President Trump Signs ‘Frank LoBiondo Coast
Guard Authorization Act of 2018’
Last Tuesday, President Trump signed the “Frank LoBiondo Coast Guard
Authorization Act of 2018.” The House passed the bill by voice vote. The Senate
approved the bill 94-6 prior to the Thanksgiving holiday.
“So few issues have been bipartisan across the board during my time in Congress
but supporting the Coast Guard was always one of them,” said LoBiondo. “It is one
of the truest honors of my life to have represented the Coast Guard Training Center
in Cape May and Air Station Atlantic City for 24 years in Congress.”
A two-year authorization of the Coast Guard’s budget, the “Frank LoBiondo Coast
Guard Authorization Act” authorizes $7.9 billion for operating expenses and $2.6
billion for construction, renovation and facilities improvement. It authorizes active
duty of 43,009 personnel for Fiscal Year 2018 and 44,500 personnel for Fiscal
Year 2019. Additionally, the legislation authorizes up to $167 million for three new
Fast Response Cutters; authorizes Department of Homeland Security to enter into
a multi-year contract to procure three National Security Cutters; and requires the
Coast Guard to establish its own land-based unmanned aircraft system (UAS) pro-
gram. Furthermore, the legislation preserves jobs by providing important regulatory
relief for New Jersey fishermen. It eliminates the duplicative requirement that both
the Coast Guard and the Environmental Protection Agency (EPA) maintain dis-
charge requirements for commercial fishing vessels. Under this compromise, the
EPA sets the vessel discharge standards while giving the Coast Guard the authority
to prescribe and enforce regulations based on those standards. LoBiondo ensured a
moratorium on imposing such fines on South Jersey commercial fishing operations
remained intact for more than a decade as he worked on this compromise.

for the past 22 of his 24 years in Congress, LoBiondo served as the Chairman, Vice
Chair or Ranking Member for 14 years.

Bridgeton Students Perform on Broadway
Bridgeton School District staff applied for and received a grant from the Gilder
Lehrman Institute of American History this September for 45 BHS students to
attend a production of Hamilton on Broadway on Wednesday, December 5.
The Institute’s mission is to promote the knowledge and understanding of
American history through educational programs and resources. Gilder Lehrman
has entered into a partnership with the producers of Hamilton and Lin-Manuel
Miranda on the Hamilton Education Program to offer the students this unique
opportunity.
The Hamilton Education Program provides Title 1 eligible high schools with an
integrated Alexander Hamilton and Founding Father Era classroom studies pro-
gram.
Bridgeton’s students have been diligently researching Alexander Hamilton, the
Founding Fathers and primary source documents of the Constitutional Period. As
part of the grant, BHS students have developed performance pieces from their
educational research, including raps, poems, monologues and narrative dialogue
on the history they have learned.
The students travelled to New York City on December 5 and were able to
interact with Hamilton’s cast members after the play. Additionally, they had a
question and answer opportunity with the cast and, more excitingly, the best
overall performance piece created by three BHS students, Brianna Webster,
Allison Ponce and Zoe Panichello (pictured) will be performed on Broadway.

the produce industry
together.
The goal of the event was to get the group talking about ways they can help
each other and improve the overall process.
Officials say the seminar is a great opportunity for local farmers to learn what
resources are out there to help get their products from the farm to the table.
“The produce supply chain is really complicated—it’s really long. There are
a lot of different pieces, so it’s difficult to get people together like this and it’s
so important to hear the resources that are available from all of these different
sources and for farmers to be able to know that they exist to support them,”
said Tori Wong, Northeast sustainability coordinator of Greener Fields Together.

Residents purchasing coverage on the
individual market still have time to enroll
before the deadline and to meet the require-
ment under state law to have health cover-
age for 2019. Beginning January 1, all resi-
dents are required to have coverage or pay a
penalty at tax time, unless they qualify for an
exemption. Health plan rates in the individ-
ual market are down nearly 10 percent this
year and financial help is available for many
residents. Last year, 8 in 10 residents who
enrolled on the ACA Marketplace—189,000
people—received financial help to pay for
their plan.
In October, the state launched Get
Covered New Jersey, the first coordinated
health coverage public awareness campaign
conducted by the State of New Jersey since
the implementation of the Affordable Care
Act. The program stems from Executive
Order Number 4, signed by Governor
Murphy in January, directing that all State
entities that regularly interact with the pub-
lic undertake reasonable measures to pro-
vide information to the public regarding the
ACA marketplace and ways to enroll.
The Get Covered New Jersey campaign
builds on the policy actions taken by the
state to defend the ACA and ensure that
residents have access to health coverage and
care. The Governor signed a law to continue
a shared responsibility payment in the state,
after its repeal at the federal level. The state
law takes effect January 1, 2019, and requires
residents to have health coverage or pay a
penalty unless they qualify for an exemption.
The governor also signed a law to create a
state reinsurance program. Combined, the
two laws resulted in an average overall 9.3
percent reduction in rates in the individual
market for 2019.
The state launched a website,
GetCovered.NJ.gov, which serves as a portal
for individuals seeking health coverage and
provides information for residents seeking
help in-person and by phone to get coverage.
In addition, the New Jersey Department
of Human Services bolstered its continuous
efforts to enroll people in NJ FamilyCare,
including the Medicaid expansion created
by the Affordable Care Act (ACA), by pro-
viding $375,000 in funding and support to
five community organizations that served as
ACA navigators.
Open Enrollment is the only time during
the year that residents can enroll for health
coverage in the individual market unless
they have a major life event occur, such as a
marriage, birth or job change, that qualifies
them for a Special Enrollment Period.
Residents can go to GetCovered.NJ.gov
to review coverage options, see if they
qualify for financial assistance, and find
local assisters and receive help in multiple
languages, either in person or by phone.
They can also call the Center for Family
Services’ Statewide Hotline with open
enrollment questions at 877-9-NAVIG8.

December Field and Forest
It is that time of the
year when we want to
bring in some of nature for
our holiday decorations.
The December fields and
woods are like a banquet
table laden with colorful
dishes. (Birds and animals
think so, too). Leaves have
fallen so bright berries can
be seen. We will go to the
farm where there are bayberries, holly
berries, crab apples and more. The birds
have spread the bayberry all over in the
overgrown area of towering trees. The ones
in the sun have berries. We gather these
fragrant, grey/white waxy berries to use in
arrangements with bayberry candles. They
keep well dried, lasting for years. They also
look really great glued to swags or wreaths.
Pick lichens to glue to wreaths and place
in centerpeices. They last forever and add a
woodland charm whereever you use them.
I like to add to a terrarium or a wreath.
I love the clusters of red sumac, which is
not poison. This looks great on wreaths and
the birds love it. It can be glued on bird-
watchers’ wreaths.
One I no longer pick, because it has
become very invasive is the bittersweet
vine, laden with deep rusty orange berries,
collared in gold. It has been years since
this vine has been “allowed’ in the nursery.
The birds, however, do not know this and
plant lots of it at the over grown farm. If it
is used, it should be kept indoors and put in
tight garbage bags when no longer used.
Another one of my favorites is the very
invasive subtle deep russet rose hip of the
multi flora rose. This rampant plant is not
a favorite of nurserymen as it rapidly is
spread by birds eating the tasty hips or ber-
ries, so I feel that I am helping to contain
the plant just a tiny bit by picking bushels of
the clusters of hips for indoor decorations.
They, too, dry well and can be used in fresh
arrangements or glued on wreaths and
swags. We were once told to plant this one
to attract birds, but no more.
Another great berry or seed is the icy
blue berry of the native cedar tree. Another
food of wildlife, these also look wonder-
ful in winter arrangements and keep well
in fresh containers or on
wreaths or swags. The
cedars that have lots of ber-
ries are the ones found in
sunny, sandy fields.
Of course, the hollies
are the brightest of all
berries. There are shiny
green leaves on some, but
I love the deciduous hol-
lies best (pictured). These
are natives that lose their
leaves to reveal outrageous-
ly large red berries. I love
these and have them grow-
ing all over. The most beau-
tiful stand of winterberry is
across the creek and only
accessible by canoe, but we
now have them growing on
this side of the water, too.
Acorns, especially the
large fringed ones of the
sawtooth oaks, make great tree ornaments
with satin ribbons glued to them for
hanging or used as tiny potpourri baskets,
Milkweed pods can be used the same way,
and little birds and animals can be glued
in them also. Just be sure to spread the
milkweed seed outdoors in sunny dry spots
before collecting the pods.
Pine cones are so beautiful heaped in
a basket or glued to wreaths and swags.
There are many kinds and many sizes. All
coniferous trees have cones; see how many
you can find. Some are as small as a blue-
berry, others the size of a cherry, and some
as long as a banana. What a variety!
I really appreciate all types of ever-
greens. They yield boughs of many shades
and textures, all beautiful, many fragrant.
These look wonderful in centerpieces,
wreaths and other decorations.
Sometimes grasses and pods are also
there for the picking. Not all pods or grass-
es will appeal to all, but sometimes it is just
what someone is looking for. It is always
fun to take a group out to collect and see
what appeals to different folks. Beauty is in
the eye of the beholder and everyone has a
favorite.
Pick a bunch of branches, put in a vase,
make a wreath or tuck into a pot of soil left
from summer. The fragrance and color will
brighten your day.
Nothing beats getting outside this
time of the year. I love sunny afternoons.
Finishing up at dusk is a real treat. The
early December sky can go from many
shades of blues and violets, to pinks and
rosy colors, often with ribbons of gold. And
what about that huge oversized moon that
hung just over the horizon at dusk a few
weeks back? The naked trees afford a view

Sitting in my cozy coach seat, I’m musing
about the wide-eyed kids and even wide-eyed
parents, many taking their first train trip, and
how this space puts the daily stress of adult
life and the intermittent turbulence of child-
hood farther behind with every mile.
I’m awakened from my trance by the
smooth engine whistle in front of me and the
incongruous melody of a vaguely familiar
instrument from behind. It’s an accordi-

you, but I’ll do the best I can, ok?”
Santa talks to every child on the ride, one
by one or maybe siblings or cousins together.
He never says he’ll bring the requested pres-

If your taste runs to smaller trains,
visit Patcong Valley Model Railroad
Society, just a short walk from the
Santa Express station in Richland
Village. It’s named for its original loca-
tion inside a chicken coup on Patcong
Avenue in Linwood in the 1950s. It’s
been reconstructed and now looks like
an old railroad freight station.
Inside on weekends during the
holiday season, hobbyists display
remarkable operating train layouts
for the public to enjoy.
There are shows at 10 a.m. and
ents—a practical tactic—but it hardly matters
in the glow of the moment. There are lifelong
memories of childhood happening right now,
right here.
Curt Hudson, the director of special train
operations and a conductor for Seashore
Lines, and a lifelong railroad enthusiast, tells
me, “We have a very real Santa Claus for the
kids.”
In the café car, I observe that children
of all ages are smiling and laughing, sitting
relatively still, and using their “inside” voices.
No pouting, no crying, no shouting.

Richland Village has a theme of
an old southern New Jersey railroad
town, which it was. At the entrance
to Seashore Lines, Buena Vista
Township built a railroad station and
crossing shack. Adjacent to Patcong,
there is a park featuring a full-sized
caboose and a playground train.
There is also a restored Central of
NJ Railroad Caboose in the parking
lot at Patcong. —M.B.
“That’s because they’re waiting for Santa
Claus,” notes Emily Michael, whose two
young daughters are certainly “being good,”
though Lyla, 18 months, is sitting on the table
laughing and grabbing at her mom’s scarf.
Hudson is laughing, too. While he spends
a lot of his time on board making sure ev-
eryone’s comfortable, he uses the rest of it to
punch little holes in the kids’ tickets to form
an image of Santa Claus or maybe Frosty the
Snowman. Kids are enamored by the designs
and love to blow the little chads around.
“When you get home, use your cell phone
or flashlight to project it on the wall, see what
you see,” Hudson says with the affect of a
man who’s probably done it himself countless
times in his 10 years with the railroad.
With my fingers choking the handholds
like I’ll never let go, I move across the sway-
ing couplings from the café to the lounge car.

A dad who doesn’t give his name says it’s
his family’s fourth Santa Express ride and
they drive more than an hour each way to get
here.
“The kids absolutely love it every time,” he
says. “When you put trains and Santa togeth-
er, it’s perfect.”
The Santa train runs every weekend and
some weekdays between Thanksgiving and
Christmas. The 40-mile-round trip version
connecting Richland and Tuckahoe takes
two-and-a-half hours including breaks, with
boarding in either town. The new express fly-
er, designed with younger children in mind,
is a half-hour ride out of either station, with a
return to the same place.

Two locomotives, one on each end,
accomplish this cool trick. When the train
stops, the engineers just walk to what used to
be the back and pull away, now in the front
for the return trip. In railroad slang, it’s a
“pull-pull.”
Other scheduled trains include evening
flyers, which Hudson says have become
hugely popular, and a Winter Express after
Christmas, sans Santa but still featuring those
cozy seats, historic experience and leisurely
ride.
The coach cars, café car, and lounge car
are all refurbished from previous service with
some legendary passenger lines of the past.
Hot chocolate and goodies are served in the
café. The lounge is handy for seating family
groups.
Hudson, who seems to love the Santa
Express as he would his own train set under
the tree, excitedly talks about the newest car,
open to passengers this weekend for the first
time.
“It’s the Vista Valley, an observation and
lounge car built by Pullman in 1947 which
worked on the Super Chief from Chicago to
Los Angeles,” he says. “We have it on loan
from a private collector.”
This is no train ride in the park for those
entrusted to run the Santa Express. There’s
equipment to maintain, safety to insure,
training to get, amenities to provide, histori-
cal accuracy standards to meet.

“We’re working, but it’s fun every min-

want to really know is that they matter.
Gifts can signify that, but so can time,
words, and nurturing a relationship. It
is a little bit different for children; they
more often need something tangible, like
a present, to demonstrate their worth or
that they matter. Gifts become just the
sort of vehicle to convey that message for
children.
As it relates to children, gifts also
become ways to spark new avenues of
discovery, creativity, or possibility. Give a
child some art supplies and you might just
tap into something they didn’t know they
had. The same can be said for athletic
equipment, science kits, or any number of
things that a child may encounter for the
first time in their lives. Not so much with
adults who largely know their likes and
dislikes as well as their limits.
But all of these thoughts and possi-
bilities look very different when viewed

through the lens of instability. I mention
instability because that’s the residue of
poverty. In the life of a child, that instabil-
ity can go a long way toward shaping the
trajectory of his or her life.
Poverty breeds is instability. That
instability is what we hope to counter
in small measure on Monday, December
17, between 8 and 10 a.m. through the
Holiday Breakfast at the Marino Center,
located at 10 Washington Street in
Bridgeton. The Holiday Breakfast is open
to all people of goodwill to come and
break bread together. The price of admis-
sion is one unwrapped gift (a toy, a game,
etc.) for a boy or girl between the ages of
two and 17 years old.
Once the gifts are sorted out they
will be wrapped and organized for boys
and girls based on age-appropriateness,
matched to children and families in need
and distributed by the Bridgeton Area
Police Athletic League (PAL), which is a
youth-serving organization.
My hope is that you will see the gift as
more than merely helping a disadvantaged
child in the abstract. It helps to think of
the gift as a message to the child who
receives it that they matter and that some-
one cares. It might also be something that
taps into a new talent or an unrealized
area of interest.
When possible, gifts will be given
to parents to give to children because
regardless of financial circumstances,
every parent wants to be able to put a
smile on the face of their child. In other
instances, it will be a grandparent or some
other legal guardian. We often give little
thought to the men and women on the
fringes, perhaps behind bars, and their
children. But those impacts are real and
children feel it intensely. The hope is that
our efforts might take some of the sting
out of a set of circumstances children had
no hand in choosing.
If nothing else, receiving an age-ap-
propriate gift makes the world they live
in just a tiny bit easier—and that goes for
older children as well. We tend to grav-
itate toward the small children because
they’re cute and innocent and they’re
also cheaper and easier to buy gifts for,
all other things being equal. For the older
kids, on the cusp of adulthood, they don’t
call up the “warm and fuzzies” in us
and so we don’t much bother with these
youngsters—but we should. All people
want to feel like they matter.

Historic Visit
Abolitionist Frederick Douglass lectured at three
locations in Vineland during the town’s first decade.
O ne of the distin-
guished visitors to
Vineland during
the town’s early years was
Frederick Douglass, the for-
mer slave who established his
reputation as an author, orator,
abolitionist and activist. His
appearance was a testimony
to the progressive persona of
Vineland’s first decade.
In a recent New Yorker arti-
cle, Adam Gopnik notes that Douglass, who
was born Frederick Bailey, escaped slavery
at the age of 20, reinventing himself with a
new name and purpose. “No one,” Gopnik
writes, “was ever a more critical reader of
the Constitution, or, in the end, a more com-
pelling advocate of its virtues.”
Appropriately, Douglass’s trip to
Vineland was facilitated by the efforts of
Friends of Progress member Cornelius B.
Campbell, who was known prior to his
arrival here for his anti-slavery efforts and
progressive ideas. But arranging the visit
took longer than might be expected.
According to a rare books online catalog
posted by Between the Covers of Gloucester
City, a letter from Douglass to Campbell,
dated October 6, 1865, indicates that the
latter had extended an invitation earlier in
the year for Douglass to lecture in Vineland.
In his response, Douglass explains that he
was unable to commit to an appearance in
fall or winter1865 because he was planning
a visit to the “Pacific States” at that time.
He informs Campbell that those arrange-
ments were “at an end” and he would be
available to appear in Vineland. However,
he says that he is not yet sure exactly when
that would be possible. The letter concludes
with Douglass stating his fee for the lecture,
a sum of $50.
But it would be another two and a half
years before Douglass would address a
Vineland audience and, when he arrived,
it would be to deliver three lectures in
two of the town’s venues. During his stay,
he would also visit with Campbell at the
latter’s home on Park Avenue as well as
several other residents, including Vineland
founder Charles K. Landis, whose journal
entries during the weekend of Douglass’
visit reveal that the two men nearly missed
the opportunity to meet.
At the time of Douglass’ appearance,
Vineland was at the height of its role as a

t Clearbridge Branding, we’ve
seen an increase in demand for
preproduced videos and for train-
ing and guidance on Facebook Live usage.
And this is rightfully so. In my experience,
when a video that we produce is uploaded
to Facebook, or where we assist in help-
ing the client produce a live video, the
analytics show higher rates of viewership,
engagement and reach than static content.
Video consumption on Facebook has
been quickly growing, and savvy market-
ers are jumping on the trend to get their
brands in front of more people. With over
8 billion average daily video views, it is
a smart move. However, much like any
social media campaign, there needs to be a
plan that follows best practices to ensure
that the time and effort being put into the
video will meet or exceed the goals for
creating and distributing the video in the
first place.
Facebook recently released a blog that
outlines tips on video best practices for its
platform. Optimizing your videos for suc-
cess on Facebook is important. The plat-
form’s News Feed algorithm ranks pop-
ular videos that people return to watch,
as well as videos that foster engagement
and community interaction, higher than
other types of content. When Facebook
uses phrases like “… we have sharpened
our focus on these News Feed distribu-
tion priorities and will continue to do so,”
as it did in its best practices blog post,
marketers should take note that this is
Facebook’s way of giving them advanced
notice that this is where your business
account’s content should start to navigate.
Depending on your brand and how
you want to be perceived, some busi-
nesses are fine with lower-quality, more
authentic videos. There is no need for
expensive lighting and post-production
effects. However, if you want to mone-
tize the video, then a bit more time and
effort needs to be spent on its production.
Facebook recommends that videos have
the highest resolution and bit rate possible
and not to use still images or slideshows.
Remember, your video is competing for
watch time against an unlimited number
of other videos, so regardless of quality,
try to capture your viewers’ attention right
away. This can be done in a few ways,
including asking a relevant question right

attention with something that will have
your viewers saying “Yes, I want to know
how to do that!” or “Yes, I want to know
more about that.” And keep the introduc-
tion of the video short. According to a 2015
study by Microsoft, the average human
attention span is eight seconds. A long
intro with loud music or too many graph-
ics will quickly have your viewers finding
new content. When facilitating videos for
our clients, there is no introduction to the
piece. We start right into the topic and get
people hooked right away.
A video being made for monetization
must be at least three minutes, and it is
a good idea to produce it while keeping
in mind that an ad break should occur
within the first one to two minutes of the Mon.–Fri. 8am – 6pm • Sat. 8am – 5pm • Sun. 9am – 3pm
video. The ad break should be placed right
before the big reveal, whether it is the
final steps on a how-to or the answer to a
burning question everyone wants to know.
