(b) Fill in the ballots papers : each participant fill out a ballot to nominate, among eligible candidates,
whomever the participant believes is the best fit for the Role. Each participant must label the ballot with
his/her own name as well and no one may abstain or nominate several people.
Before and during this step, the Facilitator must immediately stop all comments or debates about possible
candidates and potential nominations.
(c) Nomination round : once all ballots are gathered, the Facilitator must share the content of each
ballot, one by one, with all participants. When the Facilitator reads aloud a ballot, the nominator must
state why he/she believes that his/her candidate would be a good fit for the Role. Facilitator must stop
any comments or reactions as well as any nominator’s comment about other potential candidates besides the
nominee.
(d) Nomination change round: once all nominations are shared, the Facilitator must give each participant
the opportunity to change his/her nomination if wanted so. A participant making a change may explain the
reasons which pushed him/her to select a new candidate, but the Facilitator must stop any other comments or
discussion.
(e) Make a Proposal: next, the Facilitator must count the nominations and make a Proposal to elect the
candidate with the most nominations for the specified mandate. If there is a tie for the most nominations,
then the Facilitator may do any one of the following options : (i) randomly and blindly select one of the
tied candidates and propose this person ; or (ii) if the person currently filling the role is among those
tied candidates, propose that person ; or (iii) if only one of the tied candidates has nominated
himself/herself, propose that person ; or (iv) go back at the previous step and ask at each participant who
nominated another candidate than a tied candidate, to change that nomination to one of the tied candidates
then continue back to this step and re-apply the rules.
(f) Process the Proposal : once the Facilitator makes a Proposal to elect a candidate, he has to move to
the Integrative Decision-Making Process to resolve that Proposal. However, the Facilitator must begin
directly with the Objection round, and, if the proposed candidate is present, Facilitator must ask him/her
for objection at last. If Objections are raised, the Facilitator may choose to process them normally or to
discard the proposal, either immediately after the Objection round, or at any point during integration
step. If Facilitator choose to discard the Proposal, he must return at the prior step of this process,
remove all nominations for the prior proposed candidate and follow the rules of the prior step to select
another candidate to propose instead.
