INSTRUCTIONS TO BIDDERS
1. Complete the Offer section of the attached Bid Form & Contract Acceptance document.
2. Offers shall be submitted in the self-addressed envelope provided by the owner and sealed. Bids shall be
delivered to the address on the envelope.
3. Offers will be received until 2:00 p.m. local time on the 20th day of July , 2017.
4. Bids shall be made on the Bid Form provided, enclosed in the self-addressed envelope provided
by the Owner and sealed or in a sealed envelope clearly marked “Construction Tender for
Standing Seam Roof, Equipment Storage Building, Uranium City, Saskatchewan” closing
July 20, 2017 at 2:00 p.m.
5. Faxed, electronic or telephone offers or proposals will not be accepted.
6. Each Bidder is responsible to familiarize him/herself with the location, extent, purpose, actual conditions and
requirements of the Work.
7. Bidders are instructed to use Saskatchewan manufactured products, suppliers, goods and services where
quality, suitability, warranty, service and delivery are substantially equal or superior, and where prices are
competitive.
8. The property and/or services provided in this contract are being purchased by the Government of Saskatchewan
and are therefore NOT subject to the Goods and Services Tax (GST). The Bid Price should not include GST but
should include all other Federal and Provincial Government Sales or other applicable taxes or charges in force
on the date for closing of offers.
9. Offers will become binding if accepted by the Owner. All acceptances of Offers by the Owner are subject to the
Bidder, prior to commencement of the Work, submitting verification to the Owner of insurance coverage required
by Article 1.8 of the General Conditions.
10. The lowest or any bid will not necessarily be accepted and the Owner reserves the right to reject any and all
bids.

3. CONTRACT ACCEPTANCE
The Owner hereby accepts the above Offer for the Work.
The Owner hereby accepts the above Offer for the Work, and prices noted for the following additional services. Where additional services are listed they
shall form part of the Work for the purposes of this Contract and the General Conditions.
This document, including all attachments and appendices referenced herein, represents the Contract between the Owner and the Contractor in the

GENERAL CONDITIONS
1. Comply with all the laws, ordinances, rules, regulations, codes, bylaws and policies relating to the Work, including Worker's Compensation Act
requirements. Notify the Owner's Representative immediately if asbestos, PCB’s, or other hazardous materials are found during the progress of the
Work.
2. Obtain and pay for all necessary permits, fees, licenses and royalties required to carry out the Work.
3. Use only best quality new materials and accepted Industry Standards for the Work.
4. Protect the site and Work from loss or damage of any kind.
5. Keep the site and Work in a neat, clean state at all times and provide a thorough clean up on completion of the Work.
6. Warrant the workmanship of the Work and any products used in the Work for a period of one year from the date the Work is substantially performed
and repair, replace or correct at his own expense, defects or deficiencies in the Work or products which appear prior to, and during, the warranty
period.
7. Indemnify and save the Owner harmless from any and all claims, demands, costs, losses, damages, actions, suits, or proceedings from whomever
made, brought or prosecuted and in any manner based upon, arising out of, relating to, occasioned by or attributed to the activities of the Contractor,
his servants, or his agents or Subcontractors or Sub-Sub-Contractors engaged in the performance of the Work.
8. Prior to commencing the Work, provide evidence of insurance for the duration of the Work against loss for claims arising from the Work
where bodily injury, death or property damage may occur, including Comprehensive General Liability and Vehicular each having a limit of
not less than one million dollars.
9. Maintain an accounting of costs which adequately substantiate monthly and final billings, to enable the Owner to verify the contents of Progress
Claims, and to disclose such accounting to the Owner or his agent upon demand.
10. Utilize Form C1 (Subsection 41(1.3) of the Builders' Lien Act) to request certification of substantial performance of this contract. This contract and its
performance is subject to the applicable provisions of the Builders' Lien Act of Saskatchewan, as amended from time to time.
11. Quote the related Project and Job Numbers on all billings and correspondence.
12. Maximize local Saskatchewan labour, materials and services in the Work.
13. Where provided with access to information of the Government (including personal information) which is not publicly known or available (herein the
“Government Information”), the Contractor shall:
a) ensure that its employees, agents or representatives involved in performing the Work are aware that the Government Information is not to be
opened, viewed, or otherwise accessed except as required to perform the Work;
b) where it is necessary to access the Government Information to perform the Work, to use the Government Information only for such purpose and
for no other purpose;
c) ensure that the Government Information remains confidential and is not placed in a circumstance where confidentiality can be compromised; and
d) immediately advise the Owner if it has reason to suspect that the confidentiality of the Government Information was or may have been
compromised.
14. Perform the Work in a timely fashion, however, if the Contractor should neglect to perform the Work in a timely fashion, or fail to perform any provision
of this Contract, the Owner may, after providing not less than 24 hours Notice to the Contractor, and without prejudice to any other right or remedy he
may have, perform or arrange for the performance of such Work. The Owner may deduct all reasonable costs incurred from any payment due to the
Contractor.
1. Provide all necessary information reasonably required for the performance of the Work in a timely fashion.
2. Make payments within forty (40) clear days following satisfactory completion of the Work and receipt of adequately substantiated invoices.
ARTICLE 3 - ASSIGNMENT
1. This Agreement of any part hereunder, or any actual or any beneficial interest herein, shall not be assignable by the Contractor.

General:
1.0 Bidders are to include a copy of their Liability Insurance as instructed in Article 1.8
of the Instruction to Bidders with their tender submission.
2.0 Bidders to include a duly signed Bid Form & Contract Acceptance document.
3.0 Bidders are responsible to familiarize themselves with the location, extent, purpose, actual
conditions and requirements of work.
4.0 The contractor is to co-ordinate the work schedule with Steve Kirkham at 306-953-2557, or
Darren Whitehead at 306-953-2532. On site is Harold Grasley 306 498-2145
Scope of Work:
1.0 Contractor to Supply all labour, equipment and materials to complete the New Standing
Seam Metal Roof to the ESB in Uranium City.
2.0 Contractor to consult with Client in preparation of Work Schedule.
3.0 Contractor to confirm ALL measurements prior to commencing with work.
4.0 Ensure work area is maintained in a clean and orderly fashion. Site to be left clean and
neat at the end of each work day.

Specifications:
1. Remove existing chimney flashings and metal flashings as required from existing ESB roof.
3. Supply and install min. 2X4 treated material for strapping roof 4’ on centres across existing
roof metal or as per manufactures recommendation for installation of new roof metal.
4. New strapping to be fastened to roof joists (24 inch spacing) through existing
approximately ½ inch ribbed metal and 5/8 inch roof sheathing with GRK-RSS fasteners.
5. Supply and install 2”standing seam metal roof system to be equal to or better than Vicwest
TSR system (2” standing seam)—24 gauge galvalume C/W clips, eaves, gables and closure
strips, Site manufactured will be accepted if meets requirements. Touch up paint as required
6. Supply and install new flashing for top side of roof and gable/parapet flashings to fit.
7. Supply and install new 12” chimney flashings. Seal all openings and penetrations in roof.
