grievances are about. Confidential
counselling without any reporting is a way to start the process. Albeit I am not of the Catholic
faith I do view that the sanctimony of confession should not be interfered with because it
25 unlikely will do any good but will likely destroy the opportunity of any offender to seek to
address an issue. When a person refused in court to accept his wrongdoing but subsequently after
about 3 months (free of charge) having my assistance then make known he was wrong in what he
did may underline that by not being judgmental upon this person and letting himself decide
issues can have the best result.
30
It may serve perhaps to consider that when you deal with person who is like wounded animal the
last thing you should do is to aggravate their condition. The issue should be to seek to reduce any
escalation of issues. Obviously for every person it can be different and this is why person to
person confidential counselling may be more appropriate. Never mind politicians desiring all
35 kinds of reporting to boost their public image but in the process has placing more citizens lived at
risk for the sake of their ever increasing legislation that may often do nothing to address the
issues at hand. Avoiding to leave a person grieving without any real assistance at hand is what is
lacking but needed.
Not uncommon, there are people who say they admire me for my determination to pursue justice
40 and it encourage them to likewise pursue the same. And that to me is one way to seek to assist
others. To show the lawful way to follow, regardless of the end result to succeed or not in
holding politicians legally accoluntable..
A copy of this Submission Supplement 24 will be published on my blog at
45 www.scribd.com/inspectorrikati.
This part submission is not intended and neither must be perceived to set out all issues.
