ANTI NARCOTIC POLICY AND ACTION PLAN

Introduction
Substance abuse has emerged as a serious concern, adversely affecting the physical and
socio-economic wellbeing of the country. The stress and strain of the modern day life
has rendered the individual more vulnerable to the problem of substance abuse.
Addiction to alcohol and drugs not only affects the individual involved but also the
family and society at large. The system of control of Narcotic Drugs in India has been
put in place considering the requirement of Narcotic Drugs and Psychotropic substances
for medical use and the Country’s obligations towards the U.N. Conventions. The basic
legislative instrument of the Government of India in this regard is the Narcotic Drugs
and Psychotropic substance (NDPS) Act 1985.

The aspect of drug supply reduction is looked after by various Enforcement agencies
under the Ministry of Home Affairs, Government of India and State Governments. The
aspect of drug demand reduction is handled by the Ministry of Social Justice and
Empowerment and that of treatment of Drug addicts and their rehabilitation falls under
the domain of the Ministry of Health, Government of India.

A major problem arising from the misuse of Narcotic substance is that users are at the
risk of developing psychological and physical dependence. In 1964 WHO recommended
the term “dependence” should replace “addiction” and “habituation” as dependence
can exist in different degree of severity, unlike addiction which tends to be an “all or
nothing “disease.

Prevalence of substance abuse is increasing in an alarming proportion in the College


and Universities. Hence to prevent students from abusing Drugs and Alcohol is the need
of the hour in the interest of students, family, society and the country.

To promote an equitable, supporting and informed environment among the student


community and to develop their resilience so that they make healthy lifestyle choices,
the Anti-Narcotic Policy and Action Plan in the form of guidelines has been prepared.
AWARENESS

1. The Anti-Narcotics Committee (ANC) will provide publicity material for promoting
drug abuse prevention to the HoD/HoI’s which they can use in their institutions to
create awareness among students, faculty and staff.
2. To boost awareness and knowledge, ANC will further conduct seminars and
activities on measures to prevent substance abuse and to develop an understanding
of substance dependence and addiction.
3. ANC will take the help of Vigilance and Security departments as well as Institutions
for identifying illicit drug traffickers and the information will be shared with District
Administration and Police for enforcement action.
4. Whenever and wherever required, ANC will liaise with law-enforcement agencies
and related organizations for promoting an environment of zero tolerance towards
substance abuse.
5. At the Institute level, it will be the responsibility of HOI/HOD to create awareness
highlighting harmful effects of substance abuse and penal action and offer guidance
and assistance to the students of their Institute.

IDENTIFICATION AND GUIDANCE

6. Head of Institution/Head of Department, Faculty and staff will be responsible to


identify any abnormal behavior of a student and provide counseling/guidance
wherever required. Following Policy need to be adopted by HoI/HoD:-
a) As faculty members interact with their students on a daily basis, it is
suggested that the faculty members must discuss in their sessions at least
once a week on issues pertaining to health, code of conduct, discipline and
substance abuse.
b) Institutional discipline Committee members, PL’s, CR coordinators, Faculty
mentors who cover 3600 associations of any student must be observant in
this context also. Any abnormal behavior must be a signal to keep the student
under observation.’
7. Signs of substance abuse could be visible in the following form:-
a) Decrease interest in classes and extracurricular activities.
b) Drastic change in grades or academic performance.
c) Fluctuation in weight
d) Time spent in new social circles especially among those who have a
reputation of abuse.
e) Withdrawing from friends or behaving in a secretive.
f) Un explained change in behavior or personality.
g) Uncharacteristic mood swings, depression or irritability.
8. HOI/HOD must be informed and counseling at HOD/HOI level should start.
9. The Dean Student Welfare must be informed and may be involved in counselling.
10. At this stage case is to be handled with care, consideration and confidentially.
11. Parents/Family members must be informed and involved in counselling.
12. Amity Centre for Guidance & Counseling help can be taken for counselling.
13. The concerned student to remain under observation for some time and
counselling be continued.
14. Chairman and Member Secretary –Anti Narcotic Committee to be informed.
15. Monthly Report be sent to Chairman and Member Secretary, Anti Narcotic
Committee by HOI. If no case then NIL Report be sent.
16. HoI’s must ensure that each student submits the declaration form available in the
student handbook, duly signed by the student and the parents. The same should
be maintained in the student dossier.

POLICY FOR RESIDENTS OF HOSTELS


17. Unlike day scholar who are under parental supervision, the Hostellers
comparatively enjoy a greater degree of independence and therefore need a very
close supervision by the Hostel warden/staff.
18. Awareness Campaign:-
a) Display of posters hoarding and handouts at prominent places in hostel area.
b) During the regular staff/student meeting the issue of drug abuse and
prevention to be highlighted. Students to be educated on the ill effects of
drugs and Alcohol.
c) Cultural activities in hostel area to include items based on menace of drug
abuse.
d) Awareness lectures/workshops by experts can be organized for the students.

19. Preventive Measures:-


a) Directors, Wardens and supervisors in hostels are to have a very close
interaction with hostellers on a regular basis and keep a very strict vigil on
the activities of students.
b) Directors, Wardens/supervisors are required to be sensitive to the pulse of
their hostel students and must develop a system of intelligence network
comprising trusted students and staff members.

20. Warden & Faculty visit to Hostel:-


a) Wardens/Supervisors and the faculty visiting hostels should keep an eye on
the behavioral change if any notice in any student.
b) Any abnormal behavior noticed should be immediately reported to Hostel
Director and DSW.
c) Director Hostels will start the counselling of the Hosteller in the same manner
as mentioned in case of HOI/HOD.
d) Director Hostels will also send Monthly Report to Chairman and Member
Secretary, Anti Narcotic Committee. If no case then NIL Report be sent.

21. Disciplinary Action


a) Zero tolerance Policy be adopted toward substance abuse.
b) If a student is found guilty of drug abuse and dealing with Narcotics in
anyway and corrective measures mentioned above have not yielded
positive results, then disciplinary action be initiated against him.

cultural programs, sports, training programs, to present research papers and such other curricular, co-curricular
and extra-curricular activities.
Further, I have gone through the academic requirements of the program that I have enrolled for and have fully
understood that while pursuing the said program, I shall be required to maintain minimum level of SGPA and
CGPA in order to be eligible for an award of degree, to be conferred by Amity University, on successful completion
of the program as per prescribed regulations of AUUP.
