1 Short Description

Node: BSC

This feature provides cell level control of the existing half rate load allocation functionality. 
When activated it will override the BSC level control.

Half rate load allocation optimises the usage of capacity when the traffic load is high, whilst 
it offers the best possible speech quality when the traffic load is low. This is achieved by 
changing the channel rate at allocation in accordance with the traffic load in the cell. At high 
traffic load TCH/HR is allocated and at low traffic load TCH/FR is allocated.

The End­User

The customer will benefit from a better speech quality since half rate is only allocated when 
there is a need for it in the cell (i.e. when there is no idle timeslots left).

The operator will be able to initiate half rate load allocation dependent on the cell 
configuration. This will for example make it possible to differentiate between smaller and 
larger cells or cells with high traffic load requirements during a specific period of time.

Note:  This command is defined with one new parameter for command RLDEC.  The new
parameter is CELLOAD.  This additional parameter will have no impact whatsoever with 
the operation of OSS scripting.

4 Technical Description
This PD­I will provided cell level control of the half rate load allocation functionality in 
addition to the BSC level control. 

The cell level control will be provided by the parameter CELLOAD in command RLDEC 
(Radio Control Cell, Description Data, Change). The value range and default value of the are
as follows:

Range: 0­100, 255
Default: 255 (OFF)
Unit: 1
Value: %

The cell level parameter will also be included in the printout command RLDEP (Radio 
Control Cell Description Data, Print). If CELLOAD has the default value (255), no value 
will be presented at command RLDEP.

If the cell level parameter (CELLOAD) is left at the default value (255), the half rate load 
allocation in that cell is controlled by the value set across the BSC (with an exchange 
property).

If the cell level parameter (CELLOAD) is changed from the default value (255), the half rate
load allocation in that cell is controlled by the cell level parameter (CELLOAD), which 
overrides the BSC level setting.

5 REQUIRMENTS

Before loading the AXE correction a patch should be installed on OSS.

To install the adaptation for the CELLOAD parameter in the RLDEP printout, do the
following: (All files are included in software alignment package and can be found in the
”OSS” directory.)

Put the files install_celload_adaptation.sh, rollback_cell_adaptation.sh and


RLDEP_e_celload.pft in the same directory somewhere on the server. They should be
owned by root. As root, go to the directory where you placed the files.
See to it that root can run the shell cripts by entering the unix command:

chmod u+x install_celload_adaptation.sh rollback_celload_adaptation.sh


run the shellcript install_celload_adaptation.sh

After performing an upgrade of cna this procedure must be repeated.

To rollback the adaptation, run the script rollback_celload_adaptation.sh as root.

6 Feature activation/deactivation
This feature can be turned on or off by setting a parameter CELLOAD in
command RLDEP. If the CELLOAD parameter is set to either 0 (zero) or
255 this feature will be turned off. Otherwise, it will be as on. Please
refer to OPI for interpretation of CELLOAD.

1). To activate:

RLDEC:CELL=cell,BCCHNO=bcchno,NEWNAME=newname,CELLOAD=50.

1). To deactivate:

eg.

RLDEC:CELL=cell,BCCHNO=bcchno,NEWNAME=newname,CELLOAD=255.
