To whom it may concern,

Good day! I hope this finds you well and understanding. My name is Billy Barnes and I
am a Project Management Professional recently relocated from Sao Luis, Brazil. I had
spent the last seven (7) years working on a government contract instructing their staff
on the design, fielding, and operation of large scale, aeroponic, enclosed, vegetable
growth and harvest.

I am a United States Army veteran, an honorably discharged paratrooper, medically


retired Staff Sergeant (E6) with nearly 8 years of service, 5,000+ skydives, plus awards
& accommodations from both the Panama and the early Persian Gulf conflicts.

I arrived in late June of 2018, visiting my family in Wenatchee, WA. My father inquired
about an old warrant issued out of Pierce County back in 2011. I turned myself into the
police, only to find out I had made errors when filing with the courts for both the
removal of my name from the sexual offenders registry, but also, my relocation
to/employment by Brazil.

In 2001 I pled guilty to and served my sentence for attempted sexual assault of a child.
This was an F-5 felony, the lowest of the felony grades in Colorado, at the time. I was
released without any probation, parole, or supervision. I was told top file for removal
from the sex offender registry in December of 2011. I also filed the appropriate court
documents with the local, state, and federal courts that I would be living and working
abroad for several years.

Unfortunately, I failed to finalize either case and faced very harsh consequences from
both the State and Federal governments. After 22 days, a great lawyer, tens of
thousands of dollars in fees and fines, I was released. I am not on probation or parole.
Once I find housing, Pierce County will drastically lower my visibility on the sex offender
website, since I am considered ‘lowest risk’. The Federal charges, employment and
bitcoin related, were dismissed. In June, I see the courts to remove my failure to
register conviction and be granted removal from the registry.

During the month of August, I was homeless, out of a job, on probation for a year, wife
overseas, and quite honestly ….lost.

Then, in a matter of two weeks, the following occurred:

1) I was approached by UW-Seattle regarding a 3yr contractor position, teaching them


what I discovered, developed and documented in Brazil.
2) I was afforded the opportunity to obtain my Master’s Degree and teaching
credentials through UW-Seattle.
3) My probation officer informed me that he had spoken with several of my superiors
and peers, and between his research and my test scores, I was being released from
probation immediately. Ten months ahead of schedule.
4) My VA orthopedic surgeon informed me the time had arrived to replace my left knee
replaced and my right knee repaired. Thus, the first floor requirement.
5) My wife, Kim, returned stateside to issues with her children and grandchildren. She
has accepted a position at American Lake VA. She has been a nurse for the last 30
years. She could be here as early as April and as late as June.
6) I was approached by Mr. Brian Wilson, a dedicated veteran, whom referred me to
Metropolitan Development Council (MDC) in order for me to gain housing through the
VA. This would make my knee replacement surgeries and recovery possible.

All of these, with the timing, convinced me to spend the next 3 years in Pierce County.

I did not know that MDC would lose their contract early. I was one step away from
residing at American Lake Garden Tract. I waited 6 weeks for Catholic Community
Services to inform me that they now had the contract.

Once again, I did all the leg work, found another place in American Lake, and
completed my application. Cathlolic Community Services and the VA may ‘cover and
qualify’ my 12 month residence, but they only promise 3 months of rent in a row, in
order to re-qualify me. My application for lease was denied in mid-December.

The holidays are over. Mr. Wilson provided me your name as someone who has
accepted the VA’s terms in the past, a person who might possibly understand having
zero credit due to overseas employment and someone who may understand my legal
situation and view it favorably.

Thank you, in advance, for your patience and understanding. After discussion with your
staff and superiors, should you approve, I will be there to inspect and fill out my lease
application. Please, just let me know.
