A. Background/Justifications
In the regular course of implementation, it has been found out and officially
conveyed to the Procuring Entity through a letter dated 06 June 2017, that the
siege in Marawi City by the ISIS-inspired Maute Terrorist Group, seriously
hampered the project operations. This, considering that all the required concrete
aggregates (coarse and fine), including cement and reinforcing steel bars were to
be procured/transported from Iligan City. Previously, dumptrucks hauling
concrete aggregates from Iligan can accomplish an average of three (3) trips per
day. However, during and after the Marawi Siege, dumptrucks can hardly haul
only one (1) trip per day due to the high level of security in the checkpoints with
vehicles queuing for kilometres and for hours to pass through the checkpoints to
and from Iligan City.
The siege lasted for 147 calendar days from May 23, 2017 to October 17, 2017,
however, the agony experienced by the motoring public extended for months to
and even beyond the Holidays. Even up to this moment, delays can still be felt
for one travelling to and from Iligan City.
The effect of the siege precluded the contractor to adhere to their schedule of
activities as far as the project implementation is concerned.
B. Recommendation
