If left unchecked, Scott County residents will

In 2004 Scott County invites Davenport to to join in the creation of a
Public Safety Authority, to explore consolidation of emergency services.

In order to consolidate emergency dispatching services

between the County, Davenport, Bettendorf and Medic
EMS and the Scott County Emergency Management
Agency, an intergovernmental agreement was
signed, under a new state law for 28E's.

This new 28E intergovernmental agreement:

Created a new taxing and spending authority
●
Incurred $28M in long term debt
●
Created a special levy not subject to caps on taxes with
no ceiling on future indebtedness

Increased annual county operating budget by $7M
●
Resulted in 20% increase in property taxes
