U100 – CDU/VDU
CDU (Crude Distillation Unit): The first processing unit in the oil refineries. Because the
atmosphere works close to the press; also called atmospheric distillation unit. Diesel,
jet fuel, naphtha and similar products can be taken from this unit as output.
VDU (Vacuum Distillation Unit): A unit operated by dropping the air pressure above
the distillation product below the evaporation pressure of the product.
The 100 unit is the first unit to be commissioned in the project. The products to be
released from the unit can be used directly, as well as additional units in other units to
remove other products in terms of quality and usage.

DCU (Delayed Coker Unit): The long and heavy hydrocarbon molecules coming
out of the distillation are broken up into this unit and gas oil and petroleum coal
are produced.
The coke drums and the steel structure surrounding it (190MES-010) have a
separate prescription as the most generous and tallest structure of the refinery.
Within the scope of this unit, there are the following 2 small units:

WELFARE AREAS
TEKFEN provide sufficient welfare facilities to the personnel.
The welfare facilities serviced and maintained and subject to
regular inspections.
HSE personnel, Doctor and Camp Boss audit welfare facilities,
staff and also accommodation facilities on a regular basis.
Toilet / washing / shower facilities be in suitable locations and
in sufficient numbers for the personnel on site. They cleaned
regularly and maintained in a hygienic manner by dedicated
personnel.

WATER SAFETY
Drinking and tap water provided to regular analysis/checks to ensure it meets the standards
of the World Health Organization (WHO) and/or applicable legal requirements.

TEKFEN HSE Management System that is based on the OHSAS 18001:2007 Occupational
Health and Safety Management System and ISO 14001:2004 Environmental Management
System.
Efficient and effective HSE Management System is to be achieved via the following

ASSESSMENT, ASSURANCE AND IMPROVEMENT

TEKFEN periodically assess the implementation and compliance of the system with these
expectations to assure stakeholders and ourselves that management processes are in place
and working effectively. This involve both internal self-assessments and appropriate
external assessments.
Third Party Certifications

TEKFEN ensure all its construction equipment, equipment accessories and plant has an
approved Third Party ‘Test Certificate’ released by Authorized Entities previously approved
by CONTRACTOR(before using any) of the following;
• Lifting gear as shackles, slings, spreader beam, etc.
• Crane, boom truck, forklift, man lift, etc;
• All equipment used to lift people as man-basket, elevator, etc
• All equipment used to lift material as basket, drums, etc..
• Safety valves on mobile equipment, e.g. air compressor, hydrotest machine, vacuum
truck etc.;
• Cargo tank of tank vehicles, e.g. fuel tanker, vacuum tank or pressurized tank, etc.;
• All pressure vessels, e.g. compressor’s air receiver, etc.
HSE Inspections
TEKFEN’s site supervisors inspect their areas of responsibility daily. TEKFEN ensure all documentation
needed is made available for inspection at the workplace and pre-task meeting is conducted on every
shift beginning and prior to commencement of a work ( i.e., copy of valid PTW, certification of equipment
and personnel, checklists, Tool Box Talk records and etc.)
HSE Inspection Program comprise the following:
• Lifting appliances inspections (cranes, MEWPs etc.)
• Lifting accessories inspections (slings, chain hoists, etc.)
• Gas cutting apparatus inspections (regulators, gauges, torches, flash-back arrestors, etc.)
• All portable electrical tools, extension cords and other equipment inspections
• Emergency equipment inspections (fire extinguishers, hose cabinets/reels, rescue equipment,
breathing apparatus, etc.)
• Portable pneumatic tools and equipment inspections
• Other equipment inspections as deemed necessary by Project Management
• Machinery / vehicles inspections
• Daily site inspections

TEKFEN Training Facilities
• Totaly, TEKFEN has 3 training rooms located at site man office area & the camp
area.
• TEKFEN erected an outdoor training facility to provide hands-on trainings to the
new hires and unskilled workers in accordance with mentor program.
• Legal HSE trainings conducted at offsite the training facility before entering the
site. The eployees receive the other mandatory trainings and work specific
trainings at both TSGI and TEKFEN training rooms.

Freshman Training  way to improve
• If employee is defined as a freshman (Less than 6 months ofexperience in relevant field)
construction site experience), is subjected to the specific training before angagement of
any task.
FIRST AID
TEKFEN provide and maintain adequate first-aid facilities at the work site in
accordance with Local Regulations / CONTRACTOR Requirements.
The number of first aid boxes depend on the number of employees on site,
requirements of the local legislation treating the matter and the results of the
health risk assessment.

FIRE PREVENTION
All flammable liquids on the job site stored and
dispensed in accordance with the related
regulations. Smoking prohibited in areas
where flammable liquids or materials are
stored or in use. Such areas defined by
warning signs.
Firefighting equipment is visually inspected on
a monthly basis and maintained in good order.
All personnel receive basic information on fire-
fighting techniques during the induction
process and at Toolbox Meetings. Selected
personnel who are to undertake fire-watching
duties receive additional training about basic
fire-fighting. 511 TEKFEN Employees have fire
training.
No open fires lit on the work site without
ensuring proper precautions are taken and
where necessary hot work permit be obtained.

RISK ASSESSMENT
Management of risk is a continuous
process and the cornerstone of all
the HSE elements. We regularly
identify the hazards and assess the
risks associated with our activities.
We take appropriate action to
manage the risks and hence prevent
or reduce the impact of potential
incidents.
The main aim of the HSE
Management System is to decrease
the level of HSE risks to acceptable
levels that not affect human and
environment adversely.

Incentives and Disciplinary Actions

TEKFEN participate in the CONTRACTOR and
Incentive Program.
In addition to CONTRACTOR and program,

TEKFEN establish and implement its own
incentive and disciplinary actions system.
TEKFEN HSE department monitor the site and

periodically determine and submit groups and
supervisors to the Project Manager in order to
select the groups with the highest HSE
performance. Winners receive gifts and also
be announced overall the site.
Likewise, HSE Department apply disciplinary

actions, depending upon the severity, the
repetition and the results or potentials of a
violation. Disciplinary actions may vary from
verbal warning, written warning to permanent
dismissal from site.
