The objective of the MRV Regulation is to develop a better understanding of fuel consumption and CO2
emissions from shipping activities within the EU which could then be used to shape and inform any future
GHG monitoring or reduction initiatives. The MRV Regulation is viewed as the first step of a staged approach
for the inclusion of maritime transport emissions into the EU’s GHG reduction commitment, alongside the
