Subject: Amendment to Rules 29, 46, 48 & 49 of J&K Public Service Commission
(Business and Procedure) Rules, 1980 and Rule 32 of J&K Public Service
Commission (Conduct of Examination) Rules, 2005.

Commission held on 18-05-2017.

It is hereby notified for the information of the general public that the existing Rules
29, 46, 48, 49 of J&K PSC (Business and Procedure) Rules, 1980 and Rule 32 of J&K PSC
(Conduct of examination) Rules, 2005 shall be substituted as under:-

“Rule 29 of J&K PSC (Business & Procedure) Rules (Scrutiny of Applications.)


i) The scrutiny of the applications to determine the eligibility or otherwise of the
applicant to participate in the selection process shall be undertaken by the
Secretary through a committee to be constituted by him for the purpose. The
Controller of Examinations shall initiate such scrutiny in respect of applications
submitted for examination based recruitments through a committee to be
constituted by him.

ii) The Composition of the Committee(s) shall be as under:


a) Deputy Secretary/Under Secretary or equivalent (DR/Examination Section)
b) Section Officer (DR/Examination Section)
c) Head Assistant/Senior Assistant (DR/Examination Section)

Rule 46 of J&K PSC (Business & Procedure) Rules, 1980.

Within one week from the date mentioned in orders issued under Rule 29, the file shall be
put up by the Secretary to the Chairman for deciding about the appointment of Experts
for assisting the Commission for holding viva-voce and in case of examinations, the
Controller of Examination shall put the file to the Chairman for deciding about the
paper setters/examiners for setting up question papers.
Rule 48 of J& K (Business & Procedure) Rules, 1980.
The Controller of Examinations shall exclusively deal with correspondence etc. with
Examiners and Paper Setters etc. relating to Examination matters under the directions of
the Chairman. In other matters, other than examinations, the Secretary shall exclusively
deal with said correspondence with Experts under the directions of the Chairman.

Rule 49 of J&K PSC (Business & Procedure) Rules, 1980.

The records pertaining to the appointment of Examiners relating to examinations etc.


shall be maintained by the Controller of Examinations. The names of new examiners etc.
shall be brought on record from time to time. All this record shall be treated as confidential
and secret and shall remain with the Controller of Examinations in his personal custody
and in respect of other matters including viva voce with Secretary.

Rule 32 of J&K PSC (Conduct & Examinations) Rules, 2005.


Announcement of Results.
a) The Controller of Examinations shall, with the approval of the Commission arrange the
announcement of the results of all the examinations including the competitive
examinations as early as possible and get these results published in the Government
Gazette. The Controller of examination shall submit only list of eligible candidates
who qualify the examinations, to the Secretary enabling him to set in motion the
process for viva voce and also send intimations to the individuals concerned
separately. As for the competitive examinations, results of such of the candidates as
may qualify for viva voce test in accordance with the provisions of the respective rules
will be published in the Government Gazette. After the candidates are subjected to a
medical examinations and final selection is made, a list of selected candidates will be
notified according to the merit, in the Government Gazette under the signatures of the
Secretary. The Controller of examinations under the orders of Chairman shall on
sample basis get undertaken third party evaluation of examination related
processes i.e. generation of results etc. from organizations like (STQC) Ministry of
Electronics and Information Technology (MEITY) Government of India.
This shall come into force with immediate effect.
