Dear Valued Dealer:

We are pleased to announce that pageplus is introducing Data services.

In this letter you will be informed about the following features:


o MMS (Picture and Video Messaging).
o WAP (Mobile Internet).
o PSMS (will be launched by September 2008)
o New Rating Structure/ new Tiered Structure.
o Online Dealer Website.

Up until this moment, we simply provide Voice and SMS services only.

Please read carefully the following descriptions for both data services (MMS & WAP) and the new rating structure.

MMS (Multi Media Messaging)


• MMS is a descendant of SMS (Short Messaging Service). MMS extends text messaging to include longer text,
graphics, photos, audio clips, video clips, or any combination of the above, within certain size limits.
• MMS is frequently used to send photos and videos from camera phones to other MMS phones or email accounts.
Most camera phones have MMS, but many non-camera MMS capable devices can potentially receive pictures or
videos and audio files (i.e. LG VX 4500).
• MMS can be enabled for all customers by calling customer service.
• pageplus MMS capable devices will be available for upgrade (Mot E815,Mot 710 and LG VX5200). Please
contact your master distributor.

Picture Messaging
• Equipment Requirement: MMS Enabled Digital Camera Phone
• Message Size Capacity: Up to 500kB

Picture Messaging main features:


• Taking a picture
• Storing a picture: Picture Gallery on camera phone
• Sending a picture
o Add text and sound to any mobile originated Picture Messages sent to other Verizon Wireless or Inter-Carrier
partners' camera phones.
o Send Picture Messages to any valid email address.
• Personalizing a phone with pictures
o Stored pictures can be used as personalized wallpaper on the device
o Pictures stored on certain devices can be utilized with Caller ID to display based on the mobile number of an
incoming caller.

Video Messaging
• Equipment Requirement: MMS Enabled Digital Video Messaging Capable Camera Phone

• Message Size Capacity: Up to 490kB

Video Messaging main features:


o Allows end users to record and send short video messages with simultaneous sound of up to 15 seconds to
Inter-Carrier video messaging phones, valid email address and camera phones.
o 1,000 characters of text can be sent and received with a video message.

MMS End User Pricing:


• Total end used charge = Per Event Charge + Data Transport Charge
o Per Event Charge (Picture and Video MMS Messages), the end user will be charged fixed amount for each
MMS message (Mobile Originated and Mobile Terminated) which is $0.40 per message.
o Data Transport ($0.0012/KB)
• Example: Customer sends one MMS picture:
Total Charge = $0.40 + (40 KB*0.0012) = $0.44.
o The maximum size for picture message is 500 KB therefore, the maximum charge will be $0.40+
(500KB*0.0012) = $1.00.
o the maximum size for Video message is 490KB therefore, the maximum charge will be $0.40+
(490KB*0.0012) = $0.98.

Inter-Carrier Multimedia Messaging Service:


Inter-Carrier Multimedia Messaging Service will be available in the United States with the MMS product offering.
End users will be able to send and receive picture and video messages within the United States by addressing the
message to a 10-digit mobile number on the following carrier networks:

• Verizon Wireless • SunCom Wireless • AT&T (formerly Cingular


• Verizon Wireless • T-Mobile Wireless)
Reseller End Users • US Cellular • Cricket/Leap Cellular
• Metro PCS • Viaero Wireless • Dobson
• Nextel • Virgin Mobile USA • Helio
• nTelos • Alltel • Iowa Wireless
• Sprint PCS • Cincinnati Bell

WAP (Wireless Application Protocol)


• Wireless Internet", "Wireless Web" or "Mobile Web". This feature means that the phone contains mini-
browser software that will let you navigate various services through the Internet, shown on the phone's
display. Mainly used to view emails, news, weather and download internet content.

• WAP feature can be enabled for all customers by calling Cutomer Care. This feature will be available
right now in Smart Phones only. Later this year you will be able to add WAP feature to all approved
phones.

WAP End User Pricing:


• Data Transport ($0.0012 Per Kilobyte)

Premium Short Messaging Service (PSMS)/Premium Text Messaging


• Premium Short Messaging Service (Premium SMS) is a premium charge for high volume text
messaging that complements other mass media, such as television, radio, print, outdoor, in-venue and

consumer packaging. Content providers use PSMS to deliver valuable content, ringtones, voting, alerts
and unique interactive applications to a nationwide mobile audience.
There are two charges associated with Premium SMS
1. Premium content charge (Varies per event)
2. SMS transport rate ($0.08/ $0.15 per SMS). Multiple SMS messages might be required to deliver
such content.

New Rating Structure/ new tiered structure.

As of Monday, July 21st, 2008, all new activations, nationwide, will be based on the new rating structure
described in the table below:

Currently, when a customer places an outbound call from a pageplus handset, she/he will hear the minutes
playing at the beginning of each call (The pre-call announcement). Because we are introducing more DATA
services, such as MMS, WAP, and later this year, Brew, we will be adding a new plan which customers will
be migrated to. This plan will play the pre-call announcements in Dollars instead of minutes.
In addition, we will also be introducing a new minute rating structure that will retain the same existing
number of minutes given for each card denomination and will pave the way to offer the new data services.

• The total number of minutes per card will remain the same; however, voice calls will be rated based on the
card denomination ($0.12 for $10.00), ($0.09 for $25.00), ($0.08 for $50.00) and ($0.06 for $80.00).

• Migration for existing customers will start on August 14th, 2008 as they replenish new cards; the new rating
structure takes effect once the first card is exhausted.

• As we move to new plans that offer multiple data services , the pre-call announcement will announce the
balance in dollar value.

• To enable MMS and WAP for unlimited nights and weekends and unlimited 24/7 customers , please contact
our call center at 800-550-2436.

• Once migration is completed, the current standard plan with minute announcement will be retired.

**Actual Value: This is the actual amount of credit received when replenished.
*** Per minute rate: This is actual rate per minute for Voice, These rates apply to Unlimited N&W plan calls during peak hours. If the balance falls below the daily fee and the daily fee
is not collected. Calls will be rated at $0.12 per minute.

Below are samples of common MMS/WAP questions which we received so far from customers, we wanted to share the answers with you.

Data and MMS Questions:

Is My Phone Capable of sending and Only Approved pageplus Handsets are guaranteed. Most phones will be able
receiving MMS messages? to send/receive MMS (Picture Messaging).
Any LG phone from VX4500 and above should be able to receive and/or send.
Most Motorola phones will not work unless it’s Mot E815 and V3C RAZR with
the Owl logo.
A list of pageplus Approved MMS/Data capable phones will be available soon.

How much is it for a picture message? $0.40 for the message + $0.0012/KB. The average message will be around
$0.50 for both transport and message. With an average max around $1.00.

Can I receive a picture or video message No, received messages will be delivered to the handset upon returning to the
when I am roaming? network.

Is my phone WAP capable? /am I able to use Mobile Web (WAP) is not available yet.

When will WAP (Mobile Web) be available? Pageplus WAP Approved Handsets should be available with in the next few
months. Only Approved Pageplus Handsets are guaranteed. However,
customers with Smart devices such as Blackberrys, Palm Treos and other
smart devices might be able to use mobile web now.

I can receive a picture message but am Only Approved pageplus Handsets are guaranteed. There is a known issue
unable to send. with Motorola handsets that are currently in the market. No update is currently
available for these handsets.

What about BREW? Does it work? BREW WILL NOT WORK with any handset currently in the market. Handsets
should be available by the end of the year.

Does pageplus offer Ringtones? Ringtones are not currently offered by pageplus.

On-Line Website/ Portal

In the month of August we will be launching an Online Website or Dealer Portal. It will be integrated with the current
website. You will be able to activate, make ESN changes, MDN Changes, and Replenishments, in addition to
ordering supplies and marketing materials.
Please sign up at http://dealers.pagepluscellular.com. Once you sign up, you will be contacted by pageplus and will
be provided with the proper information to log in and begin to use the service.

We hope that these new services allow you to bring more customers under pageplus service and expand your
