Organizational Structure
A quick reference guide to HR
Introduction
When you have a question or concern that requires assistance from Human Resources we want you to get that
help as soon as possible so you can continue creating community prosperity. Therefore, it is important to
understand how your HR department is organized so that you can get the help you need as quickly as possible.
If you are ever in doubt about which is the right department for your specific question or concern please email
AskHR@hillsboroughcounty.org and we will gladly point you in the right direction! The following pages contains
the teams that comprise the Human Resources department along with their corresponding contact
information.
Talent Solutions
• Talent Acquisition Team: The TA team is responsible for assisting departments with the recruiting, hiring,
and onboarding process for vacant positions. They work directly with departments to coordinate interviews
and select qualified candidates for position. They handle promotions, demotions, and lateral transfers.

• Learning and Organizational Development: Human Resources, Learning & Organizational Development is
dedicated to providing employees with behavioral-based learning opportunities and training aligned with
the County's Core Values. OracleLearningManagement@hillsboroughcounty.org
• Talent Management: Their role is to support a high performance culture. They provide monitoring, coaching
and developmental interventions for employee performance, such as Performance Improvement Plans
(PIPS). They also assist with developing essential duties for performance evaluations. The person of contact
for this team is Matt Stewart stewartMD@hillsboroughcounty.org.
Talent Management
• Investigations: The investigation team looks into complaints of employee misconduct and works with the
performance management team to provide recommendations for further action. The persons of contact for
this section are aggersb@hillsboroughcounty.org; krieckl@hillsboroughcounty.org.
• Labor Relations: The labor relations team works as a strategic partner with employees, management, and
unions. They help manage collective bargaining agreements. The person of contact for this team is Luz Ruiz
RuizL@HillsboroughCounty.org
Total Rewards
• Retirement: The goal of this team is to provide employees with a seamless retirement process. They provide
guidance to employees to help navigate this exciting next chapter in their lives, including FRS, disability, and

• Classification and Compensation: The purpose of Classification and Compensation is to determine the
appropriate classification and minimum qualifications required for staff and management positions and to
assign the position to the appropriate pay range. This team develops positions, helps departments
reorganize/restructure, studies market trends, and assigns monetary value and responsibilities to positions

• Leave Management: This team is comprised of HR professionals who assist departments and employees on
the following topic: workplace safety, Workers’ Compensation, Leave Management (FMLA, ADA, Parental

• Benefits: The primary function of this team is to help employees guide employees through the many
benefits that the County offers and assist them with enrollment. They can help with activities such as name
changes or making changes to your benefit elections. benefits@hillsboroughcounty.org
• Well4Life: Our Well4Life team focuses on the improving employee’s physical, financial, social, and emotional
wellbeing. They manage our Well4Life Center and create and implement programs and events to help
employees become their best selves. Well4Life@hillsboroughcounty.org
Additional Sections
• HR Data: HR Data is responsible for inputting all personnel actions into Oracle, including terminations,
supervisor changes, location changes, hiring actions and pay rule changes just to name a few.

• Administrative Support: The administrative team provides support to department director and managers
and performs a variety of clerical and customer service related tasks for the Human Resources department.
They are usually the first point of contact for the department. The person of contact for this team is Sonya
