NF 582.1 Dynamic Half Rate allocation

Commercial Attention: The feature 315 Half Rate is required (See also Commercial 
Attetion for this feature).

General:

This feature allocates dual rate mobiles to Full Rate or Half Rate channels according to the 
existing traffic situation in the cell. Half Rate traffic channels will be allocated when there is
a risk for congestion in a cell else Full Rate channels will be selected. A thresholds set by 
the operator decides when a dual rate mobile will use Half Rate Or Full Rate. The selection 
based upon the thresholds will be done both at call setup or at handovers into the cell.

Note: Full Rate can be either Full Rate or Enhanced Full Rate in this description !

Benefit:

∙ The operator can avoid congestion in a peek situation by decreasing the speech quality for 
some users.
­ Less dropped calls, handover failures depending on congested cells will decrease.
­ Better speech Quality though Dual Rate mobiles will be offered Full Rate whenever there 
is no risk for congestion in a cell.

Description, function:
Dynamic HR allocation function  will allow the allocation of speech traffic channels based 
on the load in the cell.
The HR and FR traffic channels in a cell will be allocated according to a threshold level. 
The THR (Threshold Half Rate) level is a percentage that can be defined for each BSC. 
The percentage is compared to the number of busy and idle FR channels. When the number 
of idle channels is above the THR, FR channels will be allocated. When below HR capable 
mobiles will be given HR channels and FR channels are reserved for FR mobiles.

Description, use:
Designed as a cost efficient and easy way to avoid congestion during peak hours, without 
having to invest in additional TRX´s on the sites. Also intended to keep up quality during 
normal operation. Is not recommended as a long term solution in a network experiencing 
severe capacity problems.
