Dear Madam Supervisor:

Coalition for a Planned Reston (CPR) recently received emails from your office forwarding materials
from Fairfax County staff purporting to respond to long-outstanding issues raised in small group
meetings with Reston residents in June and July. Despite repeated requests for responses, and clear
communication from Reston Association and CPR that meaningful dialogue would be foreclosed by
moving forward with the amendment process before providing responses and resuming discussions,
you requested that the amendment be calendared with the Board of Supervisors.

CPR believes that the County’s belated information “dump” provides little responsive information
despite its volume, some of which is not relevant or is outdated or inaccurate. If necessary we will
provide clear evidence to both the Planning Commission and the Board of Supervisors that such
deficiencies undermine any rational basis for the proposed amendment.

Further, we are disappointed that the Staff “slow rolled” responses to the community, responding
only in an apparent face-saving effort in light of Board of Supervisors concerns expressed in their
meeting of December 4, 2018. In short, the timing, substance and motivation for the County’s long
delayed responses to CPR and RA appear to be form over substance.

We urge you immediately to request that the Reston PRC zoning amendment be withdrawn from the
Board of Supervisors’ calendar, and that you re-engage in the process for meaningful dialogue with
the community, to which you previously committed.
