Master plan is a comprehensive document that shows how the future development can

be done to an area in the next 15 to 20 years. The master plan presents policies
and guidelines for future development. If master plan is not implemented in a right
way; people can get into different problems like congestion, environmental issues
and overcrowding etc. Karachi is a megalopolis and has a population over 16 million
people; Karachi holds the difference that the first ever Master Plan in the country
was formulate for this city in 1952. This paper provides a brief introduction of
master plan and Karachi. It also discusses the existing master plan of the Karachi
with challenges facing during formulation and implementation of existing master
plan. It also gives recommendation for the formulation and implementation for new
master plan i.e. master plan 2030. The paper discusses the pre-conditions and
prospects for successful implementation of the new Plan in the light of historic
analysis, interviews with stakeholders, Karachi Metropolitan Corporation, the
Karachi Development Authority, various land-owning agencies, the governor of the
province, provincial and national legislators, and utility agencies, various
relevant associations and interest groups. Such forum will help in improving the
