Key Features or Approach to Reinvention


(1) a catalytic government – mobilizes other sectors to participate in service
delivery
(2) a community-oriented government – inspires the citizenry to assume an
active role in governance
(3) a competitive government – concerned with measures of performance and
outcomes using cost-effective measures
(4) a mission-oriented government – committed to attaining new thrusts
(5) a results-oriented government – highlights accomplishments and effects on
the community
(6) an anticipatory government – aims to prevent problems
(7) a customer-oriented government – provides choices or alternatives
(8) an enterprising government – conscious about earning money
(9) a decentralized government – restructures the opportunities for decision
making
(10) a market-oriented government – actively scans or even creates demands like
a business enterprise.

Pilot Testing Stage

 Area Selection on the Basis of Need – concern for addressing the issue of
equity
 Social Preparation – this meant shifting gears to change the paradigm of a
bureaucracy that was attuned to delivering services on its own
 Identification of Volunteers – these volunteers were envisioned to take charge
of mobilizing the community
 Creation of Intersectoral Structures – open up interface with the community,
NGO’s, local executives and others sectors

Institutionalization
 Bureaucratic Innovations - Administrative innovations should be put in place
which could facilitate the implementation
 Identification / Preparation of Volunteers – volunteer group should be tap in
every barangay
 Monitoring Using Indicators of Interface with Community – monitoring of the
level of interface of the community in the conduct of activities
 Validation of Indigenous Methodologies – Support the community to ensure
indigenous technologies flourish
 NGO’s as Conduits of Funds and as Chief Mobilizers – give importance to
NGOs in the promotion of the nations welfare.
 Incentives for Community Involvement – motivate community thru incentives
and measures for motivation
