Subject Measurement (Builders)

Pre-requisites Nil

Aims and Objectives To introduce the basic skills of measurement. Conditions

of contract will generally nominate a set of rules of
measurement and so the development of measurement skills
devolves on the correct interpretation of these rules as well
as with unambiguous and repeatable sets of measurements
resulting in quantities of work in place.

Learning Outcomes • Understand and apply the standard rules for

measurement. Standard Method of Measurement (SMM)
used in Singapore.
• Interpret drawings and recognise items of work in place
and categories them into elements..
• Demonstrate the booking of dimensions in a neat and
orderly fashion using the Trade-by-Trade Method of
taking-off.
• Understand the difference between the Trade-by-Trade
and Group methods of taking-off.
• Prepare a draft Bill of Quantities (BQ) for some of the
more basic forms of construction.

Assessment Assignment and Written Examination

Module Topics Basic Measurement Techniques

Substructure - Centre Line Method, Excavations,
Foundations - Disposal/Earthwork support,
Concrete Foundations, Walls - Brickwork/Blockwork,
Projections, Drainage – Below Ground, Above Ground,
Internal Finishes – plasterwork, wall tiles, fitted carpeting,
Roof Coverings – simple pitches, hips, valleys etc.

Subject Measurement (M&E)

Pre-requisites Nil

Aims and Objectives • To extend the students’ skills in interpretation of rules of

measurement by further study of SMM7 and CESMM.
• To extend the students’ skills in recognising items of
work in place by the use of more complex forms of
construction, particularly temporary works such as
support, inserts, testing and commission.

Learning Outcomes • Apply and interpret the proper application of rules of

measurement to complex structures
• Recognise items of work in place whether or not these
are displayed formally on architectural or engineering
drawings.
• Have a working knowledge of the Trade-by-Trade
method of taking-off and billing
• Understand the processes of the Group Method of taking-
off and the subsequent processes which lead to the
production of a bill of quantities.
• Understand the computerisation of the measurement
process.

Subject Contracts Laws

Pre-requisites Nil

Aims and Objectives

To provide students with a sound understanding of
Contracts Law and its reforms which will be required for
their everyday work in the profession, and in particular for
those entering the field of management, sales and leasing.
The aim of the marked coursework assignment is to allow
conclusion of simple missives and the understanding of
deeds.
Learning Outcomes
Students will have gained the knowledge and understanding
of the principles of Contracts Law which fully meet the
course aims. They will also gain the skills to apply common
and stature law in the appropriate manner. Contracts Laws
are viewed by the profession as being primary and essential
subjects for graduates which will be in daily use throughout
their careers, whether in private or public practice. A lack
of knowledge and understanding would seriously prejudice
the financial and legal interests of their clients/employers.

Assessment Assignment and Written Examination

Module Topics • Contracts Laws, Torts, Statutes, Cases

• Standard Forms of Contracts and its selection
• Interpretation of the Standard Conditions
• Definition of Scope of works, Drawings, Specifications
• Contents of construction contracts
• Liabilities of design, defects
• Bonds, Security Deposits, Insurances, Warranties,
Indemnities
• Breach, Liquidated damages
• Payment, Re-measurement, Set-off
• Certificates and Final Certificates

Subject Financial Cost Management

Pre-requisites Nil

Aims and Objectives • This module aims to provide students with a basic
understanding of the principles involved in both pre and
post contract cost management processes associated with
building projects of limited complexity.
• Students will consolidate their understanding of the
theoretical basis underpinning cost/price and value in
terms of typical building projects from the perspective of
clients, consultants and contractor organisations
participating in the building project production supply
chain.
Learning Outcomes • use written skills necessary to prepare a budget cost
report for building projects of a limited nature
• use communication skills necessary in making
presentations
• use numerical skills to determine accurate rates for items
of common building work

differing perspectives associated with the building
project supply chain
• describe the process of budget estimating and establish
its significance in pre contract design cost control
• describe the procedures involved in selecting a contractor
by conventional tendering processes
• discuss the process by which a building contractor can
