1 Regulations for Hazardous Substances


Any substance that is of the following nature: explosive, oxidizing, flammable, toxic,
corrosive, harmful or irritant shall be classified as hazardous substances. The following
substances are identified to be used which may cause hazardous to health.
a. Curing compound
b. Mould release agent
c. Gasoline
d. Retarder
e. Diesel
f. Portland Cement
g. Quick Set Cement
h. Lubricant
i. Waterproofing
j. Acetylene C2H2 ,
k. Paint
l. Insecticide
m. Pipe Adhesive
n. Anti-corrosive Lubricant WD-40
1.1.1 Safety Data Sheet
Safety Data Sheet (SDS) shall consist of various information, namely the name of the
substances, their function, nature, potential health hazards or particular risks and the
safety precaution with regard to hazards, personal protective equipment required,
method of storage as well as the suppliers of the substances.
1.2 Health Assessment of Hazardous Substances
The Project Manager and the Safety Officer is responsible to carry out risk assessment of
hazards to health. The Safety Officer shall conduct a survey on all construction materials
and consumables to identify the hazardous substances. Discussion of the health
assessment with the sub-contractors involved shall be made in the sse meetings. All
subcontractors or suppliers must submit to the Project Manager MSDS for all hazardous
substances used on site.
The Safety Officer shall identify the need of pre-placement medical examinations on
health assessment. Upon the requirement of MSDS and regulation, suitability of worker's
physical condition shall be considered for handling of specified hazardous substances and
specified trade workers. Then pre-placement medical examinations need to be carried out
for all personnel who will handle the specified substances and works.
1.3 Control of Hazardous Substances
a) The Safety Officer shall set up a precise recording procedure for all hazardous
substances. All delivery records of hazardous substances shall be kept on site. Hazard
labels and SDS shall be collected from the supplier(s) and kept in the site office. Every
container containing a hazardous substance shall be suitably labeled in both English and
local language.The hazard labels shall include the necessary information, for example,
the name of the substance, a risk symbol and safety precautions required. Keep only
legislated quantity of hazardous substances on site.
b) In-house Safety Rules for use of hazardous substances will be developed according to
the findings health assessment report. The rules will be displayed in the workplace to
remind the relevant operatives. The Senior Engineer, Safety personnel and Site
Supervisor and site supervisory staff ensure that the advice or precautions listed on SDS
are strictly followed.
 The control measures and in-house safety rules for hazardous substances will be
informed to the relevant workers during specific tool box talks for the use of
those hazardous substances.
 Keep the storing place for hazardous substances clean and tidy. Prohibit smoking,
eating or drinking signs will be erected and displayed in prominent locations
within the storage area.
 The Senior Engineer and safety personnel ensure proper provision of ventilation,
and specified PPE, restriction of working duration of workers, provision of rest
time, and shift duty, provision of specified PPE, in accordance with the advices I
precautions in SDS.
 The Safety Officer will make arrangements to monitor the exposure of workers to
hazardous substances during handling transport or disposal from time to time
according the result of health risk assessment and the recommendation from the
manufactures' SDS.
 The Safety Officer shall arrange a licensed physician to carry out medical
examination to all relevant TOYO and sub-contractors' operatives who are
handling hazardous substances according to the recommendations from MSDS
and health risk assessment. All those reports shall then be passed to the Safety
Officer for record.
 If the employee is found by the licensed physician not suitable to handle such
substances or to carry out such works then he must not be allowed to handle
such tasks.
 Disposal of chemical waste shall also be considered. The Safety Officer shall
inform the Project Manager to establish a chemical waste disposal program, i.e
selection of a recognized chemical waste disposal contractor, setup a waste
disposal program and its records. Specialist contractors shall be appointed to
dispose of health hazardous substances if it is identified on the health
assessment report and the waste hazardous substances shall be stored at a
designated store for such waste. A copy of the chemical waste disposal program
will be sent to the Engineer's Representative for information.
 The site supervisory staff and sub-contractors will monitor the compliance of
control measures from the health assessment reports and the in-house safety
rules for the use of hazardous substances The Project Manager and the Safety
Officer shall verify the effectiveness of the control measure during the weekly
joint safety inspection. The results will be recorded in the weekly safety
inspection checklist.
 The Senior Engineer is responsible for the follow up actions recommended from
the inspection team. Then he will sign on the checklist to confirm the completion
of follow up actions. A copy of the completed form will be sent to the Engineer's
Representative for information.
 Any non-compliance found during safety inspections will be stopped until the
corrective action and control measure is followed.
 The finding of the safety inspections will be reported to the ISSC by the Safety
Officer. The effectiveness of a control measures from the
 Health Assessment report and In-house Safety Rules will be discussed if they
need to be revised to suit the actual condition or other administrative action
need to be introduced to ensure the compliance of In-house Safety Rules and
control measures.
 The workers are required to follow the precautionary measures and procedures
to use, handling, storage and transportation of such health hazardous
substances.
 A maintenance program shall be scheduled to ensure the protective equipment
or other control devices are kept in good and effective condition. A copy of this
program shall be sent to the Engineer's Representative for information.
