Sub: Ministry of Railways, Govt. Of India’s forthcoming tender for Design, Manufacture,
Construction, Supply, Testing & Commissioning of Electric Locomotives Cum
Maintenance and Depot Works for Dedicated Freight Corridor (DFC) Project.

Ministry of Railways, Govt. of India has floated an Invitation for Pre-qualification (IFP) Notice No.
2016/Elec(Dev.)/440/4 for International Competitive Bidding (ICB) No. RS P-7(A) for DFC project
consisting of procurement cum Maintenance of 200 nos. of 9000 HP complete Electric Locomotives
and Depot Works. The tender allows for supply of upto initial 10 fully assembled locomotives.
Thereafter, locomotives are to be assembled at Indian Railways’ factories with kits supplied by
the successful bidder along with Transfer of Technology to CLW of mechanical systems and
maintenance of the supplied locomotives / kits.

The tender stipulates that bidders should meet technical and financial qualification criteria to be
eligible for the process. Technical qualification of bidders require the bidders to have design
experience of propulsion systems and / or Mechanical systems. For the manufactured products.
The tender calls for eligible bidders to have supplied at least 320,000 HP of 3-Phase IGBT based
propulsion systems and at least 200 rail cars of High speed Trains / 100 locomotives. Detailed

At our Jhansi plant, we manufacture complete Electric Locomotives upto 5000 HP rating for
mainline application of Indian Railways, Diesel Electric Locomotives from 350 HP to 3100 HP
rating. Till date, we have supplied 360 nos. of main line electric locomotives Indian Railways and
more than 250 nos. of diesel electric locomotives for shunting operations to different industries.

We have recently bagged an order for manufacture of complete Electric Locomotive of 6000 HP.
Our Jhansi plant with an installed capacity of 75 nos. locomotives per year has the distinction of
being the only electric locomotive manufacturer in India other than Chittaranjan Locomotive
Works of Indian Railways. At Jhansi, we have complete state-of-the-art facilities for
manufacturing, fabrication and testing of bogies, loco shells, under frames and other mechanical
components of locomotives.

Among electrical propulsion equipment, we manufacture and supply traction motors, traction
transformers, power converters(IGBT/GTO) & controls, auxiliary converters(IGBT/GTO) and
vehicle control units for electric locomotives, diesel electric locomotives, EMUs, DEMUs & and
metros trains of Indian Railways. Our manufacturing range includes conventional DC drive, IGBT
based 3-phase drive equipment upto 6000HP rating. BHEL has also been in the forefront of
providing maintenance and spares/replacement support to Indian Railways for their locomotive
fleet. We have full-fledged service department located at major centres in the country.

For the forthcoming tender requirement of Indian Railways, we would like to make use of our
state-of-the-art facilities for manufacture / assembly of Electric Locomotives at our Jhansi Plant,
while supply of various electrics such as Traction Motors, Traction Transformers and Auxiliary
converters / inverters / complete propulsions from our manufacturing plants at Bhopal &
Bangalore.

Over the years, BHEL have entered into a large number of co-operation agreements with almost
