CHAPTER I

INTRODUCTION

I.I Background

Current developments in science and technology currently is rapidly

increasing, making it easier for human conduct any activity becomes simple.

Call it the internet, new media this one provide facilities for digging as far

as possible the information that exists throughout the world. The technology

is evolving very rapidly and are more advanced in this modern age. Can not

be denied, the internet is a matter that is needed for people in everyday life,

both in the activities of socialization, education, business and others.

Technological advances and the information is a form of globalization and

modernization produced by the social changes that occur in the community.

It is increasingly facilitate human or someone to build a network and

interact with other people without the limitations of distance and time.

These advances support the life of the people of the world including

Indonesia. As the development of the times, to know the presence of

Indonesia Society internet, radio, television, and so on. Electronic media is

already easily accessible via smartphones, we know smartphone is phone-

shaped handheld communication systems that recognize the existence of the

internet and high-tech features of the other. In smartphones, there is already

an internet technology making it easier for us to watch television and listen

to the radio by means of streaming via smartphone. The Internet is one form

of communication with the current mix of technological developments.

From the internet this is the emerging social media as an example of one of

these is Instagram. At the beginning of his appearance Instagram is used

only as a media event to "show off" Instagram users use the media only to

follow the trends that were booming in the community. There is a sense of

our satisfaction for the users when they show off their lives through social

media Instagram. Instagram can also be linked with other social media, such

as Facebook, Twitter, and Tumblr. Every activity on Instagram can be

automatically distributed social media third-last by doing settings in

advance to use this sharing feature.

Viewed from this, many companies or organizations doing the

expansion of the range of information via Instagram, which aims to let more

people see and add to the knowledge about your company or organization to

quickly and easily so that the then later brought a reputation. A reputation

earned after the image is obtained, as for the image or picture of someone's

opinion means about something.

Now many companies or organizations are using social media Indonesia

Instagram to share information. Only post photos in a matter of minutes

have gotten to like and comment with proven social media all information

can be received quickly and got a quick response anyway. This thing also

happened in Directorate General of Spatial Planning Ministry of Agrarian and

Spatial Planning Republic of Indonesia where the team publications using

social media as the media information so that Instagram all information can

be accepted by the entire community of Indonesia with only a matter of

seconds.

it is done in the world of the internet will be much cheaper. Cyber pr

Community institutions to put forward various activities on spatial

Directorate General to inform to the whole community through the

@Ditjentataruang account. The publication team is able to manage the

information what information deserves to be shared.

Directorate General of Spatial Planning Ministry of Agrarian and Spatial

Planning Republic of Indonesia is one part of a Ministry of the Government

of Indonesia which has the task of organizing the affairs in the field of

agrarian land tenure and governance/ spaces in the Administration to assist

the President in organizing the Government. Directorate General of Spatial

Planning exist under Ministry of Agrarian and Spatial Planning Republic of

Indonesia and is responsible to the President. Directorate General of Spatial

Planning is currently headed by Abdul Kamarzuki and supervised directly

by Sofyan Djalil as Minister of Ministry of Agrarian and Spatial Planning

Republic of Indonesia which also served as the head of the Agency's Land

Nationwide. Since, July 26th 2016 Ministry of Agrarian and Spatial Planning

Republic of Indonesia headed by Sofyan Djalil. Directorate General of

Spatial Planning Ministry of Agrarian and Spatial Planning Republic of

Indonesia in carrying out every task his Government must have the

confidence of the public and one way in building trust through the existence

of information disclosure to the public. This is in line with the social media-

owned Directorate General of Spatial Planning Ministry of Agrarian and

Spatial Planning Republic of Indonesia, where social media is itself made to

disseminate news coverage of related activities and things that have been

implemented by the Directorate General of Spatial Planning Ministry of

Agrarian and Spatial Planning Republic of Indonesia. In this case, is

required to better PR management so that the submission of information to

the public does not violate applicable laws and regulations.

In order to carry out work of this practice, the writer chose the

Directorate General of Spatial Planning Ministry of Agrarian and Spatial

Planning Republic of Indonesia on the Team Publication because in

accordance with the writer's field of study that is public relations. The

importance of information about Directorate General of Spatial Planning

Ministry of Agrarian and Spatial Planning Republic of Indonesia especially

about existing activities within the Directorate General Spatial Planning

Ministry of Agrarian and Spatial Planning Republic of Indonesia should be

Hence the need for the activities of the management of social media to

give wide information Instagram to society which will affect the

performance of the Directorate General of Spatial Planning Ministry of

Agrarian and Spatial Planning Republic of Indonesia itself. His response of

many communities that go into social media Instagram, Directorate General

of Spatial Planning Ministry of Agrarian and Spatial Planning Republic of

Indonesia can know the voice of the will of the people, so as to maximize

the quality and performance in order to become even better in the future.

From the explanation the writer are interested in researching the

activities of management of social media information media as Instagram to

the community about the activities of the Directorate General of Spatial

Planning Ministry of Agrarian and Spatial Planning Republic of Indonesian.

1.2 Internship Planning

1. Execution Time:

Start an Internship on Tuesday, Augustus 14th 2018 and ended on

Wednesday, November 14th 2018. In there writer explore all activities

related to social media management. During the time, writer can observe

the social media management activities and do the work provided by the

internship supervisor.

2. Place of Execution:

In this internship. The writer choose location internship in Directorate

General of Spatial Planning Ministry of Agrarian and Spatial Planning

Republic of Indonesia which has a full address at Jl Raden Patah No. 1

Kebayoran Baru South Jakarta 12110 Indonesia as a place to reflect on

the results of campus learning to be implemented in the world of work

later, and the writer carry out internships in the social media

management activities section.

In activity carried out by writer, have a purpose as follows:

1. As one of the requirements graduation lecture an internship field of

study public relations the faculty of communication.

2. The activity of detecting and public relations in Directorate General of

Spatial Planning Ministry of Agrarian and Spatial Planning Republic of

Indonesia. Plant a sense of togetherness and teamwork well.

3. To form positiveness and confidence in work.

4. To socialize with the new environment quickly and able to adjust.

5. Get direct experience in the corporate world public relations especially

in the field of.

6. Increase network writer that can later be connection to the world of work

later.

In any activity that is performed must have purpose which goal is

achieved when has reached indicators that has been set .Indicators success in

these activities that can be carried out by writer:

1. Writer can do activities of public relations and to implement directly in

Directorate General of Spatial Planning Ministry of Agrarian and Spatial

Planning Republic of Indonesia.

2. Writer can do social media management activities on instagram with

well and in accordance with determined by Directorate General of

Spatial Planning Ministry of Agrarian and Spatial Planning Republic of

Indonesia.

3. Writer come to know of the main purpose of social media management

on instagram in Directorate General of Spatial Planning Ministry of

Agrarian and Spatial Planning Republic of Indonesia.

foreign country very easily and quickly. Social media has several

characteristics that make it fundamentally different than traditional

media, such as newspapers, television and radio books. However, one

INTERNSHIP REPORT

3.1 Company Overview

3.1.1 History Ministry of Agrarian and Spatial Planning Republic of

Indonesia.

Ministry Agrarian and Spatial Planning Republic of Indonesia first

formed in 1955 through decision of the president number 55 years

1955.Before becoming the ministry in 1955, agrarian affairs held by the

interior department.This is because originally the government at that time

think that agrarian affairs not a strategic affairs so that is pretty held by an

institution under the ministry.

Turning point law reform national land 24 september occurred in

1960.On that day, design agrarian UU basic approved and ratified as UU

number 5 years 1960.With the enactment of the uupa, for the first time

setting the ground in indonesia of using a national originating from the

custom.With this also expressed agrarische wet lifted and does not apply.In

1960 it marks the end of dualism the former in Indonesia.

In 1964 , under a regulation of the minister of agrarian affairs number 1

in 1964 , the set , the arrangement of , and the department of agrarian

affairs. Regulation refined by the minister of agrarian affairs number 1 year

1965 who parse agrarian tasks as well as adding the directorate of

transmigration ministry of forestry and into the organization .In this period ,

was the merger between offices domestic agraria-departemen inspection ,

formed provincial office directorate of agrarian affairs , while at the district

level formed the office sub the directorate of agrarian affairs district /

municipal levels.

1988 is milestones of because at that time the rising of the decision of

the president number 26 years 1988 about of the national land agency .In

line with the central theme of the national development into new order

political economic project , the need for the land as well have increased .The

main problem facing the directorate general of agrarian affairs increase hard

and complicated .To overcome these issues , the status of the directorate

general of agrarian affairs was upgraded to become non government

agencies the department of in the name of the national land agency .With the

birth of the decision of the president number 26 years the 1988 , of the

national land agency responsible directly to the president.

Based on the resolution of the president number 96 years old 1993 , the

job of a head of the national land agency now them by the state minister of

agrarian affairs .The two organizations is being led by one person as state

minister of agrarian affairs / head of the national land agency .In the

implementation of the duty , the office of the state minister of agrarian

affairs concentrate formulating specific policies for the coordination in

nature , while the national land agency focus on operational around what

lasts .

On the leadership of President Abdurrahman Wahid in 1999 , the state

ministry of agrarian affairs dissolved through a decree of the of the president

number 154 of 1999 concerning amendment of the president number 26

1988 .The head of the national land agency them by the interior minister of

the republic of indonesia .The possibility of carried out land management of

the national land agency deputy head.

President megawati shall issue a decree of the president number 103 of

the year 2001 , duty , function , the authority , the structure of organization ,

3.1.2 Duties and Functions of Ministry of Agrarian and Spatial

Planning Republic of Indonesia.

president to carry out of government of states.In implementing the tasks,

ministry agrarian and spatial planning hold function:

Internships at the General Directorate of Spatial Planning Ministry of

The following are activities that the writer did during the Internship

activity:

1. Monitoring print media

When the writer carries out internships, the writer works on

monitoring print media every day. Print media monitored by the

Directorate General of spatial planning is Bisnis Indonesia, Kompas,

Koran Tempo, Media Indonesia, Rakyat Merdeka, Republika,

Seputar Indonesia, Suara Pembaruan, and Indopos. News of the

results of monitoring print media is pasted into the form of clipping.

The whole news is archived. But before it is archived, we first select

some news that are considered important. The news that is

monitored contains the Directorate General of Spatial Planning the

news is included as a clipping of the news.

2. Online Media Monitoring

The writer monitors online media by screenshoting news web

pages every day and then recaps them on word and excel and gives

negative or positive news tones about the Directorate General of

Spatial Planning Ministry of Agrarian and Spatial Planning Republic

of Indonesia and also prints them into news clippings. From this

online media monitoring activity, the writer knows the sighs and

pride of the community towards the director general of the spatial

planning of the agrarian and spatial ministries, which in turn will be

taken into consideration to make the directorate general of forestry a

better institution from all sides.

3. Press Conference

The writer follows and documents the press conference and

media lunch at media centre Ministry of Agrarian and Spatial

Planning Republic of Indonesia. The event was held on September

21, 2018 in the media center building of the ministry of agrarian and

spatial planning. The purpose of the event is to discuss about “

Terobosan terkait peningkatan kualitas rencana tata ruang menjadi

perhatian Ditjen Tata Ruang”

4. Create Design and Content on Instagram

The writer makes several designs and content on the

installations regarding the Directorate General of Spatial Planning

Ministry of Agrarian and Spatial Planning Republic of Indonesia and

then uploads them to the Instagram Directorate General of Spatial

Planning Ministry of Agrarian and Spatial Planning Republic of

Indonesia so that the public knows more about spatial planning.

3.3 Discussion and Analysis

The writer choose Directorate General of Spatial Planning Ministry

of Agrarian and Spatial Planning Republic of Indonesia location as an

intern, this is because the Ministry is one of the most influential institutions

in the structuring of spatial planning in Indonesia the writer wanted to know

how the activities performed by Directorate General of Spatial Planning

Ministry of Agrarian and Spatial Planning Republic of Indonesia in the

exercise of its function as institutions in structuring spatial planning in

indonesia.

During the internship writers get a lot of experience, knowledge, and

knowledge of communications conducted by Directorate General of Spatial

Planning Ministry of Agrarian and Spatial Planning Republic of Indonesia

well. The writer was given the opportunity and confidence to participate

directly in the activities of public relations one of them in the management

of social media instagram.

In addition the writer has also had the opportunity of making design

on instagram Directorate General of Spatial Planning Ministry of Agrarian

and Spatial Planning Republic of Indonesia for Great Day in Indonesia.

In the activities of an internship at the publications team the writer

doing some activities one of which namely conducting management social

media instagram like uploading news on instagram, making the caption on

instagram, transkip video then upload on instagram and create content about

spatial planning on instagram and reply to the comments of the public on

instagram about spatial planning. This is done directly by the writer with the

purpose of knowing and describing how management of information, and

the benefits of social media instagram @ditjentataruang as media

information for the public especially young users of social media instagram

in order to understand about spatial planning in Indonesia.

CONCLUSIONS AND SUGGESTIONS

4.1 Conclusions

In the Internship activities at the Directorate General of Spatial

Planning Ministry of Agrarian and Spatial Planning Republic of Indonesia

layout of the writer is placed on the publication team. From the process of

internship activities, the writer observes that the role of the publication team

in carrying out one of its functions is:

1. To foster good relations and provide information to the public

regarding the Directorate General of Spatial Planning Ministry of Agrarian

and Spatial Planning Republic of Indonesia. This opinion was proven

because one of the social media management activities was on Instagram, all

comments from the public were responded well and also in each day the

publication team of the Directorate General of Spatial Planning Ministry of

Agrarian and Spatial Planning Republic of Indonesia uploaded some news

and info on spatial planning so that people in Indonesia could better

understand and know what is spatial planning and why is it important to

organize space. With this activity, Directorate General of Spatial Planning

Ministry of Agrarian and Spatial Planning Republic of Indonesia hopes that

with social media management like this, communication between

institutions and the community will be well developed which will affect

each performance of the Directorate General of Spatial Planning Ministry of

Agrarian and Spatial Planning Republic of Indonesia future especially team

2. After undergoing a 60-days apprenticeship in the Directorate

General of Spatial Planning Ministry of Agrarian and Spatial Planning

Republic of Indonesia of the publication team, the writer can conclude that

the publication team of the Directorate General of Spatial Planning Ministry

of Agrarian and Spatial Planning Republic of Indonesia is a mediator from

the spatial director general.

fortunate that they can be allowed to participate in their various activities,

the writers are permitted to observe, study, and sometimes even be allowed

to give input in each of their activities.

4. The writer gets a lot of new knowledge and experience about

government. Especially in terms of spatial planning and public relations in

government. The writer can implement public relations activities and can

find out more about communication conducted by public relations in the

government. Writer who were totally clueless about the governance of the

government now understand how the system and forms of work are carried

out by the Directorate General of Spatial Planning Ministry of Agrarian and

Spatial Planning Republic of Indonesia.

1. Facilities and information for the services of Directorate General

improved.

1. For students who will carry out internship activities, in order to be

more selective in choosing an internship location.

2. Mercu Buana University can add and expand good relations with

companies / institutions, so that students can later have the

opportunity to work in one of the companies /institutions that

have good relations with the university.
