WHEREAS, Pines City Colleges Faculty and Employees Union (PCCFEU) maintains a
savings account at the Bank of the Philippine Islands (BPI), Abanao Road, Baguio City.
WHEREAS, the association during its assembly on May, 2014 elected a new set of officers.
WHEREAS, the new set of officers during their meeting on September 4, 2015 at Pines
City Colleges agreed to change the signatories of the savings account at the Bank of the
Philippine Islands, Abanao Road, Baguio City.

- Result of negotiation process regarding wages, hours of employment, and other fringe
benefits
- Normally, it provides benefits higher than existing ones being enjoyed by workers given
by the management.
- Promotes industrial peace. (negotiations are done peacefully and harmoniously).
As organized labor,
-enacted, March 1990 according to our records basing on the Constitution and By-laws.
Joining a labor union is LEGAL and BINDING. We are registered as a Union at DOLE.
It becomes unlawful if our employers will interfere with the affairs of the Union, or to restrain,
coerce employees in their right to join labor union. DO NOT BE AFRAID. The union protects us
from unfair labor practices. You may read, Chapter II, Article 254 Section A. Labor Code Of The
Philippines by Chan.
CBA expired, May 31, 2017. Every after 5 years, renewable and another renegotiation.
Negotiation for economic is done every after 3 years.
2015 – We had economic negotiation.. Meaning no other negotiations but just ECONOMIC.
February, 2017, a memo was passed to all employees to submit any concerns to be negotiated, but
few had responded, deadline given May, 2017.
August 2017, we passed a memo to give your comments on the following agenda that we thought
could benefit all employees:

DELOADING OF FACULTY MEMBER DUE TO K-12
ADDITIONAL DAYS OF BEREAVEMENT
Sept. 27, 2017, PCCFEU negotiated with the management followed by Oct. 9, 2017.
Management gave their ‘COUNTER PROPOSAL’.
Final signing of the CBA was done Nov. 20, 2017 with Ma’am Baltao and the rest of the
management
Now, we have this General Assembly for you to be informed what transpired in our negotiation
with the management for the promotion of industrial peace and the approved benefits.

GLADYS BRINGAS DESALIT formerly GLADYS R. BRINGAS
Also, an alumna and a consistent honor student, graduating Top 3 at St. Joseph’s High
School, Flora, Apayao, class 1976.
She earned her Bachelor of Science in Nursing degree at St. Louis University and in the
same university, she completed the academic requirements of Masters of Arts in Education,
major in Educational Supervision and Management.
A Nurse by profession but ended up working in the academe at Pines City Colleges, Baguio
City.
A Union Officer of the Pines City Colleges Faculty and Employees’ Union.
Literary writer of the school organ of Pines City Colleges, Pines Shield.
Aside from the academe, she serves as a Sunday School Teacher. A businesswoman,
proprietor/manager of the family owned, Bringas’ Banana Farm in Davao del Norte.
An Officer and member of the different Professional Organizations, both local and
international.
