HOMICIDE INVESTIGATION OCCURRED AT THAT LOCATION ON OS- 23- 02, WHITE MALE
CORTNEY CRANDALL BEING THE VICTIM, THE 1iOMICIDE STILL UNDER INVESTIGATION.
UPON 1 9Y ARRIVAL 1 MET WITH 1VlTNESS NIS. JENNIFER ORR WHO RESIDES AT 2123 ROCWAY
DRIVE, THIS RESIDENCE BEING LOCATED JUST YARDS AWAI' TO THE SOUTH SIDE OF 4430
UTICA CIRCLE. MS. ORR ADV[ SED IN A SWORN AFFIDAVIT THAT SHE AND HER MOM WERF.
APPROACHED AT THEIR RESIDENCE AROUND 1030 THIS DATE Bl' A WHITE FE1 IALE. ORR
ADVISED SHE 1DENTIFIED TIiIS i'OMAN AS ONE OF THE PERSON' S [ NVOLVED IN A FIGHT ON
MOTHER' S DA1' OUTSIDE 4430 UTICA CIRCLE. ORR ADVISED THE WOMAN ASKED HER TO CALL

OFF IN THE DIRECT[ ON OF 4430 UTICA CIRCLE, THEN CALLING 911 TO REPORT THE
INCIDENT. ORR WALKED OVER TO 4430 UTICA CIRCLE AND
WALKED BEHIND( WEST SIDE) THE RESIDENCE. ORR OBSERVED THAT THE WOMAN SHE SPOKE
TO V1' AS NOW INSIDE THE TRAILER AND ANOTHER WHITE FENIALE WAS STANDING OUTSIDE THE
RESIDENCE ON THE PORCH. ORR SPOKE WITH BOTH WONIEN AND SHE NOTICED THAT THE
W0 1AN ON THE NSIDE WAS VERY ANGRY' THaT SHE HAD TO BREAK INTO THE RESIDENCE TO
CET HER THINGS OUT. THE WO LIAN ON THE INSIDE ACAIN ASKED HER TO CALL THE
SHER[ FF' S OFFICE, THEN RETURNING TO HER RESIDENCE AND CALLING 911 A SECOND
TIME.
AFTER SEVERAL MINUTES, ORR OBSERVED THE TWO WOMEN RETURN TO THE FRONT OF 4430
UTICA CIRCLE. ONE WOMAN GOT INTO A RED VEHICLE 1VHICH THEY BOTH APPARENTLI'
ARRIVED IN, THE OTHER WOMAN (WHO ORIGINALLY SPOKE TO ORR), GETTING INTO A WHITE
OLDS! IOBILE BELIEVED TO HAVE BEEN OWNED Bl' VICTIn1 CRANDALL. BOTH WERE SEEN TO
DRIVE AWAY FROM THE RESIDENCE.
THE SUSPECT FEMALES WERE GONE BY THE TIME 1 ARRIVED AT THE SCENE. I INSPECTED
THE EXTERIOR OF THE TRAILER AiVD OBSERVED V1' HERE FOLEY AND THE OTHER FEMALE
BELIEVED TO BE RITA AKRIDGE ENTERED THE TRAILER. I OBSERVED THAT THE FEMALES
HAD ENTERED VIA A BROKEN WINDOW ON THE WEST SIDE OF THE TRAILER. THIS IS THE
L,OCATION WHERE ORR ADVISED SHE OBSERVED ONE FEMALE OUTSIDE ON THE PORCH AND ONE
INSIDE THE TRAILER.
SHORTLY AFTER Ml' ARRIVAL SGT. REYNOLDS; RRIVED Oti SCENE ALONG WITH HO IICIDE
AGENT ALLIE ROBERTS, AND GCU ACENTS MCNATT AND ZACARDI. AFTER MUCH DISCUSSION,
THE DECISION WAS MADE TO TER i THE INV STIGATION AS CIV[ L PENDING FURTHER
INVESTIGATION DUE TO THE FOLLOWING UNUSUAL CIRCUNISTANCES. FOLEY WAS A FORMER
CIRLFRIEND OF SEVERAL YEARS TO THE DECEASED AND HAD HER PERSONAL B LONGINGS
INSIDE THE RESIDENCE. IT WAS ALSO VERti' CLEAR THAT FOLEY WANTED BCSO TO RETURN
TO THE SCENE TO SPEAK WITH HER ABOUT HER BELONGINGS STILL BEING INSIDE THE
CRIME SCENE, THE LOCKS FiAV[ NG BEEN CHANGED WITHOUT HER KNOWLEDGE. LAW
ENFORCEMENT AT THE SCENE W' ERE UNDER THE IMPRESSION THAT FOLE1' HAD DRIVEN THE
DECEASED' S VEHICLE FOR SEVERAL YEARS AND SHE MA1' HAVE MISUNDERSTANDABLY THOUCHT
SHE HAD A RIGHT TO THE VEHICLE' S USE.
THE CRINIE SCENE IS DESCRIBED AS THE TRAILER LOCATED ON LOT NU1 1BER 4430 UTICA
CIRCLE IN MELBOURNE FLORIDA. TNE CRIME SCENE WAS PROCESSED W[ TH NOTHING OF
EVIDENTIARY VALUE BEING TAKEN INTO BCSO EVIDENCE.

ENCLOSURE5:
On May 23, 2002, at approximately 1330 hours, I was driving near the crime
scene of a homicide investigation located at 4430 Utica Circle at the Mobiland
By The Sea mobile home park in Melbourne, Brevard County, Florida. Earlier in
the afternoon, 1 was informed that a vehicle, identified as a 1987 Oldsmobile
bearing a Florida tag# TOSHN1U, V. LN.# 1G3EZ1136HU31 167, was stolen from the
residence of the decedent, Cortney Crandall. The persons suspected of the
vehicle theft were Rita Akridge and Judy Foley.
I located a vehicle parked near the south entrance to Mobiland By The Sea. The
vehicle matched the description of the vehicle driven by Rita Akridge. 1
drove up to the vehicle, which was occupied by two white females, and honked my
horn. The ehicle was a Pontiac Sunbird, red in color, bearing a Florida tag
of# XMG251 1. Rita Akridge exited the vehicle. Judy Foley remained sitting
inside the vehide. 1 asked Rita if she would speak to me and she replied
that she would.
At 1428 hours, 1 conducted a sworn, non- custodial interview with Rita Akridge.
The following is a summation of her statement.
Rita stated she and her sister, Judy Foley, were told by deputies on h1ay 22
that once the crime scene was released they could make entry into the
residence. When I asked Rita to provide a deputy' s name that told her they
could make entry, she could not recall. Rita stated that on May 23, at
approximately 1200 hours, she and Judy arrived at 4430 Utica Circle. During
the interview, Rita con rmed Homicide Agent Gary Harrell did advise her and
Judy to not make entry inside the residence earlier in the morning. Rita
said she and Judy noticed the residence was secured and the locks had been
changed. Judy Foley broke a kitchen window and she and Rita made entry into
the residence. Rita stated Judy wanted to make entry into the residence to
find paperwork proving ownership of various property. Rita said Judy had the
right to enter the residence. While inside the residence, Rita Akridge and
Judy Foley took a telephone. When they departed from the residence, Judy
Foley took a white in color vehicle, an Oldsmobile belonging to the decedent,
Cortney Crandall. According to Rita, the decedent gave Judy Foley the vehicle

I as a Christmas gift. She was not sure if Judy' s name was on the title. Rita
stated Judy drove the decedenYs vehicle to her residence located at 201
Harbour City Parkway in Indian Harbour Beach. That concluded the interview
with Rita Akridge. For details of the interview, refer to the corresponding
audio tape.
Judy Foley stated on May 23, 2002, she and Rita attempted to make entry inside
the residence but the locks had been changed. Judy alleged she is part owner
of the residence and had the legal right to make entry. Judy broke the
kitchen window and she and her sister, Rita, made entry. While inside the
residence, she took a telephone that belonged to her. Prior to departing
from the residence, Judy admitted to taking the decedent' s vehicle, a I987
Oldsmobile. Judy stated she had the keys to the vehicle. Judy alleged the
decedent gave her the vehicle as a gift but never changed the title to her
name. tii'hen 1 asked Judy why she did not take the Oldsmobile on her recent trip
to Alabama if it belonged to her, she replied that Rita preferred to drive her
vehicle. Judy Foley stated she drove the Oldsmobile to Rita' s residence in
Indian Harbour Beach. Judy Foley said she should have verified if the
vehicle title was under her name prior to taking the vehicle. That concluded
the interview with Judy Foley. For details of her statement, refer to the
corresponding audio tape.
During the course of the investigation, Agent Craig Adelman of the West
Precinct General Crimes Unit, established probable cause to arrest Judv
Foley and Rita Akridge with grand theft of the decedent' s automobile. Deputy
Crook( I. D.# 504) responded to my location at Mobiland By The Sea and placed
Judy Fole,y and Rita Akridge under arrest. Deputy Crook transported them to
West Precinct to meet with Agent Adelman.

ON OS/ 23/ 02, AT APPROXIMATELY 1200 HOURS, 1 RESPONDED TO 4430 UTICA CIRCLE,
MELBOURNE, BREVARD COUNTY, FLORIDA IN REFERENCE TO ASSISTING DEPUTY DALTON WITH
A POSS[ BLE BURGLARt' AND GRAIYD THEFT AUTO. UPON ARRIVAL, I h1ADE CONTACT WITH
DEPUTI' DALTON W' HO ADVISED THAT ON 05/ 20/ 02, A WHITE R1ALE CORTNEI' CRANDALL WAS
FOUND DEAD AT THE ABOVE ADDRESS AND MAJOR CRIA9ES IS INVESTIGATING THE DEATH AS
A HOi 11CIDE. HE ALSO ADVISED THAT THE RESIDENCE W'AS RELEASED TO THE NEXT OF KIN.
DEPUTY DALTON ALSO ADVISED THAT ON THIS DAY' JUD1' WATTS AND HER SISTER LATER
IDENTIF[ ED AS RITa KRIDGE CAh1E OVER TO THE RESIDENCE AND ENTERED BY BREAKING A
WINDOW. ONCE INSIDE THEY REMOVED SEVERAL ITEMS AND LEFT WITH THE DECEASED
VEHICLE WHICH WAS A WHITE PLl' MOUTH BEARING A FLORIDA TAG TOS- HMU.
AGENT ZICCARDI CONTACTED ASSISTANT STATE ATTORNEY MICHAEL HUNT WHO ADVISED
THAT JUDY FOLEY D[ D NOT HAVE THE LEGAL AUTHORITY TO REMOVE THAT VEHICLE IF IT
IS REGISTERED TO THE DECEASED. SEVERAL 11NUTES LATER 1 WAS CONTACTED BY AGENT
ALLI ROBERTS WHO ADVISED VIA PHONELINE THAT THE NEXT OF KIN JUDY WATTS WAS
REQUESTING PROSECUTION IN THIS CASE AND SIGNED AFFIDAVITS TO THAT FACT AT EAST
PRECINCT. HE ALSO ADVISED TH T HE WOULD SEND ME THE AFFIDAVITS VIA
INTERDEPARMENT MAIL. AT THIS TIME AGENT CARLOS REYES MADE CONTACT WITH BOTH
JUDY FOLEY AND RITA AKRIDCE AS THEY WERE LEAVING THE NEIGHBORHOOD VHERE 1430

COMPLETE THE ARREST PAPER'' ORK. JIM i'ATTS THEN RESPONDED TO 201 S. HARBOR
CITY PARKWAY TO TAKE CUSTODY OF THE VEHICLE.
RITA AKRIDGE AND JUDY FOLEY WERE THEN TRANSPORTED TO THE BREVARD COUNTY JAIL
WITHOUT FURTHER INCIDENT. IT SHOULD BE NOTED THAT JUDY FOLEY WAS NOT CHARGED
WITH BURGLARY BECAUSE IT IS U` DETERMINED IF SHE H.4D A LEGAL RIGHT TO BE AT THE
RESIDENCE.
THE CRIME SCENE IS LOCATED AT 4430 UT( CA CIRCLE, MELBOURNE, BREVARD COUNTY",
FLORIDA. THE VEHICLE WAS RECOVERED AT 201 HARBOR CITY PARKWAY, lNDIAN HARBOR
BEACH, FLORIDA AND RELEASED TO JIM W'ATTS( THE NE T OF KIN' S HUSBAND).
SECTION 3- DISPOSITION
THIS CASE IS CLOSED BY TWO ARRESTS AND WILL BE REFERRED TO THE STATE
ATTORNEY' S OFFICE FOR PROSECUTION. BOTH JUDI' FOLEI' AND RITA AKRIDGE WERE
