MEMORANDUM OF AGREEMENT

(DENR, LGU/DA,DAR Convergence Initiative)

WHEREAS, it is the policy of the state to pursue sustainable development for poverty reduction,
biodiversity conservation, food security, and climate change mitigation and adaptation through
the implementation of National Greening Program (NGP) pursuant to Executive Order number
26 series of 2011;

WHEREAS, the DA, DENR, DAR pursuant to Joint Memorandum Circular No. 1 series 2010 have
adopted a Convergence Initiative to integrate and strengthen development framework
between and among national government, local government agencies and other stakeholders,
wherein complementary human, physical and financial resources are efficiently and effectively
deployed;

WHEREAS, Executive Order No. 23 series 2011 has mandated the DA-DAR-DENR Convergence
Initiative to develop a National Greening Program in cooperation with the Department of
Education (DepEd), Commission on Higher Education (CHED), Department of Social Welfare and
Development (DSWD), Department of Budget and Management (DBM), private sector and
other concerned agencies and institutions.

WHEREAS, there is huge area considered potential for the implementation of NGP with
equivalent area of xxx hectares within the political administration of municipality of the
Hinunangan, Southern Leyte;

WHEREAS, the xxx hectares per LC Map xxx is classified as Timber Land and it is within the
jurisdiction and administration of DAR to be known as Southern Leyte Settlement Project; and

WHEREAS, the NGP has a provision of incentives that all proceeds from agroforestry
plantations duly accounted by the DENR, shall accrue to the NGP beneficiary communities to
address food security and poverty reduction and in like manner shall be considered priority in
the Conditional Cash Transfer program;

WHEREAS, the commodity that may be adopted the community will be involved in decision
making to ensure successfulness and to promote belongingness or since of ownership of the
project.

WHEREFORE, in this environmental endeavor thereby to achieve the national objectives by

developing country’s natural resources the DAR,DENR and LGU/DA mutually agreed by signing
this MOA to develop xxxx hectares national Greening project under the convergence initiative
in the context of sustainable development for poverty reduction, food security, biodiversity
conservation, and climate change mitigation and adaptation and/or ecosystem goods and
services and THEY SHALL:

Local Government Unit (LGU)

Department of Agrarian Reform (DAR)

Department of Public Works and Highways (DPWH)

Department of Education (DEPED)

Department of Social and Development (DSWD)
