COMMUNITY PRESERVATION ARTICLES_ Will the Town vote to act upon the
recommendation of the Community Preservation Committee for the fiscal year beginning
July 1, 2019, to expend, or set aside for later expenditure, sums of money from the
Community Preservation Fund established pursuant to Massachusetts General Laws
Chapter 44B for the following warrant articles:

It is further stipulated that:

The department named in each specified project shall assume the responsibility to fully
execute the project.

Any unused funds will be returned to the appropriating Community Preservation Act Fund.

3. CPA funds can be used for the purpose of matching grants from other sources.
4. As per Chapter 44B, the State match for Community Preservation Act funds is
accumulated from fees at the Registries of Deeds across the Commonwealth.
The State Legislature cannot allocate the funds for any other purpose.

Annual Town Meeting

The Town Accountant is instructed to defray the aforesaid expenditures in the following
manner:

Item 1 – Historic Reserves: $179,278 appropriated from FY2020 Community


Preservation Fund revenues to fund the required 10% Historic set aside.

Item 2 – Open Space/Recreation Reserves: $179,278 appropriated from FY2020


Community Preservation Fund revenues to fund the required 10% Open
Space/Recreation set aside.

Item 3 – Affordable Housing Reserves: $179,278 appropriated from FY2020


Community Preservation Fund revenues to fund the required 10% Affordable Housing
set aside.

Item 4 – Administrative: $82,000 from FY2020 Community Preservation Fund


revenues to fund the Administrative for the administrative and operating expenses of the
Community Preservation Committee.
Item 5 – Historic: $120,970 appropriated from Community Preservation Fund revenues
to fund the restoration and preservation of Marshfield’s historical documents and
artifacts.

Item 6 – Historic: $10,600 appropriated from Community Preservation Fund revenues to


remove, restore and re-install three North River Shipyard markers and posts.

Item 7 – Open Space/Recreation: $35,000 appropriated from Community Preservation


Fund revenues for Phase II Engineering design and support for the Veteran’s Memorial
Park and South River improvements.

Item 8 – Open Space/Recreation: $322,216 appropriated from Community


Preservation Fund revenues for the Harbor Walkway Extension Phase II.

Item 9—Open Space/Recreation: $55,000 appropriated from Community Preservation


Fund revenues for the Rexhame Terrace Beach Boardwalk Study.

revenues to fund the Housing Coordinator’s salary.
Item 1 -Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $179,278 from FY2020 Undesignated Community
Preservation Fund revenues to fund the 10% Historic set aside.

Explanation: The Community Preservation Act legislation requires that not less than 10
per cent of the annual revenues in the Community Preservation Fund shall be spent or set
aside for Historic Resources.

Item 2 -Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $ 179,278 from FY2020 Undesignated Community
Preservation Fund revenues to fund the 10% Open Space/Recreation set aside.

Explanation: The Community Preservation Act legislation requires that not less than 10
per cent of the annual revenues in the Community Preservation Fund shall be spent or set
aside for Open Space/Recreation projects.

Item 3 - Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $ 179,278 from FY2020 Undesignated Community
Preservation Fund revenues to fund the 10% Community Housing set aside.

Explanation: The CPA legislation requires that not less than 10 per cent of the annual
revenues in the Community Preservation Fund shall be spent or set aside for future
Community Housing projects.

Item 4 - Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $ 82,000 from FY2020 Undesignated Community
Preservation Fund revenues to fund Administrative Salaries and expenses of the
Community Preservation Committee.

Explanation: The CPA legislation allows funds to be set aside annually for the
administrative and operating expenses of the Community Preservation Committee.

Item 5 - Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $ 120,970 from FY2020 Community Preservation
Fund revenues for restoration and preservation of Marshfield’s historical documents
currently held at the Ventress Memorial Library.

Explanation: To fund the restoration and preservation of Marshfield’s historic documents


and artifacts located in the Historical Room of the Ventress Library.

Item 6 - Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $10,600 from FY2020 Community Preservation Fund
revenues for the restoration of three North River shipyard markers.
Explanation: To fund the removal, restoration and re-installation of three 100-year-old
cast iron markers and granite posts documenting Marshfield’s historically significant
shipbuilding past.

Item 7 - Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $35,000 from FY2020 Community Preservation Fund
revenues for the Phase II study for the Veteran’s Memorial Park and South River
Improvement Project.

Explanation: To fund the design, engineering and easement preparation required to


reconnect the South River, improve fish passage and improve failing features of the South
River Park that memorialize our veterans and enhance publicpublic access and viewing
of the South River Park.

Item 8: Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $322,216 from FY2020 Community Preservation
Fund revenues for the Phase 11 Green Harbor Walkway Extension.

Explanation: The Phase II extension would add an additional 1,545 feet from Peter Igo
Park to the Green Harbor village district. The extension would connect the Green
Harbor Village to Peter Igo Park and the town pier & Harbormaster/Maritime Ccenter
marina which was constructed in 2016. The extension will include areas for viewing the
harbor, benches and fishing.

Item 9 - Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $55,000 from FY2020 Community Preservation Fund
revenues to fund a study of a boardwalk at Rexhame Terrace Beach.

Explanation: To fund the study, design and permitting of a possible boardwalk from the
Winslow Road extension in Old Rexhame to the beach.

Item 10 – Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $100,000 from FY2020 Community Preservation
Fund revenues for upgrades of playing fields and playgrounds.

Explanation: To fund capital upgrades and improvements at the Town’s playing fields
and playgrounds.

Item 11 – Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $ 36,533 from FY2020 Community Preservation Fund
revenues to fund beach upgrades for improved ADA accessibility.

Explanation: To purchase seven MOBI mats and one stow attachment to improve access
to the public beaches for all residents and help protect vulnerable coastal vegetation.
Item 12 - Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $199,348 from FY2020 Community Preservation
Fund revenues to fund upgrades and repair of recreation trails.

Explanation: To fund upgrades of three miles of the Bridle Trail. Improvements will
include grading and installation of a 10 foot wide stone dust path, painted crosswalks,
pedestrian crossing signs and traffic signs, three trail kiosks, bollards at the major street
intersections and other trail markers.

Item 13 – Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $135,000 from FY2020 Community Preservation
Fund revenues for a new playground at Eames Way School.

Explanation: To fund the construction of a new, updated ADA-accessible playground and


equipment at Eames Way School.

Item 14 – Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $175,000 from FY 2020 Community Preservation
Fund revenues for a new playground and access ramp at the South River School.

Explanation: To fund the construction of a new, updated and ADA-accessible


playground and equipment, and an access ramp from the school to the playground.

Item 15 -- Will the Town vote to act upon the recommendation of the Community
Preservation Committee to expend $25,000 from FY 2020 Community Preservation Fund
revenues to fund the Salaries of the Marshfield Housing Coordinator position.

Explanation: The Affordable Housing Coordinator position is responsible for the


oversight of the existing affordable housing units and works to develop additional units in
the cCommunity.
