We have done an audit of the 3G Sites CE utilization and CE congestion failure

based on the statistics of last week( 4th-Mar to 10th-Mar)

As the result , we suggest to expand BPN2 borard for 53 sites while 6 of them are
high priority.

The expansion threshold:

"Number of hours that Avg UL CE Usage >70% in last week" is more that 20 times Or
"Number of hours that Max UL CE Usage >90% in last week" is more than 20 times
And "RAB Failure due to CE congestion in last week" >1000 as high priority.
