Introduction
This report provides a snapshot of the global status of national 5G spectrum
GSA is aware of 45 plans as of the end of 8 November 2018. As national regulators plot their

Frequency range designations and bands


In this report, we consider spectrum in specific bands for which auctions
or long-term designations are being considered. These include new 5G/NR
bands defined by 3GPP in Release 15, which are being defined in the following
two frequency ranges (FR) in Table 1.

There are also a number of other spectrum bands being considered by national
regulators that were at end-July 2018 not considered by 3GPP specifications:

•• 5925–7150 MHz, considered in USA and CEPT (5925–6425 MHz) for


unlicensed use
•• 64–86 GHz, or parts thereof.
Note that various parts of the 64–86 GHz range are considered differently in
different regions. For instance, 64–71 GHz is set aside for unlicensed use in
North America and is under consideration in CEPT (66–71 GHz); 66–76 GHz
and 81–86 GHz are under study in ITU-R as a possible range for IMT-2020, to
be decided at WRC-19.

In many cases, regulators are making subsets of the newer bands available,
freeing them up in chunks when they can migrate existing users (such as
satellite, military, broadcasters or other users) to different blocks of spectrum.

The analysis in this report excludes temporary short-term licences awarded


for the purpose of trialling/testing 5G networks (this latter category is covered
in our analysis of 5G trials, available separately).

This report uses information published by regulators and governments, who


are not always completely specific about plans for frequency ranges and
about whether national allocations will be aligned to recognised bands. Some
of the higher spectrum bands, not currently allocated for commercial mobile
communications, are broadly defined. It is likely that these bands will be
more formally defined by national regulators and through the international
harmonisation process in due course.

Analysis of spectrum plans is divided into two main groups: plans associated
with bands that are explicitly designated for 5G (or LTE and 5G) and
separately, plans associated with bands licensed or allocated on a technology
neutral basis, or allocated much more broadly for mobile services or mobile
broadband services. We have excluded plans for spectrum being set aside
specifically for LTE, 3G or 2G technologies.

At present, GSA is aware of 45 countries (all references to countries in this

In Europe, six countries have already completed auctions of 5G spectrum
(Finland, Italy, Ireland, Latvia, Spain and UK) with another four (Czechia,
Germany, Greece, Norway) having recently completed auctions of spectrum
that could potentially be used for 5G. Ten countries are known to have
confirmed 5G spectrum auctions between 2018 and 2020 (Austria, Belgium,
France, Germany, Greece, Hungary, Netherlands, Poland, Romania, and
Sweden) with five countries planning auctions of potentially suitable bands
(Czechia, Norway, Slovakia, Sweden and Switzerland).
There are 5G auctions/allocations confirmed in at least six countries in Asia

In the Americas, the USA has issued spectrum on a technology neutral basis
that can be used for 5G in the 600 MHz range. It has also confirmed rights to
use the spectrum at 28 GHz (27.5–28.35 GHz) and 39 GHz (37–40 GHz) for 5G
that was awarded many years ago and in October 2018, changed the rules
to make CBRS spectrum more attractive to 5G investors. The USA will also
use 2.5 GHz band for 5G. Mexico has auctioned spectrum between 2500 and
2690 MHz for 4G and 5G. Meanwhile, Brazil, Canada, Chile, Colombia and the
USA have announced timetables for future auctions/allocations of spectrum
potentially suitable for 5G.
Of the countries in the Middle East and Africa, Saudi Arabia recently concluded
an auction of spectrum suitable for next-generation wireless high-speed data
services, Tanzania awarded spectrum at 700 MHz for ICT services, South Africa
is planning an auction in the 800 MHz range for IMT services and Ghana is
intending to release spectrum at 800 MHz for mobile services.

In addition to those countries with licensing plans specifically designated for


5G, the table also includes a number of other countries considering, planning
or in the process of auctioning bands that could be used for any technology
(licensed on a technology neutral basis), or used to deliver mobile broadband
services and hence are potentially usable for 5G but are not explicitly
designated for 5G at this stage.

The table excludes short-term/temporary licences awarded for the purpose


of trialling/testing 5G technologies (this latter category is covered in our
analysis of 5G trials, available separately).

Consultations regarding these various auctions/bands are


underway.
Bosnia and Communications RAK adopted new regulations for the use of the 3400–3600
Herzegovina Regulatory Agency MHz, 3600–3800 MHz, 800 MHz and 2600 MHz bands,

Brazil Brazilian National ANATEL is considering revising the regulations regarding
Telecommunications the 3400–3600 MHz band in order to allow its use by
Agency (ANATEL) terrestrial services in coexistence with satellite applications
in adjacent bands. According to ANATEL, the 3400–3600
MHz band should be the first to be deployed for 5G. In
November 2018 it announced a public consultation on use
of this band.

The regulator also published a resolution on opening 100


MHz of spectrum in the 2300–2400 MHz band for mobile
services (including mobile, FWA, and private networks). In
mid-August 2018 it launched a public consultation on the
use of spectrum at 2.3 GHz for 5G. At the end of August it
launched a 60-day public consultation into the use of the
2.3 GHz and 3.5 GHz bands.

During 2018, ANATEL has been steadily authorising


use of spectrum at 700 MHz for 4G services as regional
analogue TV signals have been discontinued, enabling
VIVO, TIM, Claro and Algar (which all acquired rights in a
2014 auction) to use the spectrum for mobile broadband
services. It plans to auction the previously unsold
spectrum in the 700 MHz band and spectrum in the 3400–
3600 MHz band – possibly in 2019. In addition, part of
the 2500–2690 MHz band may also be made available. All
those bands are expected to be licensed on a technology
neutral basis.
Bulgaria Communications CRC has launched a public consultation on the use of the
Regulation 3400–3600 MHz band and the 3600–3800 MHz band for 5G
Commission (CRC) services before 2020.
Canada Innovation, Science In June 2018, Canada published its spectrum auction
and Economic plan 2018–2022. The first auctions will be in March 2019
Development (ISED) for spectrum in the 600 MHz band. ISED is to auction
Canada spectrum licences in the 614–698 MHz band on a
technology neutral basis. Mid-band spectrum at 3500 GHz
is expected to be auctioned in 2020, while spectrum at 26
GHz, 28 GHz, 37–40 GHz and 64–71 GHz is expected be
made available for flexible terrestrial use towards the end
of 2021. The 32 GHz, 70 GHz and 80 GHz bands are set to
be available for backhaul in 2019/2020.

ISED has launched a consultation on the framework to


auction spectrum licences in the 3.5 GHz (3450–3650
MHz), 3.8 GHz (3650–4200 MHz) bands and initiated
consultations regarding the use of 26 GHz (26.5–27.5
GHz) and 28 GHz (27.5–28.35 GHz) bands for 5G and on
releasing spectrum in the 37–40 GHz and 64–71 GHz
bands for 5G.

Canada is also considering plans to release the 1500 MHz,


1600 MHz, 26 GHz, 32 GHz and 80 GHz bands for mobile
use, subject to ongoing analysis.
Chile Under-Secretary of The government confirmed intentions to have the first 5G
Telecommunications auctions on Q4 2018. It has also frozen current licences in
(Subtel) the 3400–3800 MHz band to prepare for future auction. In
July 2018, Subtel opened a consultation on use of 3.4–3.8
GHz and 27.5–28.35 GHz bands for 5G.

Denmark Denmark was in the process of auctioning spectrum in the
700 MHz, 900 MHz and 2300 MHz bands, on a service and
technology neutral basis, as follows:

•• 2x30 MHz paired frequencies (703–733 MHz paired


with 758–788 MHz) and 20 MHz unpaired frequencies
(738–758 MHz)
•• 2x30 MHz paired frequencies (880.0–891.9 MHz and
896.9–915.0 MHz paired with 925.0–936.9 MHz and
941.9–960.0 MHz respectively)
•• 100 MHz unpaired frequencies (2300.0–2400.0 MHz)
However, in September 2018, it postponed proceedings,
due to start on 25th of September, until further notice. It
did not give a reason for the decision.
Egypt National NTRA is formally considering using 3400–4200 MHz for

Finland Finnish In October 2018, FICORA completed an auction of
communications spectrum in the 3500 MHz frequency band (3410–3800

and Telia Finland.

France Regulatory Authority In October 2018, ARCEP launched a consultation on

Separately ARCEP also called for applications (due by 2


October) for reallocation/refarming of spectrum in the 900
MHz, 1800 MHz and 2.1 GHz bands currently used for 2G,
3G and 4G (and for which authorisations expire between
2021 and 2024), with a view to improving 4G coverage.
It received applications from Bouygues Telecom, Free
Mobile, Orange and SFR and agreed all met the criteria for
reallocation/refarming. Licences will be extended subject
to meeting new coverage and reception quality obligations.
Germany Bundesnetzagentur Germany auctioned spectrum at 700 MHz for mobile
broadband in 2015; the spectrum is expected to be
available from 2019.

In March 2018, Bundesnetzagentur announced the end


of the consultation phase for the auction of the 2000 MHz
(1920–1980 MHz/2110–2170 MHz) and 3400–3700 MHz
bands for 5G services.

In September, it published draft rules for the auction. The


rules are due to be finalised in November, with auctions
happening in Q1 2019.

It is also drawing up application procedures for the 26 GHz


band for 5G or improving rural mobile coverage and for
the 3700–3800 MHz band for local and regional uses.
Ghana National NCA is planning to issue spectrum at 800 MHz through a
Communications tender process (not an auction), with the process complete
Authority (NCA) by the end of 2018.
Greece Hellenic EETT announced that on 2 February 2017 the procedure
Telecommunications for granting of the 'Rights of Use for Radiofrequencies'
and Post Commission in the band 24.5–26.5 GHz had been completed and
(EETT) three operators were granted frequencies to use for
fixed wireless access services. In February 2018, EETT
announced that there was interest in the 3400–3800
MHz band from operators following a public consultation.
Participants said that licences should be allocated before
2020 with the majority of respondents saying Q4 2019
would be an appropriate time for allocation.

In October 2018, EETT launched a public consultation on


the granting of rights to use spectrum between 3400 MHz
and 3800 MHz, and 24.25 GHz and 27.5 GHz for 5G testing.

Hong Kong Office of the OFCA has completed its consultation and decided to

wireless 5G services with release planned for 2019.

In September 2018, it announced the opening of


applications for an auction (due December 2018) of
unallocated spectrum in the 900 MHz and 1800 MHz
spectrum bands.
Hungary National Media and The National Media and lnfocommunications Authority
lnfocommunications plans to auction spectrum in the 700 MHz and 3400–3800
Authority MHz bands for 5G in Q3 2019 and aims to have the
regulations in place to achieve that by the end of 2018.
It has also been formally considering plans to auction
spectrum at 26 GHz.
India Telecom Regulatory In January 2018, TRAI held an Open House discussion

(TRAI) 1800 MHz, 2100 MHz, 2300 MHz, 2500 MHz, 3300–3400
MHz and 3400–3600 MHz bands'. In March 2018, India's
Telecom Department asked incumbents to free spectrum
in the 3300–3400 MHz band for 5G by 30 September 2018.
India created a 5G High Level Forum to formulate strategy
on 5G. The Forum released its recommendation on 5G
spectrum which included the following spectrum bands:
617–698 MHz, 698–803 MHz, 1427–1518 MHz, 3300–3600
MHz, 3600–3700 MHz, 24.25–27.5 GHz, 27.5–29.5 GHz,
29.5–31.3 GHz, 31.8–33.4 GHz and 37–43.5 GHz. India's
Telecom Department is now preparing an action plan
based on this recommendation.

On 1 August TRAI released more detailed


recommendations regarding the release of spectrum in
the lower bands: 700 (703–748 MHz/758–803) MHz, 800
((824–844 MHz/869–889) MHz, 900 (890–915 MHz/935–
960) MHz, 1800 (1710–1785 MHz/1805–1880 MHz) MHz,
2100 (1920–1980 MHz/2110–2170) MHz, 2300 (2300–2400)
MHz, 2500 (2500–2690) MHz, 3300–3400 MHz and 3400–
3600 MHz covering regions, spectrum blocks and reserve
prices. Timelines are yet to be confirmed, but are likely to

The DoT is additionally working on a proposal to allocate


spectrum at 2100 MHz for 4G service, with a decision due
by the end of 2018.

In October 2018, the Indian government opened up


spectrum in the 5150–5250 MHz, 5250–5350 MHz and
5725–5875 MHz bands for unlicensed (low power) wireless
use, including use by wireless access points, fixed point-to-
point connections and portable and mobile client devices.
Indonesia Ministry of Initial indications for the Ministry of Communications and
Communications Informatics of Indonesia are that Indonesia will license 5G
and Informatics of spectrum by 2022. Current bands under consideration for
Indonesia (BRTI) allocation are 24.25–27 GHz, 27–29.5 GHz and 3.4–3.6 GHz.

Ireland Commission for In May 2017, ComReg allocated slices of the 3600
Communications MHz band for broadband (including 5G) services. The
Regulation (ComReg) commission also published a consultation regarding the
distribution of spectrum in the 26 GHz band. The new
26 GHz National Block Licences are likely to be restricted
to point-to-point (P2P) links, and licensees will not be
permitted to offer mobile services using the spectrum.
Italy Autorità per le AGCOM launched a public consultation in March 2018

Five operators (Fastweb, Iliad Italia, TIM Italy, Vodafone
Italy and Wind Tre) were awarded spectrum.
Japan Ministry of Internal Japan's MIC is formally considering the 4400–4900 MHz,
Affairs and 3600–4200 MHz and the 28 GHz (27–29.5 GHz) bands for
Communications 5G and plans to assign spectrum in these bands by March
(MIC) 2019. Technical requirements for use of these bands will
be set during 2018. The 3400–3600 MHz band might also
be considered.
Latvia Public Utilities In December 2017 the Public Utilities Commission
Commission announced that LMT had won spectrum in the 3400- 3450
MHz and 3650–3700 MHz bands for 5G services.

In September 2018, it auctioned 50 MHz of spectrum


between 3550 and 3600 MHz for 5G services.
Lithuania Communications RRT has launched a public consultation on the use
Regulatory Authority of spectrum in the 3400–3800 MHz and 3800–4200
(RRT) MHz frequency ranges for 5G. The latest stage of the
consultation is due to close in November 2018.

In September 2018, the government authorised the


release of 700 MHz for mobile services; RRT will now work
towards auctioning the frequencies before 2022.
Luxembourg Luxembourg ILR has launched a public consultation on the country's
telecommunications frequency plan. It includes the allocation of the 703–733
regulation authority MHz band coupled with the 758–788 MHz band for
(ILR) provision of mobile/fixed communications networks.
Malta Malta Malta plans to open up 700 MHz band to mobile services

Mexico Federal Institute of Mexico is to auction the 600 MHz (614–698 MHz) band for

Separately the telecom regulator completed an auction


of spectrum between 2500 MHz and 2690 MHz in August
2018, with TDD and FDD blocks awarded to the winning

used for delivery of 4G and 5G services.
Moldova National Regulatory In August 2018, the Moldovan regulator launched a call for

Netherlands Ministry of Economic The Dutch Ministry of Economic Affairs plans an auction of

New Zealand Radio Spectrum According to the Radio Spectrum Management's ‘Road
Management map to 5G in New Zealand’, the range between 3410 and
3690 MHz could be considered for 5G post October 2022.
The ranges of 24.25–28.35 GHz, 1427–1518 MHz band (L
Band) and the 600 MHz band are also to be considered
for 5G use. Ministers have been quoted in local press as
saying that allocation of spectrum for next-generation
mobile services is ‘on track for 2020’.

Peru Ministry of Transport There are no spectrum bands allocated to 5G in Peru
and Communications yet. The regulator is currently conducting studies to
identify frequency bands for provision of services with 5G
technology.

In August 2018, the Ministry declared the reordering/


refarming of spectrum in a number of bands to open
up more spectrum for 4G and 5G services. It intends to
refarm spectrum in the following bands for the provision
of services linked to more advanced mobile technologies
(IMT): 452.5–457.5 MHz and 462.5–467.5 MHz; 806–821
MHz and 851–866 MHz; 821–824 MHz and 866–869 MHz;
2500–2692 MHz; 2300–2400 MHz; and 3400–3600 MHz.

In this context, the Ministry of Transport and


Communications is reviewing the legal validity of an
allocation of spectrum at 2.5 GHz to Bitel in 2017; it is
anticipated this process will take two months to complete.

The Minister of Communications has stated that the


Ministry is working towards the tender very soon of
spoectrum at 2.3 GHz.
Poland President of the The Polish regulator has been consulting on the allocation

Portugal National ANACOM is currently holding a public consultation on a

2.6 GHz, 3.6 GHz and 26 GHz. In June 2018, the regulator
approved a roadmap for the distribution of 700 MHz
(694–790 MHz) spectrum for future 5G wireless services.
According to the regulator, the band, which is currently
used for digital terrestrial television services, will be freed
up by 30 June 2020.
Qatar Communications CRA is considering auctioning the 700 MHz band, 3500
Regulatory Authority MHz band (3400–3600 MHz) and 26 GHz band (26.5–27.5
(CRA) GHz) for 5G mobile services. The 700 MHz frequency band
would be deployed to accommodate the demand of the
service providers and for the applications of the public
protection and disaster relief (PPDR).
Romania National Authority ANCOM has announced plans to auction spectrum at 700
for Management MHz for 5G before the end of 2019. By the end of 2018 it
and Regulation in aims to adopt a national position on the release and use of

Russia The Minister of The Russian Ministry of Communication has previously

South Africa Independent ICASA held its first 5G forum meeting to discuss how to

A public announcement at the ITU’s Telecom World


Conference in Durban in September 2018 by ICASA’s
president indicated plans to license 700 MHz, 800 MHz and
2.6 GHz for mobile services; though no detailed timetable
has yet been announced. In October 2018, as part of a
deal to end a legal dispute and to enable the country
to move forward with licensing, ICASA revoked historic
notices issued in 2016 calling for applications for licences
to provide broadband FWA services using these spectrum
bands.

The Department of Telecommunications & Postal Services


has also said it is likely that spectrum in the 3.5 GHz band
will be licensed for 5G, but licensing is not likely until after
WRC-19.

In October 2018, Telecoms Minister Cwele promised 4G


auctions by April 2019 and 5G auctions in 2020.
South Korea Ministry of Science South Korea held its first 5G auction in the 3.5 GHz and
and ICT 28 GHz bands on 15 June 2018. SK Telecom and KT each
acquired 100 MHz in the 3.5 GHz band, the maximum
amount allowed per operator, while LG Uplus won 80 MHz;
in the 28 MHz band, each operator won 800 MHz.
Spain The Ministry of The Ministry of Economy and Enterprise has published
Energy, Tourism a roadmap for release of 700 MHz spectrum (currently

ministerial announcements suggesting an auction date in
early 2019.

In July 2018, Spain ran an auction of the 3.6–3.8 GHz


spectrum band for use for 5G services. A total of 200 MHz
was auctioned, with three operators winning spectrum.
Orange España separately gained spectrum at 3.5 GHz in
an auction in 2016.
Sweden Swedish Post and PTS plans to auction spectrum at 2.3 GHz and 3.5 GHz for
Telecom Authority mobile broadband and 5G services in 2019 or earlier in a
(PTS) joint assignment. A consultation process was under way in
October 2018.

PTS has also initiated consultations on the demand for


5G frequencies in the 24.25–27.5 GHz bands. PTS has
additionally launched an auction for spectrum in the 700
MHz band for mobile broadband services due to complete
in December 2018.

In October 2018, PTS asked for unused municipal licences


in the 3.5 GHz band to be returned.

Switzerland Federal In July 2018 the Swiss Federal Communications
Communications Commission launched an invitation to a tender for

3500–3800 MHz bands. Whilst suitable for 5G they are
being auctioned on a technology neutral basis, with the
auction due in January 2019.
Taiwan The National NCC has opened a public consultation on the allocation
Communications of spectrum in the 3400–3600 MHz, 3600–3800 MHz and
Commission (NCC) 3800–4200 MHz bands for 5G in 2020. It is also formally
considering the 28 GHz band.
Thailand National NBTC concluded an auction of spectrum at 1800 MHz
Broadcasting and and 900 MHz in August 2018, though not all blocks sold.
Telecommunications A second round auction of spectrum at 900 MHz was
Commission (NBTC) completed in October 2018.

A further auction of spectrum at 1800 MHz is expected in


early 2019.

NBTC plans a technology neutral auction of spectrum in


the 2600 MHz band (80 MHz) and 700 MHz by 2020.

The regulator is also considering awarding spectrum in the


3.5 GHz, 26 GHz or 28 GHz ranges.

Meanwhile, according to the Bangkok Post, the NBTC has


drafted (but at the time of writing not yet fully approved)
a regulation recalling unused spectrum in the 1500 MHx,
2300 MHz and 2600 MHz bands, with a view to reallocation
via auction for provision of 5G services.
Tanzania Tanzania In June 2018, Tanzania held a 700 MHz band auction which

deployed in the band.
UAE Telecommunications TRA is considering an early deployment of 5G in the
Regulatory Authority following bands: 1427–1518 MHz, 3300–3800 MHz and
(TRA) 24.25–27.5 GHz. In addition, the 40 GHz range will be
considered for 5G beyond 2020.
UK Office of Ofcom issued an update to its 5G strategy, saying that
communications would continue its work to free radio spectrum in the
(Ofcom) 700 MHz, 3.6–3.8 GHz and 26 GHz bands (as well as
considering whether spectrum in the 66–71 GHz bands
may be viable) for 5G. In March 2018, Ofcom allocated
spectrum in the 3.4 GHz band (3410–3480 MHz and 3500–
3580 MHz) for 5G. In July 2018, Ofcom revealed it is making
licence-exempt spectrum available in the 66–71 GHz band,
which could be used for future 5G services.

USA Federal In the USA, any bands already used for mobile service
Communications can also be deployed for 5G – the FCC doesn’t require any
Commission (FCC) particular technology, and the choice is driven by carriers.
This means multiple historic auctions are relevant for 5G
including but not limited to those for spectrum at 2.5 GHz
(March 1996), 28 GHz (March 1998 and May 1999) and 39
GHz (May 2000).

The FCC has been recently and is currently undertaking


a range of activities with a view to opening up extra
spectrum for mobile use. The Spectrum Frontier order
dated 16 November 2017 makes an additional 1.7 GHz
of mmWave spectrum in the 24 GHz and 47 GHz bands
available for flexible terrestrial wireless use. It also
maintains previously adopted spectrum allocations for
mobile use in the 28 GHz, 37 GHz and 39 GHz bands,
and unlicensed use between 64 GHz and 71 GHz. It also
auctioned off the 600 MHz band.

In October 2018, the FCC decided to alter the licensing


structure for the 3.5 GHz (3550–3700 MHz) band, allocated
for Citizens Broadband Radio Service. Among other
things, it decided to increase the size of the licensing
areas, extend the length of licence terms, and make
them renewable, with a view to making the licences more
attractive to 5G investors. It is consulting on adding mobile
broadband use to existing (satellite) uses allowable in the
3.7–4.2 GHz spectrum range.

In October 2018, the commission issued a notice of


proposed rulemaking that would open up the 5.925–
6.425 GHz and 6.425–7.125 GHz bands for unlicensed
use, subject to establishing a mechanism to prevent
interference with incumbent services. It specifically
anticipates – depending upon the part of the spectrum
concerned – the use of low or standard power WiFi or
variants of LTE for indoor or outdoor use. The FCC plans to
hold an auction of spectrum in the 28 GHz band (27.5–
28.35 GHz) and 24 GHz band (24.25–24.45 and 24.75–25.25
GHz) starting in November 2018. In early November it
announced that 40 bidders had qualified for the 28 GHz
auction and that it has received 58 complete applications
for the subsequent 24 GHz auction.

The FCC is considering opening up the 4.9 GHz public


safety band possibly for more 5G access and support
robotic and drone operations in the future. FCC is formally
considering making 3700–4200 MHz mid-band frequencies
available for 5G. In May 2018, FCC announced plans to
auction the spectrum not already licensed in the 2.5 GHz
band (2496–2690 MHz) for additional educational licences.
In June 2018, FCC announced that it is also considering
making an additional 2.75 GHz of the 26 and 42 GHz bands
available for 5G.

On 3 August 2018, it proposed steps towards the auction


of spectrum in the 37 (37.6–38.6) GHz, 39 (38.6–40) GHz
and 47 GHz bands for 5G, IoT and advanced services.

Vietnam Ministry of The Ministry of Information and Communications is

technology neutral. Specifically for 5G, the Ministry has
stated that the 24.25–27.5 GHz and 27–43.5 GHz bands are
of interest and (whole or partly) could be made available
for 5G services pending international developments.

Completed 5G spectrum auctions and allocations


Eight countries have already auctioned/allocated/licensed spectrum usable
for 5G on a long-term basis. Auctions since the last issue of this report
have occurred in Finland (3410–3800 MHz) in October and in Italy, also in
October (3600–3800 MHz and 26 GHz).

Summary
As the widespread commercial introduction of 5G approaches, the number
of 5G spectrum-related initiatives by telecom regulators around the world
is growing rapidly. While only a handful of countries have yet allocated any
spectrum specifically for 5G services, that number is expected to grow rapidly.
At least 10 5G-relevant auctions in different bands are due to complete in
2018. At least 23 additional 5G-relevant auctions are planned between 2019
and the end of 2020. Those numbers will rise further. GSA will track and
report on progress in future updates of this report.
