1. General Background.

Following the prequalification of our ultrasonic water meter HYDRUS; Hydrometer GmbH (Diehl Metering)
through our local partner Field Industrial Supplies W.L.L. (FIS) has supplied 38,809 HYDRUS ultrasonic
water meters to KAHRAMAA since 2012.

Apart of the first 12,142 HYDRUS meters supplied in 2012, which were equipped with wired M-Bus
communication; all the remaining 26,667 meters supplied to KAHRAMAA have been supplied with Radio
OMS T2 communication.

We are fully aware of KAHRAMAA’s strategy to implement an advance AMI solution for all water and
electricity meters. Diehl Metering has an extensive experience worldwide and in the Middle East in the
implementation of advance AMI solution. In order to demonstrate locally the capabilities of our solutions
and experience, we have requested to KAHRAMAA the opportunity to implement a Fixed Network
Demonstration (Demo) in a site of their choice. This report provides the technical proposal for the
installation of a Fixed Network at EZDAN 10 in order to automatically read the 261 HYDRUS meters
installed in the site. The desire frequency of reading is hourly.

All cost associated with this demonstration will be covered by Hydrometer and FIS.

2. Project Background.

Currently, there are several compounds (gated communities) located in Doha that are equipped with
HYDRUS water meters with radio communication; one of this site is EZDAN. EZDAN development
compromises several gated communities, with predominant domestic usage.

KAHRAMAA has given us preliminary approval to install a Fixed Network ‘Demo’ at EZDAN 10.

EZDAN 10 has a total length of about 350m and a width of about 400m. The compound includes twelve
apartment buildings with three floors and 143 villas with two or three floors. At the entrance of the site
there are several communal facilities, including the clubhouse. KAHRAMAA reported that a total of 261
HYDRUS water meters are installed in the site; but following a detail site survey additional 26 meters
were identified in the compound. The total number of HYDRUS meters installed is 287. The list of the 287
meters installed at site is included in Appendix 1A. The plan of the site is included in Appendix 2.

The water meters are installed in metal boxes in the outside wall of villas or on the rooftop of apartment
buildings. The meter boxes also have a small glass window in front.

3. Radio Test Signal.

Following the preliminary approval of KAHRAMAA, a radio test signal was carried out on Wednesday 2
rd
and Thursday 3 July, with the support of our German and local technical team.

The main objectives of this test were as follow:

• Identify the ideal location for the antennas and receivers

• Identify the ideal type and number of antennas and receivers required

• Identify any ‘black spots’ and potential solution

• Identify all technical and logistic requirements for the installation of the Fixed Network

• Provide immediate visibility of the capability and performance of our solutions

Several tests were carried out over the two days. The test included different of antennas (Directional and
Omnipole) and different locations in order to identify the best equipment and the best location.

Two main locations were tested for the location of the antennas: Location 1 on the roof top of the Club
House; Location 2 on the roof top of the Apartment Building 12 (center of the development).

Based on the test carried out we have concluded:

• 100% of the 287 HYDRUS meters installed in the compound can be read with two Directional
Gain Antennas installed at the roof top of the Clubhouse (Location1)

• A single RDC premium (receiver) will be required

• Additional 110 HYDRUS meters located in the surrounded compounds can also be read with the
same antennas

• 21 Badger meters also installed in the surrounded compounds, have also been read,
demonstrating the capability of our system to read any meter that communicates using OMS
T2 communication protocol. One of the 21 meters is not encrypted and therefore the data is
fully available in our system. The other 20 meters are encrypted and to access the data, Badger
Key will be required.

Screenshots of the meters read during the test signal, including the Badger meters are included In
Appendix 3. This also shows the information collected, which includes:

• Meter Serial number

• Date and Time of the latest reading

• Total consumption

• Flow

• Water Temperature

• Alarms

• Battery Life time, etc.

The data telegram of the meter can be configured directly on the meter or during the production of the
meters. Izar@Net (our meter Management System) also allows the management of the data collected.

In Appendix 4 we provide a high level visibility of the capabilities of Izar System Solution.

4. Technical Proposal.

Following the radio test signal and the analysis of the data collected, we are confident that the installation
of Two Kathrein Directional Antennas at the roof top of the Clubhouse, plus one RDC Premium Receiver
will be sufficient to obtain automatic readings for the 287 HYDRUS meters installed in EZDAN 10. Our
target is to collect hourly meter readings with high performance (above 99%) and to ensure 100%
performance on the daily readings.

Our main target is to read the 287 meters installed in EZDAN 10, but we will also collect the reading of all
meters in range, including Badger meters.

In a second stage of the demo, we will identify the location of all the additional meters in order to provide
visibility of the actual range covered by the Fixed Network.

The attached diagram provides high level visibility of the solution:

At a high level the data flow is as follow:

• HYDRUS water meters transmit (permanently) the data package every 16 second. The data
transmitted by the meter includes:

o Meter Serial Number

o Total Volume (m3),

o Due date (annual) and Total Volume,

o Current flow (m3/h),

o battery life time,

o water temperature °C,

o Data log 0 - date, time

o Data log 0 - volume

• The receiver will permanently collect the data from the meters and store the most recent data per
each meter.

• The receiver will send the data every hour through GPRS to our FTP server in Germany.

• Data will be accessed through Izar@Net and if required data can be exported in any format
required. We will provide a laptop with all necessary software for Kahramaa to access the data.
Full one day training and support will be provided to Kahramaa staff.

In summary the equipment to be supplies is as follow:

• Two Kathrein Directional Antennas which will be installed at the highest point of the roof top of the
Clubhouse (figure 6). One antenna will face 20° towards south whereas the other antenna will face
20° towards north to ensure that the meters of the entire compound can be received. The
antennas poles will have a height of 2.80 m and will be safely secured to the floor (as in figure 5)

• One IZAR RDC Premium receiver (Data Concentrator), with capability to read up to 10,000
meters will be installed below the upper roof of the clubhouse in order to be protected from
direct sun exposure (figure 7). To avoid any potential damages, the receiver will be installed
inside a secured GRP box. As the receiver will communicate to our FTP server via GPRS, it will
also be equipped with a GPRS antenna. Permanent power supply to the receiver will be provided
from the existing power supply.

• Two special designed low-loss-cables will join the antennas to the receiver. Cables will be
protected by adequate ducting.

• One laptop equipped with Izar@Net software to access the data from our FTP server. Izar@Net
will be equipped with the following modules:

o Fixed Network - Supports data download from an FTP server that was uploaded via
Ethernet LAN or GPRS from a fixed installed data concentrator.

o Import/Export - Interface for import and export of meter and customer data e.g. from/to a
billing software system (ASCII, Excel®, ODBC database connection).

o Alarms - Automatic creation of meter alarms (status alarm of the meter), visualisation on
screen or transmission via SMS / email

o Graphic Analysis - Illustration of up to 6 meter counts in a bar or line graph diagram for
consumption monitoring. 3 diagrams can be displayed in one window, also with the
possibility of an online mode. There is no limit to the number of windows.

o Maps - Visualisation of readings on a map via export to Google Earth® (Requirement:


Google Earth® has already been installed before).

Technical Data Sheet for all equipment listed above are included in Appendix 5, including the
approval from ictQatar (Supreme council of information and communication technology, Qatar) for
RADIO model HYDRUS meters.

5. Success Criteria.

The key success criteria of this Demonstration is to provide automatic meter readings for the 287
HYDRUS meters installed at EZDAN 10. It is critical to demonstrate the stability and reliability of the
system over an extended period of time; therefore we would propose to run the Demo for a period of 3
months. The following efficiencies are expected:

o 99% of Hourly readings

o 100% of Daily readings

Additional success criteria include:

o Speed and simplicity of the implementation – One day installation and data available the following
day

o Demonstrate security and reliability of the system even if power supply is lost

o Demonstrate ‘plug & play’ capability in case of meter replacement

o Capabilities and functionality of Izar@Net

o Range of the fixed network by identifying the location of the additional meters read outside
EZDAN 10

o Capability to integrate into the system Badger meters – Dependent on Badger providing
encryption key

o Cost- Efficiency of the solution

o Scalability of the system by deploying additional Fixed Network stations – Subjected to


commercial discussion with Kahramaa

6. Next Steps.

Once Kahramaa and the developer provide approval for the implementation of this proposal, we require 3
weeks period to procure and deliver all the equipment required. Implementation date will be agree in
advance with Kahramaa.

As mentioned above the implementation of the solution should take one day and the readings will be
available immediately.

A full day training to Kahramaa staff will be provided in the operation and management of the system.

Appendix 4- Izar System

General Information about IZAR Fixed Network


A fixed IZAR System can be read promptly and frequently even in large areas or areas with a high
concentration of meters – conveniently from the control centre. The continuous flow of data is controlled
and evaluated centrally, and the high data actuality permits efficient energy data management.

Fully automatic reading is a routine operation for a fixed IZAR System – and eliminates costly and time-
consuming manual reading tours. The continuous data flow from the meter to the data management
system provides maximum flexibility – with absolute data consistency. Current consumption figures can
be requested whenever required, the individual reading intervals can be changed at any time and data
evaluations are possible as desired.

A fixed IZAR RADIO System can be implemented as a radio-based Fixed Network: The individual meters
are read via well designed radio receivers. This long-term, low-cost solution for automatic meter reading
avoids the need to lay cables to the meter.

Only necessary data will be transferred respectively collected to ensure an economic data stream.

The real time data will be transmitted from the radio meter and collected by the receiver. Not even a
request to the meter for meter data is necessary, because it is available at any time. The data telegram of
each meter is time stamped by a highly accurate real time clock from the IZAR RDC receiver which is
frequently synchronized via NTP servers. This ensures an exact time stamp at any time.

The unidirectional mode is the only mode which enables a highly performing mixed solution for drive-by
and fixed network AMR at the same time. The mode secures as well a very reliable calculation of the
battery lifetime because of the continuously sent telegrams. The power consumption needed for the
transmission which is extracted from the battery stays always on a constant level.

There is no decrease of battery lifetime in case of unexpected or unplanned readout requests of any
information.

The IZAR system’s simple star topology keeps the complexity of the whole system in line even in the long
run. No reconfiguration of routing tables like a mesh network needs to be done during the system life.
