INTRODUCTION

This working plan covers the entire Reserved, and Protected Forest
areas of Wadsa Forest Division, which was the part of the erstwhile East
Chanda Forest Division till 28th August, 1983.This replaces the Working Plan
of Shri T.K.Choubey,IFS, Shri R.K.Pole,IFS & Shri D.R.Parihar,IFS for
Reserved Forests, Protected Forests, Unmanaged Forest areas of tract dealt
with.
• The period of working plan of Shri T.K.Choubey,IFS, Shri
R.K.Pole,IFS & Shri D.R.Parihar,IFS for plan was from 2002-03 to 2011-12.
For revision of this plan and to write up the plan for all these areas the field
work have been completed during the year 2007-09 under the supervision of
Shri Dilip Singh, IFS, Conservator of Forests, Working Plan Division No.1,
Chandrapur and part work could be completed in the same year. The part of
the tree enumeration works have been completed during the year 2007-08 &
remaining enumeration of trees has been completed in the year 2008-09.
Subsequently remaining field works, collection and compilation of information
& writing of the preliminary working plan were carried out under the
supervision of Shri S.P.Thakre, IFS, Conservator of Forests, Working Plan
Division No.1, Chandrapur.
• The preparation of this Preliminary Working Plan was entrusted to me
on in the year 2009-10. The Working Plan for Wadsa Forest Division
encompasses the ideas of National Forest Policy of 1988 and therefore lays
more emphasis on conservation, preservation and Protection of Forest,
Wildlife and Environment. The ideas of people’s participation in forest
management has been incorporated in this Preliminary Working Plan.

• The meeting of PWPR-I was held on 27/28 February 2009 at Nagpur,


in which formation of S.C.I. and A.W.C. were approved as in the ongoing
plan.But WPO has suggested creation of Improvement Working Circle on the
basis of enumeration results. These results were analyzed by Chief Forest
Statistician, Nagpur. The data analysis clearly shows growing stock
including, no. of sound trees in comptt.; per hectare density, girth class wise
distribution , volume per hectare in both SCI and Afforestation Working Circle.
On the basis of data analysis of Growing Stock it can be clearly seen that
there is either very good density and distribution of trees in various classes
that it will not be practical to carry out Afforestation activities in these comptts.
These areas are more suitable for Improvement Working circles because of
well distributed trees in all girth classes, but fewer no. of trees in maturity
classes. The detailed discussion on these proposals are given in Chapters on
SCI and IWC.
• The working circles proposed in this preliminary working plan are
Selection-Cum-Improvement Working Circle, Improvement Working Circle,
Bamboo (Overlapping) Working Circle, Non Wood Forest Produce (NWFP)
(Overlapping) Working Circle and Wildlife (Overlapping) Working Circle and
Joint Forest Management Working Circle(overlapping) which have been
prescribed for better scientific management of the forest areas in order to

meet the ever growing demand for large size timber, bamboo and the small
size timber for construction of houses, agricultural implements, firewood and
fodder requirements. In addition to this, the present working plan also offers
greater employment opportunities to the local people in forestry operations.
• This working plan has suggested for identification and demarcation of
encroachment in the forest areas which are getting regularized under the
Forest Rights Act if found eligible. The un eligible encroachments are to be
removed.
• This working plan has also suggested for establishment of Eco-tourism
in the forest areas on the lines of National Policy on Eco-tourism of Govt. of
India in order to educate the people and to create awareness among the
citizens visiting forest areas about the conservation, preservation and
protection of natural resources including wildlife.
• The management maps and stock maps will be prepared using GIS
technology through Geo-media Software in the office of the Conservator of
Forests, Working Plan Dn.1, Chandrapur and the same will be supplied with
this working plan.
• I am also thankful to Sri A.K.Joshi IFS, the Principal Chief Conservator
of Forests,(HOFF), Maharashtra State, Nagpur for giving me an opportunity to
write this draft plan & also his kind inspiration and valuable guidance in the
preparation of this preliminary working plan.
• I am extremely thankful to Dr.S.K. Khetrapal IFS, Additional Principal
Chief Conservator of (Production & Management), M.S., Nagpur for his keen
interest and valuable guidance provided in the preparation of this preliminary
working plan especially for the constitution of various proposed working

chapters of this preliminary working plan.

5.3.52. USE:- These forest produces are used in many ways. Hirda,
Beheda and Aonla are most common amongst Myrobalons. These are of
high medicinal value and are used in many Ayurvedic medicines. Hirda and

Wadsa Forest Division is geographically situated in northern part of


Gadchiroli Forest Circle. The forest area of Wadsa division is 1566 sq. km.
comprises of Teak, Bija, Ain and other valuable species. Over the years the
tribal of these areas have protected these valuable forest species. By intensive
patrolling, regular beat inspection naka bandhi programme and by taking the
help of J.F.M. Committee valulable forest well protected from encroachment,
illicit felling , fires and etc.,

In the year 1988 new forest policy was declared by Govt. of India and
this new forest policy was given stressed on a community forest management.
In Wadsa Division there are 195 JFM committees adjacent to forest area. The
committees were allotted to 44497.34 ha forest area for protection and
development activities. The committees’ are coming forward to protect and
develop forest allotted area. Some of the forest committees received award
under Sant Tukaram Scheme at District and State Level during the period of
2006-07 to 2010-11

Result of Implementation of JFM Committee:-

1) Soil & moisture conservation: - Nala Bunds, Stone Bunds., Soil Bunds,
Cement Bunds and other soil and moisture conservation activities
carried out by various forest protection committee in there allotted forest
areas. The material required for various activities carried by forest
protection committee are to be collected by following rules and
regulation prescribed by State Govt.

2) Forest Protection :- There are various formation of groupe / batches for


protection of allotted forest area by JFM committees. The groupe
includes male and women members. There is a patrolling records
maintain by is committee. If there is any illegal activities found in a
patrolling then the action would be taken against accused persons with
the help of forest staff. The programme of the patrolling was published
on public placed and it is strictly followed by committee members.

public places. Many committees have seized material, vehicles and
confiscated to government.

3) Fire and forest protection :- As per working plan norms, there are
various types of fires lines (Class-I, II, & III). The special fire lines
scheme prepared at range and division level it is submitted to C.C.F.
Office, and permission granted by same office. As per fire lines
scheme, the work of cutting and burning of lines was given to concern
forest protection committees and committees members are carried out
fire cutting and burning work in there allotted forest areas. The
committee members are taking every care to protect the forest from

fires. Incidentally if there is incidence of forest fires then that is to be


extinguish is by committee members. At the time of collection of Moha
flowers and other NTFP, the every care is taken to clear the land by fire
and it should not be spread to other place.

4) Forest Encroachment banned: - The Committees members are taking


every care to banned encroachments on forest land and if there is any
incidence of encroachment then that to be evicted by taking help of
forest officers. No encroachments were noticed after the formation of
JFM committee

5) Illegal grazing banned: - The villagers were appraised with ill-effects


and losses due to heavy grazing by domestic animal. The grazing is
totally banned in closed areas. The cattles were allowed to graze in
reserved areas. Some times the agricultural fields are used for grazing
purpose. Stall feeding is also necessary to protected the forest from
illegal grazing.

6) Wildlife protection :- The committee members have effectively


controlled the illegal hunting. The hunters are not allowed to camp in the
village area. The committee member protected various type of birds
verities, bio-diversity and various type of wild life species in schedule-I
to Schedule-VI list. The area is well protected by forest committees
members. There is citation of many endanger wild life and wild animals
species like as Panther, nilgai, sambar, chital wild sloth hare.

7) Water holes for wild life and birds :- Vantalao’s and water tank are
constructed in the JFM area which supplies water to wild animals and
birds. The JFM committee has constructed water hole through people’s
participation, at the free of cost.

8) People participation :- All the committee members are highly


enthusiastic in all development and protection activities. The member
are taking active part in protection and development of forest. All the
members are present on going works.

9) Women participation :- As per Govt. policy the participation of


women is essential in forest protection and other development activities
carried out in allotted areas. There are many Women Saving Grope
which are taking activities part in Gramsabhas and other other
development activities.
10) Fuel consumption (other than from forests) :- Many committee
members have gobar gas, LPG Gas and no smoke chulhas. Women
members use the dried cakes prepared from cow-dungs. The people used

fuel wood from babul trees from the agricultural fields and some times
they are taking fuel wood as nistar from Govt. The committees
members are persuades to used non conventional energies and solar
energies to minimize use of fuel wood.

11) Record keeping :- Up to date record is kept by committee members e.g.


meeting register village fund (member fee) register, visit book, nistar
supply register, fuel wood supply register, katipet supply register, and
cash book, Saving account monthly quarterly reports, eco- socio,
status report, MOU registration etc.

12) Innovation Ideas :- committee believes in development of village


through JFM.A schemes planned to prepare wormy compost fertilizer
etc. The committee are coming forward to take agarbatti preparation
from bamboo, lac production from palas and other trees, the collection
and disposal of NTFP through saving groups. The used of natural
resources are taken for forest and village development.

13) Awareness :- JFM committee organizes different programmes like work


forestry day, environment day and plans with of officers and dignitaries
and thereby creats awareness among villagers. These programmes are
given publicity through news papers. It creates awareness among
committee members. JFM committee organized eassy competition and
speeches on ‘forest and wild life protection and conservation’ .
